I．General Outlook
The gross domestic product (GDP) of Xinjiang was 927.346 billion yuan,up by 10.0% over the previous year, of which, the added value of the primary industry was 153.860 billion yuan,up by 5.9%; that of the secondary industry was 394.896 billion yuan,up by 11.2%; and that of the tertiary industry was 378.590 billion yuan,up by 10.4% over the previous year. The permanent-population-based per-capita GDP reached 40648 yuan, up by 8.4% over the previous year.
The total consumer price index of the year was up by 2.1% over the previous year, of which,the price of food was up by 3.6%.
The ex-Factory price index of industrial product was down by 3.8%, of which, light industry was down by 1.7%, heavy industry was down by 4.1%. The purchasing price of industrial product was down by 2.5%. The production price of agriculture products down by 2.3%. The price of fixed asset investment was up by 0.3%.

II. Agriculture
The gross output value of agriculture,forestry,animal husbandry and fishery was 274.401 billion yuan,up by 6.8%,of which,gross output of agriculture was 195.511 billion yuan ,up by 7.2%, gross output of frostry was 4.939 billion yuan ,up by 5.8%, gross output of animal husbandry was 65.120 billion yuan ,up by 5.7%, gross output of fishery was 1.960billion yuan,up by 5.7%,gross output of services of agriculture,forestry,animal husbandry and fishery was 6.870 billion yuan,up by 6.5%.
The total sown areas of farm crops was 89.9171 million mus,up by 15.0% over the previous year.of which, The sown area of grain crops was 33.3030 million mus, up by 0.7%；The sown area of cotton crops was 36.32 million mus; The sown area of oil bearing-crops was 3.3079 million mus,down by 0.5%；The sown area of sugar crops was 0.9433 million mus,down by 4.6% over the previous year. The sown area of vegetable crops was 4.6524 million mus,up by 4.5% over the previous year. The sown area of fruit crops was16.4250million mus,down by 3.1%,of which,garden fruit was 14.2593 million mus,up by 1.8%.
The total output of grain was 1390.81 ten thousand tons,up by 2.2% over the previous year；The output of cotton was 451 ten thousand tons.The output of oil-bearing was 59.33 ten thousand tons, down by 2.1%；The output of sugar was 471.94ten thousand tons,down by 1.0%. The output of vegetable was 1819.79 ten thousand tons, up by 9.0%(tomato in industry was 734.62 ten thousand tons,up by 26.8%;pepper in industry was 152.78 ten thousand tons,down by 15.5%). The output of fruit was 1466.87 ten thousand tons, up by 10.5%,of which,garden fruit was 858.61 ten thousand tons,up by 9.7%.

At the end of the year, livestock (only)were 47.6346 million heads,up by 5.8%.The annual livestock slaughter were 41.2992 million heads, up by 6.9%. Total meat output were 1.4910 million tons, up by 7.1%, of which, the mutton output were 536.1 thousand tons, up by 7.9%; the beef output were 391.6 thousan tons, up by 3.6%; The pork output were 3.386 thousand tons,up by 8.2%. The poultry output was 129.9 thousand tons,up by 13.4%;The production of egg were 305.2 thousand tons, up by 8.3%.The output of Milk were 1475.3thousand tons, up by 9.3%. The output of sheep wool were 96.8 thousand tons, flat last year. Aquatic products output were 144.0 thousand tons,up by 9.3%.
The year-end total agricultural machinery power was 23.3837 million kilowatt,up by 8.0% over the previous year.
There were 44.19 ten thousand large and medium-size tractors,up by 11.3%;and 29.93 ten thousand small-size tractors,down by 6.1%. The consumption of chemical fertilizer was 236.98ten thousand tons(100% equivalent),up by 16.6%. Electricity consumed in rural areas was 9.652 billion kwh, up by 15.0%.
There were 11007 agricultural industrialization management organization,an increase of 797 over the previous year. Above the regional level agricultural industrialization leading enterprises were 394, increased 4. Agricultural products processing (circulation) enterprises were 12080, an increase of 1105. agricultural product processing (Liu Tong) industry output value achieved 158.4 billion yuan, an increase of 13.0%.
III. Industry and Construction
The above sacle of the value-added of industry was 315.129 billion yuan,up by 10.0% over the previous year. According to the severity of industrial division, light industry added value were 29.606 billion yuan, an increase of 8.6%; heavy industry added value were 285.523 billion yuan, up by 10.2%.According to the petroleum industry, the oil industry added value were 150.997 billion yuan, up by 7.2%; the non oil industry added value were 164.133 billion yuan ,up by 12.6%. According to the economic classification, the public ownership of economic and industrial added value were 235.982 billion yuan, up 8.5%; non-public economc added value were 79.147 billion yuan, up 15.4%. According to the affiliation of the division, the central enterprise industrial added value were 200.173 ten billion yuan, up by 7.4%; local enterprises added value were 114.956 billion yuan, up by 14.9%. Grouped by size of enterprises, large industrial enterprises added value were220.240 billion yuan ,up by 8.7%, and medium-sized enterprises were 38.393 billion yuan, up by 4.9%; small and medium enterprises were 52.939 billion yuan, up by 20.5%; micro enterprises were 3.557 billion yuan, up by 13.5%.

Among the ten proportion of industrial enterprises above designated, oil industry was 150.997 billion yuan,up by 7.2%.Non-ferrous of industry was 19.126 billion yuan ,up by 32.8%.Production of electric power was 31.636 billion yuan,up by 36.2%. Manufacture of chemical products was 21.720 billion yuan,up by 7.4%. iron and steel industry was 4.984 billion yuan,up by 1.6%. Minging of coal was 14.625 billion yuan,up by 7.0%. Manufacture of textile was 4.672 billion yuan,down by 0.2%.Processing of food from agriculture products was 8.290 billion yuan,up by 14.1%.Equipment manufactory industry was 8.361 billion yuan,up by 7.4%.
Ration of above scale industrial product sales was 96.9%. The value of delivered exported goods creat by industrial enterprises above designated size was 4.911 billion yuan, down by 8.1%. The profits achieved to 73.206 billion yuan, down by 17.8%.
Added value of construction industry was 86.754 billion yuan,up by 15.3%.General contracting and special contracting construction enterprises with qualification grade reaped profits of 233.212 billion yuan, up by 11.1%.
IV. Investment in Fixed Asset
The completed investment in fixed assets(excluding rural households) was 974.479 billion yuan,up by 25.2% over the previous year. In terms of three industries, the investment in the primary industry was 29.967 billion yuan,up by 27.2%；the investment in the secondary industry was 491.389 billion yuan,up by 23.5%,The tertiary industry investment was 453.124 billion yuan, up by 28.6%. Among the investment in the secondary industry, the investment in industry was 481.772 billion yuan,up by 23.5%.
In the investment in fixed assets (excluding rural households), the state-owned and state-controlled investment was 556.585 billion yuan, up by 23.4%; private investment was 406.693billion yuan,up by 26.7%; investment in the people's livelihood was 222.758 billion yuan,up by 15.4%; infrastructure investment was 345.339 billion yuan, up by 38.8%.
The investment in real estate development was 101.481billion yuan,up by 22.9% over the previous year. The investment of residential was 61.630 billion yuan,up by 10.9%.The floor space of buildings under construction was 112.8865 million square meters, up by 19.3%. The floor space of building completed was 20.8608million square meters, up by 21.1%. The total sales area of commercial buildings for the whole year reached 18.1588million square meters,down by 10.0%. The total sales of commercial building was 84.047billion yuan,down by 2.4%.
V. Domestic Trades
The total retail sales of consumer goods reached 243.65billion yuan,up by 11.8% over the previous year. Really up by 9.9%.
In terms of urban and rural areas,the retail sales of consumer goods in urban areas reached 222.08 billion yuan,up by11.3%；and the retail sales of consumer goods in rural areas reached 21.568 billion yuan,up by 17.7%.
In terms of different sectors,the sales of the wholesale and retail trade reached 213.988 billion yuan, up by 11.9%；the sales of the accommodation and catering service was 29.662billion yuan,up by 10.7%.
In the enterprises of wholesale retailsale trade, the volume of food retail sales increased by 21.2%;the volume of clothing,shoses & hat and textiles, up by 10.2%; household appliance and audiovisual products up by 6.1%; petroleum product up by 10.1%; gold,silver and jewelry up by 18.1%; automobiles down by1.8%.
VI．Foreign Economic
The total value of import and export reached US$ 27.669billion,up by 0.4% over the previous year. Of which,the value of export was US$ 23.482 billion, up by 5.5%; and the value of import was US$ 4.187 billion,down by 20.9%.

Grouped by registration status, state-owned enterprises import and export were $5.522billion, down by 23.2%; collective enterprises were $0.204billion, up by 74.9%; enterprises with foreign investment of $212 million, down by 15.6%; private enterprises were $21.731billion, up by8.6%.
Newly approved foreign direct investment enterprises 49, down by 16.7%. Contracts for the use of foreign direct investment projects in 49, down by 16.7%; foreign direct investment in the contract amount of $360million, down by 41%; the actual utilization of foreign direct investment of $417 million, down by 13.3%.

VII．Transportation, Postal & Telecommunication and Tourism
The freight turnover by railways was 75.29 million tons,up by 1.8%；that by highways 744.32million tons,up by 8.6%;that by civil aviation 18.30 ten thousands tons,up by 8.4%.
Passenger traffic by railways was 23.5530million passengers,up by 1.6%;that by highways 527.98million passengers,down by 5.7%；that by civil aviation 21.92 million passengers,up by10.3%.
At the end of the year, railway in operation reached 57.6020 million kilometers,up by 17.3%. Total road routes reached 17.55 ten thousand kilometers,up by 3.2%.of which,highway routes reached 4316 kilometers,up by 58.2%.
At the end of the year, there were 277.28 ten thousand civilian automobiles, up by 14.0%, of which, there were 208.62ten thousand private automobiles, up by 18.9%.
The total volume of telecommunication was
32.9 billion yuan,up by 8.6%

The overall-caliber financial revenue stood at 202.962billion yuan,up by 9.4%.Local government revenue was 171.025billion yuan,up by 9.9%,of which,the public financial budget revenue was 128.234billion yuan, up by 13.6%.The fund budget income was 42.613 billion yuan, down by 0.04%;Income of state-owned capital management budget was 0.178 billion yuan,up by 2.3%.
The local government expenditure stood at 377.803 billion yuan,up by 7.3%,of which,the general budgetary expenditure was 331.779 billion yuan,up by 8.2%. The fund budget expenditure was 45.877 billion yuan,up by 1.9%;Expenditure of state-owned capital management budget was 0.147 billion yuan,down by 32.5%.
By the end of 2014,savings deposits of all kinds in financial institutions reached 1505.539 billion yuan,increase by 96.656 billion yuan over the year of beginning, up by 6.9% over the previous year. Of which,units savings deposits were 815.628 billion yuan,up by 6.2%; Personal savings deposits were 631.484 billion yuan, up by 5.2%.
Loans of all kinds in financial institutions were 1167.139billion yuan, increase by 180.271 billion yuan over the beginning, up by 18.6%; of which, Loans of short-term were 385.061 billion yuan, up by 14.2%; loan of medium-and long-term were 681.744 billion yuan,up by 19.1%. Individual consumption loans were 136.410billion yuan, up by 29.5%.
At the end of 2013, there were 40 listed companies, increased 1 over the previous year; total volume issued were 36.168 billion shares, up by 6.8%; Total market capitalization were 450.299billion yuan, up by69.9%. In the year of 2014, the refinancing totaled 11.353 billion yuan,down by 26.8%.
There was 62 securities business department securities ,increased 3 over the previous year.Transactions of volume were 1167.708billion yuan,up by 64.2%; 2 Futures Company, 9 futures business department, Total futures trading volume were 898.448 billion yuan, down by 9.0%.
The total premium of insurance companies reached 31.741 billion yuan,up by 16.1% over the previous year. of the total,life insurance premium was 14.123 billion yuan,up by 13.5%; Property insurance premium 13.163 billion yuan, up by 16.3%;health and casualty insurance premium were 3.232billion yuan,up by28.3%; that against health and accidental injury were 1.224 billion yuan, up by 14.8%.
Insurance companies paid an indemnity of 12.117 billion yuan as reparation for various property and life insurance programs, up by 13.7%, of which, and that against property was 7.660 billion yuan, up by 22.9%, the indemnity against life insurance was 2.836billion yuan, down by 8.8%;the health insurance was 1.302 billion yuan,up by 25.5%. accidental injury were 319million yuan, up by 15.3%.
IX．Education and Scientific Technology
By the end of 2014,there were totally 39 general colleges and universities,an increase by 3.The enrollment of postgraduate students were 6097 new entrants,up by 1.3%; the enrollment of post- graduate students was 17246,up by 6.1%, graduates students were 4901, up by 6.2%. The enrollment of regular under-graduates and college student were 8.53 ten thousand, up by 2.2%; the enrollment of students was 29.04 ten thousand,up by4.3%, graduates students were 6.75 ten thousand, down by3.6%.
There were 176 secondary schools,the recruit students were 8.59 ten thousand,down by 2.4%. enrollment of students were 21.95ten thousand,down by 4.3%;graduates students were 7.08ten thousand, down by 5.5%.
There were 363 ordinary high school, the annual enrollment of 8.59ten thousand people, an increase of 2.4%; 21.95 ten thousand students, an increase of 3.5%; 14.13 ten thousand graduates, an increase of 1.1%.
There were 1100 regular secondary schools,the recruit students were 30.57ten thousand,down by2.5%. enrollment of students were 91.15 ten thousand,down by 0.8%;graduates students were29.99ten thousand,down by 3.7%.
There were 3551primary schools,the recruit students were 36.68ten thousand,up by 5.7%;enrollment of student were 194.29 ten thousand,up by 2.6%;graduates students were 30.91ten thousand,down by 3.8%.
There were 29 special schools,the recruit students were 1293, down by 12.2%;enrollment of student were 5915,up by 13.1%;graduates students were 797 ten thousand,up by 17.2%.
There were 3955 kindergartens, the recruit students were 37.36 ten thousand,up by 0.1%;enrollment of student were 75.22 ten thousand,up by 4.6%; graduated children in kindergartens were 32.67 ten thousand,up by4.7%.
The enrollment rate of school-age children reached 99.81%. Enrollment rate of junior secondary school-age youth was 98.9%. Junior middle school net enrollment rate of school-age children was 98.37%Promotion rate from junior sendary school to senior secondary school was 90.74%.
In 2014, the autonomous region formulated 1487 sci-tech project plans, of which, science and technology support program 103, high technology research and development program 55, science and technology of new projects 66, scientific and technological achievements into a special fund project 53, tech SME Technology Innovation Fund Project 137. Has won provincial and ministerial level scientific and technological achievements 246.
At the end of the year,There were 122 above the County Department of research and technological development institutions, the natural scientific research and technological development institutions were 98 science and technology information and literature were 8, social sciences and Humanities Research and technological development institutions were 9.
By the end of 2014, there were 54 key laboratories, of which,national key laboratores were 1.founded 20 engineering and technological research centers, of which, 4 national level. 117engineering and technological centers which are still at the forming stage, 5 national level. and 36 bases for the commercialization of research findings at the level of autonomous region were established.
By the end of 2014, we had 370 high and new tech enterprises, productivity promotion centers were founded, of which, there are12 state-level demonstration centers, of which,2 nationa level There were 72 productivity Promotion Center,of which, there were5National innovation enterprises,7 National innovation pilot enterprise.
There are totally 10210 patent applications, of which, there are2360 for a patent for invention taking up 23.1%, and 5238 patent licenses, including 605 invention patent licenses accounting for 11.6%. 707 technology contracts were signed, and the turnover reached 316 million yuan, of which, the volume of technology trade was 298 million yuan.
X．Culture and Sports
At the end of 2014,there were 109 performance art guoups,there were 117 cutural centers, 107 public library, 82 museums;110 national comprehensive archives. Open the record rooms were 72.57 ten thousand units. There were 6 radio broadcasting stations, 8 television stations,88 radio and telivision stations. radio broadcasting coverage rate was 96.48%; television coverage rate was 96.94%. Number of users of cable television was 219.92 ten thousand, down by 10.2%, of which, number of Users of digital TV was 210.21ten thousand,up by 12.8%. Number of users of radio and television broadcast statellite 301.72 ten thousands.
There were 11 the rural fitnes centers,the farm fitness projects were 32,150 administrative village farmer sports fitness project. In the international competition Athletes from the Autonomous Region won 5gold medal, 3 silver medal, 7 bronze medal. In the national competition Athletes from the Autonomous Region in matches home and abroad won38gold medals, 45 silver medals,59 bronze medals.;Sales of sports lottery were 2.846billion yuan, up by 88.6%;raise lottery public welfare fund were637 million yuan,up by 72.2%.
XI．Population and People’s Life
By the end of 2014,the population of autonomous region was 22.9847 million, of which, the population in urban areas was10.5891 million, rural areas 12.3956 million; the urbanization rate was 46.07%.The birthrate was 16.44‰; the deathrate was 4.97‰. The natural growth rate of population was 11.47‰.
The per capital family income reached 15097 yuan,up by 10.4%,of which,the per capital disposable income of urban residents reached 23214 yuan,up by 10.1% over the previous year. Of which, income of salary and wage was 15404 yuan, up by 9.8%, Net operating income were 2491yuan, down by 5.8%, income of property were 1240 yuan, up by 18.4%, metastatic income were 4078 yuan, up by 21.1%. The per capital auunal net income of rural households was 8724 yuan, up by 11.2%, of which, income of salaries and wages was 1848yuan, up by 48.7%; income from household operations was 5179 yuan, down by 0.4%; Income from properties was 229yuan, up by 11.4%. Income from transfers was 1468 yuan, up by 22.5%.
XII. Employment and Social Security
Number of employed person was 11.35 million at year-end, up by 3.5%., number of urban employed persons were 47 ten thousand, of which,the reemployment of zero-employment workers was 5.86 ten thousand. The elimination of zero employment family 912 households, helping to realize the employment of 1202people.Registered unemployment rate in urban areas was 3.2%.
A total of 3.3850 million people participated in basic social endowment insurance programs,an increase by 12.46ten thousands. Among them, 2.4784 million were employees, an increase by 8.51 ten thousands. 90.66 ten thousand were retirees, an increase of 3.95 ten thousand.
Receive basic social endowment insurance was 34.54 ten thousand, an increase of 1.12ten thousand. Receive the new type of rural social endowment insrance was 4.9607 million,decrease of 0.86 ten thousands. The population covered by basic medical insurance programs was 6.5388 million, an increase of 3.54 ten thousand people. Number of social welfare institutions were 641 at the end of year,down by 4.6%; Number of beds were 5.15 ten thousand in social welfare institutions at the end of year, up by 2.0%; Number of inmates were 3.31 ten thousand, up by 8.5%.The number of community service equipment was 1822,up by 12.2%.of which, The number of comprehensive community service center were 268,up by 13.1%..Revenue from social welfare lottery tickets were 3.702billion yuan, up by 9.0%; Social welfare fund were 1057million yuan, up by 8.5%. 0.9027 million yuan of donatioas were received from the general public.
XIII．Resources Environment and Safe production
138 mineral products were found, of which, 97mineral products have resources. Of which, there were 6 energy minerals, 31 metal minerals, 60 non-metal minerals. 11 large-medium ore field were discovered, of which, there were 6 energy resouses mines, 5metal mine.An increase of mineral products have resources,of which,coal resources were 17.597 billion tons.
In the 19 monitored cities, 10cities had their air quality reach national standard GradeⅡ. In the Autonomous Region about 73.4% of the year the air quality was better than GradeⅡ. And 85.0% of the year in Urmqi the air quality was better than GradeⅡ,up by 2.0% over the previous year.
Monitoring of water quality on 168 sections of the 78rivers showed that good quality water of standard Grade Ⅰ~Ⅲ accounted for 94.0%, down by 0.8%. Quality water of standard GradeⅣ~Ⅴ accounted for 3.6%, up by 0.1%, Quality water of standard GradeⅤ accounted for 2.4%, up by 0.7%.
Monitoring of water quality of 31 lakes and reservoirs showed that good quality water of standard Grade Ⅰ～Ⅲ accounted for 67.8%,down by 1.1% Quality water of standard Grade Ⅴ accounted for 2.4%,up by 0.7%.
There were28national and regional nature reserves.of which,national nature reserves were 11. Area of nature reserves were 1943.09ten thousand sqkm, proportion of nature reserves in total area of territory was 11.7%.
There were 6739 safety accidents occurred, down by2.39%, with 998person died, decrease of 5.04%. The 100-million- GDP-based death rate in production safety accidents was 0.23, down by 11.54% over the previous year; among every 100 000 employees in trade sectors 4.50 persons died, down by 16.67%; for every 10 000 vehicles 3.95 persons died, down by15.24%; for every one million tons output of coal mines 0.29 persons died, down by 25.64%.
