I．General Outlook

The gross domestic product (GDP) of Xinjiang was 836.024 billion yuan,up by 11% over the previous year, of which, the added value of the primary industry was 146.830 billion yuan,up by 6.9%; that of the secondary industry was 377.698 billion yuan,up by 13.1%; and that of the tertiary industry was 311.496 billion yuan,up by 10.2% over the previous year. in the secondary industry,the added value of the industry was 303.528 billion yuan,up by 12.2%;the added valur of the construction was 7.4170 billion yuan ,up by 16.8%.

The permanent-population-based per-capita GDP reached 37181 yuan, up by 9.6% over the previous year,equivalent to US$6065 at current exchange rate.

The total consumer price index of the year was up by 3.9% over the previous year, of which,the price of food was up by 8.5%.

The ex-Factory price index of industrial product was down by 3.5%, of which, light industry was down by 0.4%, heavy industry was down by 4.0%. The purchasing price of industrial product was down by 2.2%. The production price of agriculture products increased up by 2.6%. The price of fixed asset investment was up by 0.5%.

II. Agriculture

The gross output value of agriculture,forestry,animal husbandry and fishery was 253.888 billion yuan,up by 7.2%,of which,gross output of agriculture was 18.0611 billion yuan ,up by 7.1%, gross output of frostry was 4.813 billion yuan ,up by 8.1%, gross output of animal husbandry was 60.420 billion yuan ,up by 7.8%, gross output of fishery was 1.717 billion yuan,up by 7.8%,gross output of services of agriculture,forestry,animal husbandry and fishery was 6.327 billion yuan,up by 5.7%.

The total sown areas of farm crops was 78.1839 million mus,up by 1.5% over the previous year.of which, The sown area of grain crops was 33.522 million mus, up by 4.9%；The sown area of cotton crops was 25.7739 million mus, down by 0.2%; The sown area of oil bearing-crops was 3.3261 million mus,down by 8.5%；The sown area of sugar crops was 0.9885 million mus,down by 20.2% over the previous year. The sown area of vegetable crops was4.4502 million mus,down by 3.3% over the previous year. The sown area of fruit crops was22.1084million mus,down by 3.4%.

The total output of grain was 1441.68 ten thousand tons,up by 8.8% over the previous year；The output of cotton was 351.80 ten thousand tons,down by 0.6% over the previous year；The output of oil-bearing crops was 60.63 ten thousand tons, up by 2.7%；The output of sugar was 476.47 ten thousand tons,down by 17.5%. The output of fruit was 1371.03 ten thousand tons, up by 9.0%.

At the end of the year, livestock (only)were 45.0286 million heads,up by 3.9%.The annual livestock slaughter were 38.6206 million heads, up by 3.3%. Total meat output were 1.3926 million tons, up by 4.1%, of which, the mutton output were 497.1 thousand tons, up by 3.5%; the beef output were 378.2 thousan tons, up by 4.6%; The pork output were 313.3 thousand tons,up by 3.9%. The rabbit meat output was 118.6 thousand tons,up by 12.5%;The production of egg were 281.7 thousand tons, up by 8.8%.The output of Milk were 1349.9thousand tons, up by 2.1%. The output of sheep wool were 96.8 thousand tons, up by 5.2%.

The year-end total agricultural machinery power was 21.6587 million kilowatt,up by 10.0% over the previous year. There were 39.70 ten thousand large and medium-size tractors,up by 15.8%;and 31.85 ten thousand small-size tractors,down by 4.9%. The consumption of chemical fertilizer was 203.22ten thousand tons(100% equivalent),up by 5.5%. Electricity consumed in rural areas was 8.392 billion kwh, up by 10.7%.

III. Industry and Construction

There are 2224 units of added value of enterprise,up by 265,up by 13.5%,The total value-added of the industrial sector was 293.387 billion yuan,up by 12.9% over the previous year.

Among the ten proportion of industrial enterprises above designated,Minging and processing of non-ferrous metal ores was 13.324 billion yuan; Production of electric power was 23.706 billion yuan; Manufacture of chemical products was 21.641 billion yuan;iron and steel industry was 59.25 billion yuan; Minging of coal was 13.593 billion yuan; Manufacture of textile was 4.549 billion yuan; Processing of food from agriculture products was6.255 billion yuan; equipment manufactory industry was 6.959 billion yuan; oil industry was 151.447billion;Manufacture of cars was 0.79 ten million yuan .

The value of delivered exported goods creat by industrial enterprises above designated size was 68.01 billion yuan, up by 63.8%. The profits achieved to 85.523 billion yuan, up by 1.6%. 

General contracting and special contracting construction enterprises with qualification grade reaped profits of 207.966 billion yuan, up by 28.2%.

IV. Investment in Fixed Asset

The completed investment in fixed assets was 814.841billion yuan,up by 30.21% over the previous year. In terms of urban and rural areas,that in urban areas was 738.441 billion yuan, up by 32.0%；that in rural areas was 76.400 billion yuan, up by 15.0%.

In terms of three industries, the investment in the primary industry was 15.317 billion yuan,up by 38.5%；the investment in the secondary industry was 383.605 billion yuan,up by 24.6%,The tertiary industry investment was 339.520 billion yuan, up by 41.2%.  Among  the investment in the secondary industry, the investment in industry was 376.469 billion yuan,up by 26.0%.

The investment in real estate development was 82.569billion yuan,up by 36.2% over the previous year. The investment of residential was 55.562 billion yuan,up by 25.1%The floor space of buildings under construction was 94.5955 million square meters, up by 37.2%. The floor space of building completed was 17.3619 million square meters, down by 0.8%. The total sales area of commercial buildings for the whole year reached 20.1703million square meters,up by 41.0%. The total sales of commercial building was 86.095 billion yuan,up by 53.6%.

V. Domestic Trades

The total retail sales of consumer goods reached 203.915billion yuan,up by13.4% over the previous year. Really up by 9.8%.

In terms of urban and rural areas,the retail sales of consumer goods in urban areas reached 186.136billion yuan,up by13.3%；and the retail sales of consumer goods in rural areas reached 17.779 billion yuan,up by 13.4%.

In terms of different sectors,the sales of the wholesale and retail trade reached 176.933 billion yuan, up by 13.5%；the sales of the accommodation and catering service was 26.982 billion yuan,up by 12.7%.

In the enterprises of wholesale retailsale trade, the volume of food retail sales increased by 8.8%;the volume of clothing,shoses & hat and textiles, up by 4.5%; gold, silver and jewelry, up by 19.3%;household appliance and audiovisual products,up by 3.5%;petroleum product up by 27.1%; automobiles up by4.2%.

VI．Foreign Economic

The total value of import and export reached US$ 27.562billion,up by 9.5% over the previous year. Of which,the value of export was US$ 22.270 billion, up by 15.1%; and the value of import was US$ 5.824 billion,down by 2.8%. The volume of import and export was 529.2 million tons,down by 9.1%.

With 190 trade partner countries and regions, including Kazakhstan, the total import and export value of $12.255 billion, an increase of 9.7%; Kyrgyzstan $4.173,up by 3.3%; Tajikistan $1.585billion, up by 12.6%; America $807 million, down by 20.9%; Russia $454 million, down by 29.5%.

Grouped by registration status, state-owned enterprises import and export were $7.189billion, up by 4.5%; collective enterprises were $117billion, down by 52.3%; enterprises with foreign investment of $25 million, down by 8.3%; private enterprises were $20.004billion, up by12.6%.

Newly approved foreign direct investment enterprises 45, down by 19.6%. Contracts for the use of foreign direct investment projects in 42, down by 23.6%; foreign direct investment in the contract amount of $360million, down by 41%; the actual utilization of foreign direct investment of $481 million, up by 15.7%.

VII．Transportation,Postal & Telecommunication and Tourism

The freight turnover by railways was 73.99 million tons,up by 6.7%；that by highways 685.28 million tons,up by 10.8%;that by civil aviation 16.88 ten thousands tons,up by 18.0%.

Passenger traffic by railways was 23.18 million passengers,up by 7.2%;that by highways 560.00million passengers,up by 6.7%；that by civil aviation 19.8786 million passengers,up by15.1%.

At the end of the year, railway in operation reached 4911kilometers,remained the same from previous year. Total civil aviation routes reached 17.02 ten thousand kilometers,up by 2.6%.

At the end of the year, there were 243.3 ten thousand civilian automobiles, up by 15.3%, of which, there were 175.4ten thousand private automobiles, up by 18.9%.

The total volume of telecommunication was 26.817 billion yuan,up by 8.7% over the previous year. The total volume of post stood at 1.878 billion yuan,up by 3.4%. Number of fixed phone users 5.4480 million,up by 0.9%. The popularization rate of fixed telephone was 24.4 sets/100 persons,The number of newly-increased mobile users was 1.2540 million, Number of mobile phone users 21.3390 million,of which,the number of 3G mobile phone uses was 7.0970 million,up by 78.8%.The popularization rate of mobile telephone was 98.6 sets/100 persons. Year-end Internet customer 2.93 million,up by15.0%. 

Tourists through customs to Xinjiang numbered 52.0573 million, up by 7.1%,of which,forien tourists numbered 1.5673 million,up by 4.6%.domesic tourists numbered 5049 ten thousand,up by 7.2%. income from tourism amounted to 67.329 billion, up by 16.9%.of which, Income from foreign tourists amounted 0.585 billion US$, up by 6.3%. Domesitic income amounted 63.743 billion yuan,up by 17.4%.

VIII．Finance and Intermediation

The overall-caliber financial revenue stood at 224.66 billion yuan,up by 16.7%.Local government revenue was 155.655 billion yuan,up by 24.4%,of which,the public financial budget revenue was 112.849billion yuan, up by 24.2%.The fund budget income was 42.632 billion yuan,up by 24.4%;Income of state-owned capital management budget was 0.174 billion yuan,down by 51.0%.

The local government expenditure stood at 351.962 billion yuan,up by 14.3%,of which,the general budgetary expenditure was 306.712 billion yuan,up by 12.8%. The fund budget expenditure was 45.033 billion yuan,up by 25.1%;Expenditure of state-owned capital management budget was 0.217 billion yuan,down by 30.2%.

By the end of 2013,savings deposits of all kinds in financial institutions reached 1408.883 billion yuan,increase by 175.282 billion yuan over the year of beginning, up by 14.3% over the previous year. Of which,units savings deposits were 767.724 billion yuan,up by 16.5%; Personal savings deposits were 600.174 billion yuan, up by 13.1%.

Loans of all kinds in financial institutions were 984.046billion yuan, increase by 191.572 billion yuan over the beginning, up by 24.3%; of which, Loans of short-term were 337.294 billion yuan, up by 22.2%; loan of medium-and long-term were 572.323 billion yuan,up by 23.4%. Individual consumption loans were 105.309 billion yuan, up by 39.9%.

At the end of 2013, there were 39 listed companies, remained over the previous year; total volume issued were 33.861 billion shares, up by 27.0%; Total market capitalization were 265.078billion yuan, up by5.2%. In the year of 2013, the refinancing totaled 15.506 billion yuan,down by 24.1%.

There was 1 Legal person securities companies, 62 securities business department securities ,Transactions of volume were 711.232 billion yuan,up by 77.8%; 2 Futures Company, 9 futures business department, Total futures trading volume were 987.148 billion yuan,up by 11.5%.

The total premium of insurance companies reached 27.349 billion yuan,up by 16.1% over the previous year. of the total,life insurance premium was 11.323 billion yuan,up by 20.9%;  Property insurance premium 9.368 billion yuan, up by 19.3%;health and casualty insurance premium were 2.520billion yuan,up by31.4%; that against health and accidental injury were 1.066 billion yuan, up by 18.2%.

Insurance companies paid an indemnity of 10.659 billion yuan as reparation for various property and life insurance programs, up by 33.0%, of which, and that against property was 6.235 billion yuan, up by 23.9%, the indemnity against life insurance was 3.110billion yuan, up by 53.0%; accidental injury were 277million yuan, up by 24.6%.

IX．Education and Scientific Technology

By the end of 2013,there were totally 36 general colleges and universities,an increase by 2.The enrollment of postgraduate students were 6222 new entrants,up by 9.1%; the enrollment of post- graduate students was 16867,up by 9.1%, graduates students were 4775, up by 17.2%. The enrollment of regular under-graduates and college student were 8.34 ten thousand, up by 6.9%; the enrollment of students was 27.84 ten thousand,up by3.6%, graduates students were 7.0 ten thousand,up by8.3%.

There were 93 secondary schools,the recruit students were 8.39 ten thousand,down by 3.3%. enrollment of students were 22.93 ten thousand,down by 2.5%;graduates students were 7.49 ten thousand,up by 5.0%.

There were 1102 regular secondary schools,the recruit students were 31.36 ten thousand,down by 0.3%. enrollment of students were 91.85 ten thousand,down by 2.6%;graduates students were31.14ten thousand,down by 2.5%.

There were 3533 primary schools,the recruit students were 34.86 ten thousand,up by 5.1%;enrollment of student were 18.944 ten thousand,down by 0.3%;graduates students were 32.113 ten thousand,up by 30.3%.

There were 26 special schools,the recruit students were 1473,up by 29.6%;enrollment of student were 5229,up by 6.5%;graduates students were 680 ten thousand,up by 30.3%.

There were 3864 kindergartens, the recruit students were 37.33 ten thousand,down by 2.0%;enrollment of student were 71.90 ten thousand,up by 3.6%; graduated children in kindergartens were 31.19 ten thousand,up by 8.3%.

The enrollment rate of school-age children reached 99.8%. Enrollment rate of junior secondary school-age youth was 97.6%. Junior middle school net enrollment rate of school-age children was 98.0%Promotion rate from junior sendary school to senior secondary school was 88.7%.

In 2013, the autonomous region formulated 2302 sci-tech project plans, of which, science and technology support program 223, high technology research and development program 149, science and technology of new projects 152, scientific and technological achievements into a special fund project 51, tech SME Technology Innovation Fund Project 136. Has won provincial and ministerial level scientific and technological achievements 257.

At the end of the year,There were 111 above the County Department of research and technological development institutions, the natural scientific research and technological development institutions were 97 science and technology information and literature were 8, social sciences and Humanities Research and technological development institutions were 6.

By the end of 2013, there were 33 key laboratories, of which,national key laboratores were 1.founded 20 engineering and technological research centers, of which, 4 national level. 87 engineering and technological centers which are still at the forming stage, and 35 bases for the commercialization of research findings at the level of autonomous region were established.

By the end of 2013, we had 269 high and new tech enterprises, productivity promotion centers were founded, of which, there are 8 state-level demonstration centers, of which,2 nationa level There were 64 productivity Promotion Center,of which, there were 9National innovation enterprises,7 National innovation pilot enterprise.

There are totally 8224 patent applications, of which, there are2081 for a patent for invention taking up 25.3%, and 4998 patent licenses, including 540 invention patent licenses accounting for 10.8%. 983 technology contracts were signed, and the turnover reached 297 million yuan, of which, the volume of technology trade was 284 million yuan.

X．Culture and Sports

At the end of 2013,there were 108performance art guoups,there were 116 cutural centers, 106 public library, 76 museums;109 national comprehensive archives. Open the record rooms were 45.87 ten thousand units. There were 6 radio broadcasting stations, 8 television stations,88 radio and telivision stations. radio broadcasting coverage rate was 95.7%; television coverage rate was 96.0%. Number of users of cable television was 199.5 ten thousand, down by 8.0%, of which, number of Users of digital TV was 186.83ten thousand, down by 7.0%. Number of users of radio and television broadcast statellite 256.44 ten thousands.

There were 13 the rural fitnes centers,the farm fitness projects were 36, 90 administrative village farmer sports fitness project, 10 community sports clubs and 4 sports park. In the international competition Athletes from the Autonomous Region won 2gold medal, 3 silver medal, 1 bronze medal. In the national competition Athletes from the Autonomous Region in matches home and abroad won39gold medals, 37 silver medals,51 bronze medals.;Sales of sports lottery were 1.509 billion yuan, up by 14.6%;raise lottery public welfare fund were 370 million yuan,up by 12.1%.

XI． Populatin and People’s Life

By the end of 2013,the population of autonomous region was 22.6430 million, of which, the population in urban areas was10.0693 million, rural areas 12.5737 million; the urbanization rate was 44.5%.The birthrate was 15.84‰; the deathrate was 4.92‰. The natural growth rate of population was 10.92‰.

The per capital disposable income of urban residents reached 19874 yuan,up by 15.5% over the previous year. The per capital family income reached 22388 yuan,up by 10.9%,Of which, income of salary and wage was 15585 yuan, up by 8.0%, Net operating income were 1803yuan, up by 10.4%, income of property were 153 yuan, up by 4.9%, metastatic income were 4846 yuan, up by 21.7%.per capital annual expenditure was  15206 yuan, up by 9.5%.

The per capital auunal net income of rural households was 7296 yuan, up by 14.1%, of which, income of salaries and wages was 1312yuan, up by 30.2%; income from household operations was 454 yuan, up by 9.8%; Income from transfers was 1100 yuan, up by 12.7%; Income from properties was 230yuan, up by 34.8%. Per capita consumption expenditure of rural households was6119 yuan, up by 16.7% over the previous year, of which.

XII.Employment and Social Security

Number of employed person was 10.9659 million at year-end, up by 8.5%., number of urban employed persons were 46 ten thousand, of which,the reemployment of zero-employment workers was 5.5 ten thousand. The elimination of zero employment family 1047 households, helping to realize the employment of 1114 people.Registered unemployment rate in urban areas was 3.4%.

A total of 3.2604 million people participated in basic social endowment insurance programs,an increase by 13.88ten thousands. Among them, 2.3933 million were employees, an increase by 10.47 ten thousands. 86.71 ten thousand were retirees, an increase of 3.41 ten thousand.

Receive basic social endowment insurance was 33.42 ten thousand, an increase of 1.80ten thousand.

Receive the new type of rural social endowment insrance was 4.9693 million,decrease of 0.16 ten thousands.

The population covered by basic medical insurance programs was 6.5034 million, an increase of 21.18 ten thousand people. Among them, 3.5893 million were urban workers, an increase of 16.37 ten thousands.2.9141 million were urban residents,an increase of 4.81 ten thousands.

A total of 201852 million people participated in unemployment insurance programs,an increase of 9.57 ten thousand.

Receive the industrial injury insurance was 2.3987 million,an incraese of 13.92 ten thousand,among them,migrant of industrial injury insurance received 43.70 ten thousand an increase of 3 ten thousand people.

People participated in the maternity insurance was 2.3022 million,an increase of 12.26 ten thousand.

There were 82.34 ten thousand people recevied basic welfare for urban residents. Number of social welfare institutions were 600 at the end of year,up by 6.2%; Number of beds were 5.34 ten thousand in social welfare institutions at the end of year, up by 29.0%; Number of inmates were 3.26 ten thousand, up by 6.5%.The number of community service equipment was 1585,up by 10.6%.of which, The number of comprehensive community service center were 237,up by 22.8%..Revenue from social welfare lottery tickets were 3.395  billion yuan, up by 22.7%;  Social welfare fund were 974 million yuan, up by 20.8%. 2.9253 million yuan of donatioas were received from the general public.

XIII．Resources Environment and Safe production

138 mineral products were found, of which, 98mineral products have resources. Of which, there were 6 energy minerals, 31 metal minerals, 60 non-metal minerals,1 watere mineral. 12 large-medium ore field were discovered, of which, there were 8 energy resouses mines, 4metal mine.An increase of mineral products have resources,of which,coal resources were 21.140 billion tons.

In the 19 monitored cities, 10cities had their air quality reach national standard GradeⅡ. In the Autonomous Region about 76.7% of the year the air quality was better than GradeⅡ.

And 83.3% of the year in Urmqi the air quality was better than GradeⅡ,up by 3.5% over the previous year.

Monitoring of water quality on 172 sections of the 79rivers

showed that good quality water of standard Grade Ⅰ~Ⅲ accounted for 94.8%, up by 0.1%. Quality water of standard GradeⅣ~Ⅴ accounted for 3.5%, uo by 0.5%, Quality water of standard GradeⅤ accounted for 1.7%, down by 0.6%.

Monitoring of water quality of 32 lakes and reservoirs showed that good quality water of standard Grade Ⅰ～Ⅲ accounted for 68.8%,down by 3.1% Quality water of standard Grade Ⅴ accounted for 21.9%,equal to previous year..

There were 28national and regional nature reserves.of which,national nature reserves were 9. Area of nature reserves were 1972.56ten thousand sqkm, proportion of nature reserves in total area of territory was 11.9%.

There were 6917 safety accidents occurred, down by4.2%, with 1073person died, decrease of 5.0%. The 100-million- GDP-based death rate in production safety accidents was 0.26, down by 16.1% over the previous year; among every 100 000 employees in trade sectors, 5.40 persons died, down by 12.9%; for every 10 000 vehicles,4.70 persons died, down by8.1%; for every one million tons output of coal mines, 0.39 persons died, equal to previous year.
