Social Development of the
Autonomous Region
In 2012, under the correct leadership of the Autonomous
Region Party Committee and the People’s Government, meet and learn the spirit
of the eighteen party as the main task, conscientiously implement the central
work conference in Xinjiang and the Eighth Party Congress of the autonomous
region spirit, actively respond to the complex changes in the domestic and
international environment, the general tone firmly grasp great-leap-forward
development and long period of stability two historical tasks, truth-seeking,
innovation, speeding up major infrastructure, basic industries and key
livelihood projects, and made new achievements in economic and social
development, people's livelihood construction has made new achievements in
reform and innovation to achieve new breakthroughs.
I．General Outlook
According
to the Preliminary statistics, the gross domestic product (GDP) of Xinjiang was
750.531 billion yuan,up by 12% over the previous year, of which, the added
value of the primary industry was 132.057 billion yuan,up by 7.0%; that of the
secondary industry was 348.156 billion yuan,up by 13.7%; and that of the
tertiary industry was 270.318 billion yuan,up by 12.3% over the previous year.
The
permanent-population-based per-capita GDP reached 33796 yuan, up by 10.8% over
the previous year,equivalent to US$ 5356 at current exchange rate.
The
total consumer price index of the year was up by 3.8% over the previous year,
of which,the price of food was up by 7.6%.
The
ex-Factory price index of industrial product was down by 3.1%, of which, light
industry was down by 5.9%, heavy industry was down by 2.6%. The purchasing
price of industrial product was down by 2.1%. The production price of
agriculture products increased up by 6.2%. The price of fixed asset investment
was up by 0.6%.

II. Agriculture
The
total sown areas of farm crops was 77.0582 million mus,up by 3.1% over the
previous year；of which, The sown area of grain
crops was 31.9676 million mus, up by 4.1%；The sown area of cotton
crops was 25.8120 million mus, up by 5.1%; The sown area of oil bearing crops
was 3.6351 million mus,down by 8.3%；The sown area of sugar
crops was 1.2395 million mus, up by 9.5% over the previous year.
The
total output of grain was 1325.68 ten thousand tons,up by 0.4% over the
previous year；The output of cotton was 353.95 ten
thousand tons,up by 22.2% over the previous year；The output of oil-bearing
crops was 59.04 ten thousand tons, down by 11.6%；The output of sugar was
577.19 ten thousand tons,up by 11.2%. The output of fruit was 1222.10 ten
thousand tons, up by 18.0%, of which, the output of
garden fruit was 736.74ten
thousand tons, an increase of 22.5%.
At
the end of the year, livestock (only)were 43.3325 million heads. The annual
livestock slaughter were 37.3730 heads, up by 3.6%. Total meat output were
1.3423 million tons, up by 5.5%, of which, the mutton output were 480.1
thousand tons, up by 3.5%; the beef output were 361.6 thousan tons, up by 7%;
The pork output were 301.5 thousand tons,up by 1.2%. The output of Milk were
1322.1 thousand tons, up by 1.3%. The production of egg were 258.9 thousand
tons, up by 1.1%. Aquatic products were 125.3 thousand tons, up by 7.2%.
The
year-end total agricultural machinery power was 19.6827 million kilowatt,up by
9.6% over the previous year. There were 34.26 ten thousand large and
medium-size tractors,up by 16.1%；and 33.49 ten thousand
small-size tractors,down by 4.1%. The consumption of chemical fertilizer was
192.27ten thousand tons(100% equivalent),up by 4.9%. Electricity consumed in
rural areas was 7.581 billion kwh, up by 5.8%.
III. Industry and
Construction
The
total value-added of the industrial sector was 285.006 billion yuan,up by 12.7%
over the previous year.The added value of industrial enterprises above
designated size was 272.416 billion yuan, up by 12.7%.
Among
the ten proportion of industrial enterprises above designated,Minging and
processing of non-ferrous metal ores was 10.444 billion yuan, up by 43.4%;
Production of electric power was 25.762 billion yuan, up by 31.8%; Manufacture
of chemical products was 28.083 billion yuan, up by 25.2%;iron and steel
industry was 9.664 billion yuan,up by 18.5; Minging of coal was 14.161 billion
yuan, up by 17.4%; Manufacture of textile was 4.030 billion yuan, up by 15.1%;
Processing of food from agriculture products was 4.466 billion yuan, up by
11.6%; equipment manufactory industry was 5.688 billion yuan, up by 11.3%;
Manufacture of cars was 0.478 billion yuan ,up by three times; oil industry was
138.617 billion, up by 4.1%.
The
value of delivered exported goods creat by industrial enterprises above
designated size was 4.153 billion yuan, down by 31.5%. The profits achieved to
84.167 billion yuan, down by 7.5%.
The
added value of the construction sector was 63.150 billion yuan, up by 18.2% over
the previous year, General contracting and special contracting construction
enterprises with qualification grade reaped profits of 162.231 billion yuan, up
by 22.9%.

IV. Investment in Fixed
Asset
The completed investment
in fixed assets was 625.838 billion yuan,up by 35.1% over the previous year. In
terms of urban and rural areas,that in urban areas was 559.380 billion yuan, up
by 35.0%；that in rural areas was 66.458
billion yuan, up by 36.3%.
In terms of three
industries, the investment in the primary industry was 11.056 billion yuan,up
by 8.6%；the investment in the secondary
industry was 307.856 billion yuan,up by 32.9%,The tertiary industry investment
was 240.468 billion yuan, up by 37.7%.
Among the investment in the
secondary industry, the investment in industry was 298.809 billion yuan,up by
34.6%, Of which ,the investment in manufature was 152.367 billion yuan ,up by
40.9%.
The investment in the
urban fixed assets,centre investment was 328.107 billion yuan,up by 30.8%,local
investment was 226.879 billion yuan, up by 43.8%. the people’s livelihood
project investment, such as Home to Enrich People, Settle to Develop Animal
Husbandry, and Affordable Housing Construction, was138.179 billion yuan, up by
41.0%.investment of infrastructure was 163.982 billion yuan,up by 36.5%.
The investment in real
estate development was 60.609 billion yuan,up by 17.4% over the previous year.
The investment of residential was 44.427 billion yuan,up by 6.7%,The investment
of office building was 1.208 billion yuan,down by 22.2%;The commercial business
premises was 9.761 billion yuan,up by 70.5%. The floor space of buildings under
construction was 68.9654 million square meters, up by 25.8%. The floor space of
building completed was 17.3619 million square meters, up by 36.7%. The total
sales area of commercial buildings for the whole year reached 14.3030million
square meters,down by 17.2%. The total sales of commercial building was 56.045
billion yuan,down by 8.6%.
V. Wholesale and Retail
Trades & Hotels and Catering Service
The
total retail sales of consumer goods reached 179.899 billion yuan,up by 15.5%
over the previous year. Really up by 11.8%.
In
terms of urban and rural areas,the retail sales of consumer goods in
urban areas reached 164.224 billion yuan,up by15.7%；and the retail sales of consumer goods in rural areas reached 15.675
billion yuan,up by 13.8%.
In
terms of different sectors,the sales of the wholesale and retail trade reached
155.337 billion yuan, up by 14.9%；the sales of the
accommodation and catering service was 24.562billion yuan,up by 19.5%.
In
the enterprises of wholesale retailsale trade, the volume of food retail sales
increased by 18.0%;the volume of clothing,shoses & hat and textiles, up by
15.7%; gold, silver and jewelry, up by 22.5%; household appliance and
audiovisual products, up by 2.4%; furniture, up by 7.0%; petroleum product, up
by 22.5%; automobiles, up by4.2%.
VI．Foreign Economic Cooperation
The
total value of import and export reached US$ 25.171 billion,up by 10.3% over
the previous year. Of which,the value of export was US$ 19.347 billion, up by
15.0%; and the value of import was US$ 5.824 billion,down by 2.8%. The
volume of import and export was 41.12 million tons,up by 18.6%.
In terms of different
registration type,the value of import and export in centre enterprises was
6.882 US$ billion,up by 0.1%; the value of import and export in collection
enterprises was US$274 million,up by 24.9%; the value of import and export in
foreign investment enterprises was US$244 million,down by 26.7%;the value of
import and export in private enterprises was US$17.770 billion,up by 15.4%.
The
number of newly estabishied foeign directly investment enterprises was 56, up
by 12.0% over the previous year. The number of using the projects invested
directly by foreign business was 55,down by 20.3%; Foreign directly investment
actually utilized this year stood at US$ 408 million, up by 26.9%.

VII．Transportation,Postal
& Telecommunication and Tourism
The freight turnover by
railways was 69.33 million tons,up by 0.4%；that by highways 618.50
million tons,up by 10.5%；that by civil aviation
14.30 ten thousands tons,up by 23.3%；
Passenger traffic by
railways was 21.62 million passengers,up by 8.0%;that by highways
524.73million passengers,up by 9.5%；that by civil aviation
17.2760 million passengers,up by 21.4%.
At the end of the year, railway in operation reached 4914 kilometers,up
by 9.7%; Total civil aviation routes reached 16.59 ten thousand kilometers,up
by 6.9%,of which, Length of high-ways was 22.7680 ten thousand kilometers,up by
56.1%.
At the end of the year, there were 211.07 ten thousand civilian
automobiles, up by 24.3%, of which, there were 147.46 ten thousand private
automobiles, up by 30.3%.
The total volume of telecommunication
was 24.667 billion yuan,up by 16.0% over the previous year. The total volume of
post stood at 1.817 billion yuan,up by 31.3%. Number of fixed phone users
5.4010 million,down by 0.1%. The popularization rate of fixed telephone was
24.5 sets/100 persons,The number of newly-increased mobile users was 3.3760
million, Number of mobile phone users 20.0850 million,of which,the number of
Tourists through customs
to Xinjiang numbered 149.80 ten thousand, up by 13.1%. Forien exchange income
from tourism amounted to US$ 551 million, up by 18.4%. In the year, Xin- jiang
recevied 4711 ten thousand forien tourists, increased by 23.0% over the
previous year. Income from foreign tourists amounted 54.2 billion yuan, up by
31.8%.
VIII．Finance,Banking and Insurance
The public financial budget revenue
was 90.897billion yuan, up by 26.2%. Of which, total taxes were 69.893 billion
yuan, up by 17.8% over the previous year. The Local government revenue was
125.164 billion yuan, up by 20.3%. The total government revenue was 192.091
billion yuan ,up by 16.1%.
The general budgetary expenditure
was 272.007 billion yuan,up by 19.1%.The Local government expenditure reached
308.022 billion yuan,up by 18.5%.
By the end of 2012,savings
deposits of all kinds in financial institutions reached 1233.089 billion yuan,increase
by 194.367 billion yuan over the year of beginning, up by 18.7% over the
previous year. Of which,units savings deposits were 658.872 billion yuan,up by
18.2%; Personal savings deposits were 530.581 billion yuan, up by 19.7%.
Loans of all kinds in financial
institutions were 791.40 billion yuan, increase by 164.093 billion yuan over
the beginning, up by 26.2%; of which, Loans of short-term were 275.929 billion
yuan, up by 22.6%; loan of medium-and long-term were 463.542 billion yuan,up by
23.4%. Individual consumption loans were 75.290 billion yuan, up by 24.7%.
At the end of 2012, there were 39
listed companies, increase by 2 over the previous year; total volume issued
were 26.668 billion shares, up by 15.1%; Total market capitalization were 252.093
billion yuan, up by 12.9%. In the year of 2012, the refinancing totaled 20.429
billion yuan,up by 30.3%.
There was 1 Legal person
securities companies, 62 securities business department securities
,Transactions of volume were 400.032 billion yuan, 2 Futures Company, 10
futures business department, Total futures trading volume were 885.168 billion
yuan.
The total premium of
insurance companies reached 23.556 billion yuan,up by 15.7% over the previous year. of the total,life
insurance premium was 11.368 billion yuan,up by 10.5%; Property insurance premium 9.368 billion
yuan, up by 19.3%;health and casualty insurance premium were 1.919 billion
yuan,up by25.3%; that against health and accidental injury were 902 million
yuan, up by 30.3%.
Insurance companies paid an
indemnity of 8.012 billion yuan as reparation for various property and life
insurance programs, up by 39.4%, of which, and that against property was 5.034
billion yuan, up by 47.1%, the indemnity against life insurance was
2.033billion yuan, up by 31.1%; that against health were 722 million yuan, up
by 15.8%, and accidental injury were 222million yuan, up by 47.5%.
IX．Education and Scientific Technology
By
the end of 2012,there were totally 34 general colleges and universities,an
increase by 2.The enrollment of postgraduate students were 5701 new entrants,up
by 14.7%; the enrollment of post- graduate students was 15456,up by 9.6%,
graduates students were 4073, up by 19.1%. The enrollment of regular
under-graduates and college student were 7.80 ten thousand, up by 4.9%; the
enrollment of students was 26.87 ten thousand,up by 3.9%, graduates students
were 6.46 ten thousand,up by 1.2%.
The
enrollment of vocational secondary education was 8.68 ten thousand, down by
3.8%;enrollment were 23.53 ten thousand, down by 3.2%, graduates students
were7.13 ten thousand,up by 10.5%. The enrollment of general senior high
schools were 155.3 thousand, down by 0.8%; enrollment were 440.7thousand, up by
1.8%; graduates students were 135.1 thousand,up by 4.3%.The enrollment of The
junior middle school students were 314.4 thousand,down by 3.5%;enrollment were
943.2 thousand,down by 3.4.with 319.5 thousand graduates, down by 2.7%.
Students enrolled in junior secondary schools totaled 331.7 thousand, up by
2.9%; enrollment were 1900.8
thousand, down by 1.0%; with 321.0 thousand graduates, down by 2.0%. Enrollment
of special education were 1137,up by 21.1%.enrollment were 4909,up by
3.7%.There were 694.3thousand pre-school children in kindergartens,up by 6.6%.
The
enrollment rate of school-age children reached 99.8%. Enrollment rate of junior
secondary school-age youth was 97.9%. Junior middle school net enrollment rate
of school-age children was 97.7%Promotion rate from junior sendary school to
senior secondary school was 84.7%.
In
2012, the autonomous region formulated 1924 sci-tech project plans, undertook
167 project plans of the national level, obtained 114 scientific and
technological achievements of the provincial level or above, built 131
scientific research and technological development institutions above the county
level .
At
the end of the year,There were 118 above the County Department of research and
technological development institutions, the natural scientific research and
technological development institutions were 93, science and technology
information and literature were 8, social sciences and Humanities Research and
technological development institutions were 6, research of science and
technology development institutions were 11.
By
the end of 2012, there were 33 key laboratories, founded 19 engineering and
technological research centers, of which, 4 national level. 73 engineering and
technological centers which are still at the forming stage, and 30bases for the
commercialization of research findings at the level of autonomous region were
established.
By the end of 2012, we had 160 high and new tech enterprises, productivity promotion centers
were founded, of which, there are 9 state-level demonstration centers, 5
national innovative enterprises and 7 national innovative enterprises under
experiment.
There are totally 7044 patent applications, of which, there are
1679 for a patent for invention taking up 23.8%, and 3440 patent licenses,
including 451invention patent licenses accounting for 13.1%. 1532 technology
contracts were signed, and the turnover reached 549 million yuan, of which, the
volume of technology trade was 533 million yuan.
X．Culture,
Public Health and Sports
At the end of 2012,there were 109
performance art guoups,there were 116 cutural centers, 105 public
library, 72 museums;109 national comprehensive archives.There were 6 radio
broadcasting stations, 8 television stations,88 radio and telivision stations.
radio broadcasting coverage rate was 95.34%; television coverage rate was
95.62%. Number of users of cable television was 216.81 ten thousand, up by
5.4%, of which, number of Users of digital TV was 200.28ten thousand, up by
7.6%. The Autonomous Region shot 1 feature movie, translated and edited 256
feature movies of minority language.Number of users of radio and television
broadcast statellite 121.51 ten thousands.

XI． Populatin and
People’s Life
By the end of 2012,the population of autonomous region was 22.3278
million, of which, the population in urban areas was9.8198million, rural areas
12.5080 million; the urbanization rate was 44.0%.The birth population was 34.21
ten thousand, and the birthrate was 15.32‰; the dead population was 10ten
thousand, and the deathrate was 4.48‰. The natural growth rate of population
was 10.84‰.
The per capital disposable income of urban residents reached 17921
yuan,up by 15.5% over the previous year. The per capital family income reached
20195 yuan,up by 14.5%,Of which, income of salary and wage was 14432 yuan, up
by 14.1%, Net operating income were 1633 yuan, up by 15.6%, income of property
were 146 yuan, down by 2.4, metastatic income were 3984 yuan, up by 16.6%.per
capital annual expenditure was
13892 yuan, up by 17.3%, of which,the per capital annual food
expenditure was 5239 yuan, up by 15.5%.
The
per capital auunal net income of rural households was 6394 yuan, up by 17.5%,
of which, income of salaries and wages was 1008 yuan, up by 25.3%; income from
household operations was 4239 yuan, up by 9.1%; Income from transfers was 976
yuan, up by 61.8%; Income from properties was 171yuan, up by 16.0%. Per capita
consumption expenditure of rural households was5245 yuan, up by 19.3% over the
previous year, of which, the per capital annual food expenditure was 1891 yuan,
up by 19.0%.
XII.Employment and Social Security
Number
of employed person was 10.1044 million at year-end,an increase by 57.10 ten
thousands,up by 6.0%., number of urban employed persons were 46.73 ten
thousand, of which,the reemployment of zero-employment workers was 7.10 ten
thousand. The elimination of zero employment family 43500 households, helping
to realize the employment of 4.96 ten thousand people.Registered unemployment
rate in urban areas was 3.4%.
A
total of 3.1216 million people participated in basic social endowment insurance
programs,an increase by 20.17ten thousands. Among them, 2.2886million were
employees, an increase by 14.20 ten thousands. 83.30ten thousand were retirees,
an increase of 5.97 ten thousand.
Receive basic social endowment insurance was 31.62 ten
thousand, an increase of 4.13 ten thousand.
Receive the new type of rural social endowment
insrance was 4.9709 million,an increase of 6.51 ten thousands.
The
population covered by basic medical insurance programs was 6.2915 million, an
increase of 23.74 ten thousand people. Among them, 3.4256 million were urban
workers, 2.8659 million were urban residents,an increase of 3.91 ten thousands.
A
total of 2.0895 million people participated in unemployment insurance
programs,an increase of 12.23 ten thousand.

XIII．Resources Environment and
Safe production
138
mineral products were found, of which, 97mineral products have resources. Of
which, there were 6 energy minerals, 31 metal minerals, and 60 non-metal
minerals. 22 large-medium orefield were discovered, of which, there were 12
energy resouses mines, 10metal mine.An increase of 23 mineral products have
resources,of which,coal resources were 307.0 billion tons.
In
the 19 monitored cities, 11 cities had their air quality reach national
standard GradeⅡ. In the Autonomous Region about
80.6% of the year the air quality was better than GradeⅡ. And 79.8% of the year in Urmqi the air quality was better than GradeⅡ,up by 4.2% over the previous year.
Monitoring of water quality on 171 sections of the
79rivers showed that good quality water of standard Grade Ⅰ~Ⅲ accounted for 94.7%, up by 1.2%.
Quality water of standard GradeⅣ~Ⅴ accounted for 3.0%, down by 0.6%, Quality water of standard GradeⅤ accounted for 2.3%, down by 0.6%.
Monitoring
of water quality of 32 lakes and reservoirs showed that good quality water of
standard Grade Ⅰ～Ⅲ accounted for 71.9%,up by
9.4%, Quality water of standard Grade Ⅳ～Ⅴaccounted for 6.2%. down
by 12.5%, Quality water of standard Grade Ⅴ accounted for 21.9%, up
by 3.1%.
There
were 29 national and regional nature reserves. Area of nature reserves were
2141.06ten thousand sqkm, proportion of nature reserves in total area of
territory was 12.9%, of which, there were 9 national nature reserves.20
