Autonomous Region

 

In 2011, under the correct leadership of the Autonomous Region Party Committee and the People’s Government, facing the sophisticated and changable domestic and foreign situation, the people in different nationalities of the Autonomous Region fully implemented the view Scientific Developments Stratgy, fully implemented the spirit of the central committee of Xinjiang, the Autonomous Region Party Committee of the ninth and the tenth plenary session of the seventh committee of the Xinjiang autonomous region, changing the mode of economic development as the main line, carrying forward the spirit of Xinjiang, practicing Xinjiang Efficiency, innovating in transformationgs and reforms, the people’s livelihood achieved new progress, and general economic strengh stood a new stage and got new achievement. Twelfith Five-Year Plan got a good start.

I．General Outlook

According to the Preliminary statistics, the gross domestic product (GDP) of Xinjiang was 661.005 billion yuan，breakthrough exceeding 600 billion yuan, an increase of 117.258 billion yuan over the previous year, up by 12% over the previous year, of which, the added value of the primary industry was 113.903 billion yuan,up by 6.5%; that of the secondary industry was 322.590 billion yuan,up by 12%; and that of the tertiary industry was 214.512 billion yuan,up by 15.2% over the previous year.The composition of three industries was 17.2:48.8:34.0.

The permanent-population-based per-capita GDP reached 30087 yuan, up by 10.7% over the previous year，equivalent to US$ 4658 at current exchange rate.

The total consumer price index of the year was up by 5.9% over the previous year, of which，the price of food was up by 12.6%.The price of housing was up by 5.4%, the price for service up by 4.0%.

The ex-Factory price index of industrial product was up by 14.8%, of which, light industry was up by 10.1%, heavy industry was up by 15.6%. The purchasing price of industrial product was up by 17.8%. The production price of agriculture products increased up by 6.6%. The price of fixed asset investment was up by 7.1%.

II. Agriculture

Gross output value of agriculture, forestry, animal husbandry and fishery was 195.539 billion yuan,up by 6.9% over the previous year, of which, Gross output of agriculture was 143.789 billion yuan,up by 8.3%; Gross output of forestry was 3.808 billion yuan,up by 5.9%; Gross output of animal husbandry was 41.500 billion yuan, up by 2.0%; Gross output of fishery was 1.417 billion yuan, up by 7.1%; Gross output of services of agriculture, forestry, animal husbandry was 5.025 billion yuan, up by 4.1%.

The total sown areas of farm crops was 4.9835 million hectares，up by 1.0% over the previous year；of which, The sown area of grain crops was 2.0004 million hectares, up by 0.4%；The sown area of cotton crops was 1.6381 million hectares, up by 12.2%; The sown area of oil bearing crops was 26.43 ten thousand hectares，down by 3.3%；The sown area of sugar crops was 7.54 ten thousand acres, up by 0.2% over the previous year. The area of vegetable crops was 32.26 ten thousand hectares, up by 6.3% over the previous year.

The total output of grain was 1200.75 ten thousand tons，up by 4.4% over the previous year；The output of cotton was 289.77 ten thousand tons，up by 16.9% over the previous year；The output of oil-bearing crops was 66.76 ten thousand tons, an increase of 0.2%；The output of sugar was 518.95 ten thousand tons，up by 6.6%. The output of vegetable was 18.6615 million tons，an increase of 7.6% over the previous year; The output of fruit was 1035.96 ten thousand tons, up by 2.6%, of which, the output of garden fruit was 601.65 ten thousand, an increase of 1.3%.

The year-end total agricultural machinery power was 17.9594 million kilowatt，up by 9.3% over the previous year. There were 29.52 ten thousand large and medium-size tractors，up by 16.3%；and 34.91 ten thousand small-size tractors，down by 3.4%. The consumption of chemical fertilizer was 183.79ten thousand tons(100% equivalent)，up by 9.7%. Electricity consumed in rural areas was 7.165 billion kwh, up by 11.5%.

III. Industry and Construction

The total value-added of the industrial sector was 270.020 billion yuan，up by 11.4% over the previous year.

The added value of industrial enterprises above designated size was up by 11.4%. Of which, the added value of light industry was up by 9.2%; the added value of heavy industry was up by 11.6%; oil industry was up by 5.3%,;non-oil industry was up by 17.9%; public owned economy was up by 10.1; non-public owned economy was up by 16.2; local industry was up by 16.3%; industry park was up by 15.0%; medium and small-sized enterprises was up by 20.7% over the previous year.

Among the ten  proportion of industrial enterprises above designated，Minging and processing of non-ferrous metal ores was up by 32.9%; Production of electric power was up by 31.2%; Manufacture of chemical products was up by 22.5%; Minging of coal was up by 17.7%; Processing of food from agriculture products was up by 2.1%; Manufacture of cars was up by 1.8%; Manufacture of textile was down by 0.8%; equipment manufactory industry was down 3.3%.

The proportion of products sold of above designated size was 98.0%.Of which, the proportion of light industry of products sold was 94.7%; the proportion of heavy industry of products sold was 98.4%. The value of delivered exported goods creat by industrial enterprises above designated size was 7.047 billion yuan, up by 11.9%. The profits achieved to 96.374 billion yuan, up by 13.4%. 

The added value of the construction sector was 52.570 billion yuan, up by 15.0% over the previous year, General contracting and special contracting construction enterprises with qualification grade reaped profits of 127.447 billion yuan, up by 19.9%.

IV. Investment in Fixed Asset

The completed investment in fixed assets was 471.227 billion yuan，up by 33.1% over the previous year. In terms of urban and rural areas，that in urban areas was 420.450 billion yuan, up by 32.2%；that in rural areas was 50.827 billion yuan, up by 41.9%.

In terms of three industries, the investment in the primary industry was 23.778 billion yuan，up by 12.5%；the investment in the secondary industry was 246.535 billion yuan，up by 47.9%，The tertiary industry investment was 200.964 billion yuan，up by 21%. Among the investment in the secondary industry, the investment in industry was 237.870 billion yuan,up by 46.3%, Of which ,the investment in manufature was 115.682 billion yuan ,up by 86.5%.

The investment in the total social fixed assets, local investment was 353.357 billion yuan, up by 45.3%;  private investment was 190.002 billion yuan, up by 56.9%; the people’s livelihood project investment, such as Home to Enrich People, Settle to Develop Animal Husbandry, and Affordable Housing Construction, was100.908 billion yuan, up by 53.9%.

The investment in real estate development was 51.639 billion yuan，up by 48.5% over the previous year. The floor space of buildings under construction was 54.8144 million square meters, up by 37.7%. The floor space of building completed was 12.7048 million square meters, up by 25.4%. The total sales area of commercial buildings for the whole year reached 17.2823 million square meters，up by 10.4%. The total sales of commercial building was 61.331 billion yuan，up by 27.0%.

V. Domestic Trade

The total retail sales of consumer goods reached 155.709 billion yuan，up by 17.5% over the previous year. Really up by 11.8%.

In terms of urban and rural areas，the retail sales of consumer goods in urban areas reached 141.101 billion yuan，up by17.8%；and the retail sales of consumer goods in rural areas reached 14.608 billion yuan，up by 15.5%.

In terms of different sectors，the sales of the wholesale and retail trade reached 205.73 billion yuan， up by 16.8%；the sales of the accommodation and catering service was 20.573 billion yuan，up by 22.6%.

In the enterprises of wholesale retailsale trade, the volume of food retail sales increased by 24.5%; the volume of clothing, BC and textiles, up by 30.9%; gold, silver and jewelry, up by 68.3%; household appliance and audiovisual products, up by 36.9%; petroleum product, up by 31.8%; furniture, up by 29.2%; automobiles, up by 23.7%.

VI．Foreign Trade

The total value of import and export reached US$ 22.822 billion，up by 33.2% over the previous year. Of which，the value of export was US$ 16.829 billion, up by 29.8%; and the value of import was US$ 5.993 billion，up by 44.0%.

The number of newly estabishied foeign directly investment enterprises was 50, down by 2.0% over the previous year. The number of using the projects invested directly by foreign business was 69. Foreign directly investment actually utilized this year stood at US$ 335 million, up by 41.0%.

VII．Transportation，Postal & Telecommunication and Tourism

The freight turnover by railways was 69.037 million tons，up by 7.0%；that by highways 559.65 million tons，up by 10.9%；that by civil aviation 11.60 ten thousands tons，up by 14.7%； Passenger traffic by railways was 20.017 million passengers,up by 28.8%；that by highways 47.927 million passengers，up by 8.1%；that by civil aviation 14.23 million passengers，up by 28.3%.

At the end of the year, railway in operation reached 4480 kilometers,up by 12.5%; Total civil aviation routes reached 17.58 ten thousand kilometers,up by 0.6%; Length of high- ways was 15.52 ten thousand kilometers,up by 1.6%, of which, the length of freeways was 1459 kilometers, up by 28.3%.

At the end of the year, there were 169.79 ten thousand civilian automobiles, up by 25%, of which, there were 113.19 ten thousand private automobiles, up by 32%.

The total volume of telecommunication was 21.266 billion yuan，up by 18.5% over the previous year. The total volume of post stood at 1.384 billion yuan，down by 27.8%. Number of fixed phone users 5.4080 million，down by 1.2%. Number of mobile phone users 16.7090 million, up by 22.9%. Year-end Internet customer 2.0880 million，up by 29.6%. 

Tourists through customs to Xinjiang numbered 132.50 ten thousand, up by 24.5%. Forien exchange income from tourism amounted to US$ 465 million, up by 26.3%. In the year, Xin- jiang recevied 3829 ten thousand forien tourists, increased by 26.0% over the previous year. Income from foreign tourists amounted 41.1 billion yuan, up by 46.0%.

VIII．Finance，Banking and Insurance

In the year, the total revenue was 165.491 billion yuan, up by 38.9%. The Local government revenue was 104.042 billion yuan， up by 50.1%. The general budgetary revenue was 72.043 billion yuan，up by 43.9%. Of which, total taxes were 41.623 billion yuan, up by 38.2% over the previous year.In categories of taxes, income of deed tax were 9.669 billion yuan,up by 28.4%; Income of business tax were 20.984 billion yuan, up by 38.7%; Income of business taxs was 6.343 billion yuan, up by 58.5%; Income of individual tax 3.834 billion yuan, up by 40%; Income of resource tax was 6.501 billion yuan ,up by 1times.

Local government expenditure reached 259.967 billion yuan，up by 37.9%, the general budgetary expenditure was 228.449 billion yuan，up by 34.5%.The expenditure for people’s livelihood was 167.05 billion yuan, which occupied 73.2% of the general budgetary expenditure. Of which, expenditure of education were 39.980 billion yuan,up by 27.4%; expenditure of medical and health care were 13.243 billion yuan,up by 27.9%; expenditure of social safety and employment were 20.164 billion yuan, up by 21.2%.

By the end of 2011，savings deposits of all kinds in financial institutions reached 1038.7 billion yuan，increase by 150.611 billion yuan over the year of beginning, up by 17.1% over the previous year. Of which，enterprise savings deposits were 557.388 billion yuan，increase by 85.075 billion yuan; Personal savings deposits were 442.193 billion yuan, increase by 71.577 billion yuan over the year of beginning.

Loans of all kinds in financial institutions were 627.021 billion yuan, increase by 129.705 billion yuan over the beginning, up by 26.1%; of which, Loans of short-term were 225.061 billion yuan, up by 21.9%; loan of medium-and long-term were 375.793 billion yuan,up by 28.5%. Individual consumption loans were 60.381 billion yuan, up by 31.9%.

At the end of 2011, there were 37 listed companies, equal to the previous year; total volume issued were 23.177 billion shares, up by 12.8%; Total market capitalization were 223.371 billion yuan, down by 39.7%. In the year of 2011, the refinancing totaled 15.677 billion yuan.

The total premium of insurance companies reached 20.362 billion yuan，up by 13.9% over the previous year. of the total，life insurance premium was 10.286 billion yuan，up by 5.2%;  Property insurance premium 7.851 billion yuan, up by 24.6%.; health and casualty insurance premium were 1.532 billion yuan，up by17.6%; that against health and accidental injury were 6.92 billion yuan, up by 40.5%.

Insurance companies paid an indemnity of 5.748 billion yuan as reparation for various property and life insurance programs, up by 16.5%, of which, and that against property was 3.424 billion yuan, up by 17.2%, the indemnity against life insurance was 1.550 billion yuan, down by 18.1%; that against health were 624 million yuan, up by 6.9%, and accidental injury were 151 million yuan, up by 30.2%.

IX．Education and Scientific Technology

By the end of 2011,there were totally 32 general colleges and universities.The enrollment of postgraduate students were 4972 new entrants，up by 8.2%; the enrollment of post- graduate students was 14099，up by 11.2%, graduates students were 3421, up by 1.8%. The enrollment of regular under-graduates and college student were 7.44 ten thousand, down by 0.3%; the enrollment of students was 25.87 ten thousand，up by 3.0%, graduates students were 6.38 ten thousand,up by 0.5%.

The enrollment of vocational secondary education was 9.02 ten thousand, down by 8.8%; enrollment were 24.30 ten thousand, up by 4.2%, graduates students were 6.45 ten thousand, down by 2.8%. The enrollment of general senior high schools were 156.5 thousand, up by 2.1%; enrollment were 432.7 thousand, up by 3.2%; with 129.5 thousand graduates, down by 4.6%. Students enrolled in junior secondary schools totaled 326.0 ten thousand, down by 3.0%; enrollment were 97.66 ten thousand, down by 2.7%; with 328.5 thousand graduates, down by 2.7%. Regular primary schools had an enrollment of 32.24 ten thousand，up by 3.4%; Enrollment were 1.9195 million, down by 0.8%, with 327.7 thousand graduates, down by 2.0%. There were 651.1 thousand pre-school children in kindergartens,up by 12.5%.

The enrollment rate of school-age children reached 99.7%. Enrollment rate of junior secondary school-age youth was 99.5%. Promotion rate from junior sendary school to senior secondary school was 83.9%.

In 2011, the autonomous region formulated 1445 sci-tech project plans, undertook 506 project plans of the national level, obtained 206 scientific and technological achievements of the provincial level or above, built 118 scientific research and technological development institutions above the county level and 28 key laboratories, founded 19 engineering and technological research centers, of which, 4 national level. 54 engineering and technological centers which are still at the forming stage, and 50 bases for the commercialization of research findings at the level of autonomous region were established. By the end of 2011, we had 153 high and new tech enterprises, 2 state-level hi-tech industrial development zones, 4 municipality-level hi-tech industrial parks, and one university national science park. 48 productivity promotion centers were founded, of which, there are 9 state-level demonstration centers, 5 national innovative enterprises and 5 national innovative enterprises under experiment.

There are totally 4736 patent applications, of which, there are 1273 for a patent for invention taking up 26.9%, and 2642 patent licenses, including 302 invention patent licenses accounting for 11.4%. 1473 technology contracts were signed, and the turnover reached 438 million yuan, of which, the volume of technology trade was 430 million yuan.

X．Culture, Public Health and Sports

At the end of 2011，there were 112 cutural centers, 103 public library, 73 museums; There were 6 radio broadcasting stations, radio broadcasting coverage rate was 94.9%; 8 television stations, television coverage rate was 95.3%. Number of users of cable television was 208.02 ten thousand, up by 8.3%, of which, number of Users of digital TV was 188.45 ten thousand, up by 43.9%. The Autonomous Region shot 1 feature movie， translated and edited 134 feature movies of minority language.

There were 17 412 institutions of public health in all,the total number of beds was 12.54 ten thousand, the medical technical personnel totaled 13.06 ten thousands, of which, there were 1712 hospitals and public health centers,the total number beds was 11.88 ten thousand; ,the medical technical personnel totaled 12.29 ten thousands. The total number of Centers for Disease Control and Prevention (CDC) was 216; the total number of maternal and child care service center was 90; the number of health clinics in town and townships was 913,and the number of beds was 21.3 thousand; the medical technical personnel totaled 1.72 ten thousands.

Athletes from the Autonomous Region in matches home and abroad won 58 gold medals, 50 silver medals, 48 bronze medals. In the 9th Ethnic Minority Traditional Sports, Athletes from the Autonomous Region won 14 gold medal, 21 silver medal, 15 bronze medal.

XI． Populatin and People’s Life

By the end of 2011，the population of autonomous region was 22.0871 million, up by 1.1% compared with the previous year. Of which, the population in urban areas was 9.6167 million, rural areas 12.4704 million; the urbanization rate was 43.5%. There were 11.2875 million men and 10.7996 women, and the sex ratio was 104:52. The birth population was 33.11 ten thousand, and the birthrate was 14.99‰; the dead population was 9.28 ten thousand, and the deathrate was 4.42‰. The natural growth rate of population was 10.57‰.

The per capital disposable income of urban residents reached 15514 yuan，up by 13.7% over the previous year. Of which, income of salary and wage was 12653 yuan, up by 11.7%, per capital annual expenditure was  11839 yuan, up by 16.1%, of which,the per capital annual food expenditure was 4357 yuan, up by 22.8%.

The per capital auunal net income of rural households was 5442 yuan, up by 17.2%, of which, income of salaries and wages was 805 yuan, up by 44.7%; income from household operations was 3887 yuan, up by 6.5%; Income from transfers was 603 yuan, up by 94.6%; Income from properties was 147 yuan, up by 16.3%. Per capita consumption expenditure of rural households was 4398 yuan, up by 27.2% over the previous year, of which, the per capital annual food expenditure was 1589 yuan, up by 14.0%.

XII.Employment and Social Security

Number of employed person was 11.6329 million at year-end, of which, number of urban employed persons were 58.29 ten thousand, of which,the reemployment of zero-employment workers was 6.75 ten thousand. Registered unemployment rate in urban areas was 3.2%, equal to the previous year.

A total of 1.9672 million people participated in unemployment insurance programs, Receive unemployment insurance compensation was 5.55 ten thousand. 2.9199 million people participated in the basic retirement security programs，or an increase of 32.32 ten thousand people as compared with the previous year. Among them，2.1466 million were employees，an increase of 21.59 ten thousand people; 77.33 ten thousand were retirees, an increase of 10.73 ten thousand people.

The population covered by basic medical insurance programs was 3.2273 million, an increase of 20.28 ten thousand people. Among them, 2.4506 million were employees, 77.67 ten thousand were retirees, an increase of 5.73 ten thousand people; 208.18 ten thousand people participated in the industrial injury insruance program, an increase of 24.05 ten thousand; 206.14 ten thousand people participated in the maternity insurance, an increase of 17.91 ten thousand people.

84.82 ten thousand people recevied basic welfare for urban residents, a decrease of 0.31 ten thousand over the previous year. Number of beds were 3.78 ten thousand in social welfare institutions at the end of year, up by 26.7%; Number of inmates were 2.91 ten thousand, up by 12.0%. The number of community service equipment was 1491, up by 20.6%. Revenue from social welfare lottery tickets were 2.254 billion yuan, up by 16.8%; Social welfare fund were 660 million yuan, up by 16.6%. 3.17 million yuan of donatioas were received from the general public.

There are 89 countries(cities) which participated in the new rural cooperative medical service, covered total rural population was 10.5093 million, the rate of participation was 99.7%.

XIII．Resources Environment and

Safe production

138 mineral products were found, of which, 96 mineral products have resources. Of which, there were 3 energy minerals, 32 metal minerals, and 61 non-metal minerals. 6 large-medium orefield were discovered, of which, there were 4 energy resouses mines, 1 metal mine, and 1 vapor mine.

Reduction of pollutant emissions of sulphur dioxide were 2.10ten thousand tons and pollutant emissions of waste water were 1.62ten thousand tons.

In the 19 monitored cities, 12 cities had their air quality reach national standard GradeⅡ. In the Autonomous Region about 80.9% of the year the air quality was better than GradeⅡ. And 75.6% of the year in Urmqi the air quality was better than GradeⅡ，up by 2.7% over the previous year.

Monitoring of water quality on 170 sections of the 79 rivers showed that good quality water of standard Grade Ⅰ~Ⅲ accounted for 93.5%, up by 2.3%. Quality water of standard GradeⅣ~Ⅴ accounted for 3.6%, down by 1.4%, Quality water of standard GradeⅤ accounted for 2.9%, down by 0.9%.

Monitoring of water quality of 32 lakes and reservoirs showed that good quality water of standard Grade Ⅰ～Ⅲ accounted for 62.5%. Quality water of standard Grade Ⅳ～Ⅴaccounted for 18.7%. Quality water of standard Grade Ⅴ accounted for 18.8%, equal to the previous year.

There were 28 national and regional nature reserves. Area of nature reserves were 2096 ten thousand sqkm, proportion of nature reserves in total area of territory was 12.6%, of which, there were 9 national nature reserves.

There were 10630 safety accidents occurred, up by 0.3%, with 2396 person died, decrease of 4.4%. The 100-million- GDP-based death rate in production safety accidents was 0.36, down by 28% over the previous year; among every 100 000 employees in trade sectors, 7.10 persons died, down by 12.4%; for every 10 000 vehicles, 6.47 persons died, down by 14.6%; for every one million tons output of coal mines, 0.77 persons died, down by 24.5%.

 

Notes to the Communique：

1. Regional gross domestic product,GDP, gross output value of farming, forestry, animal husbandry and fishery, the construction industry output value and value-added quoted in the Communique are at current prices, whereas growth rates are calculated at comparable prices.

2. Industrial enterprises above designated size refer to industrial enterprises of more than 20 million yuan in annual sales revenue.

3. The value of business transactions of postal and telecommunication services was calculated at the constant prices of 2010, and from 2001 to 2010 in accordance with the 2000 constant prices. So In 2011, postal services and telecommunications business volume in absolute terms compared with the 2010 are not available, but growth rates are calculated over the previous year.
