In 2010, under the correct leadership of the Autonomous Region Party Committee and the People’s Government, the people in different nationalities of the Autonomous Region fully implemented the view Scientific Developments Stratgy, fully implemented the spirit of the central committee of Xinjiang, the Autonomous Region Party Committee of the ninth and the tenth plenary session of the seventh committee of the Xinjiang autonomous region,emancipating our minds, targeting of so- cialist strenth,seizing the opportunity of development,working studily,general economic strengh stood a new stage in the inc- reasing polar,development quality prevent further,the people’s livelihood continulously improvement and allround progress in the social undertakings.

I．General Outlook

According to the Preliminary statistics, the gross domestic product (GDP) of Xinjiang was 543.747 billion yuan，an increase of 116.042 billion yuan over the previous year, up by 10.6% over the previous year, of which,the added value of the primary industry was 107.863 billion yuan,up by 12.6%;that of the secondary industry was 259.215 billion yuan,up by 12.6%;and that of the tertiary industry was 176.669  billion yuan,up by 10.8% over the previous year.The composition of three industries was 19.8:47.7:32.5.

The permanent-population-based per-capita GDP reached 25057 yuan, up by9.3% over the previous year，equivalent to US$3 702 at current exchange rate. First breakthrough exceed- ing $3000.

The total consumer price index of the year was up by 4.3% over the previous year, of which，the price of food was up by 10.7%.The price of housing was up by 2.7%,The price for service up by 1.5%.

The ex-Factory price index of industrial product was up by 25.3%.,of which,light industry was up by 8.9%,heavy industry was up by 28.7%.The purchasing price of raw material, fuel and power was down by 23.9%.The production price of agriculture products up by 3.1%. The price of fixed asset investment was up by4.6%.

II. Agriculture

Gross output value of agriculture,forestry, animal husbandry and fishery was 184.618 billion yuan,up by 4.9% over the previous year, of which,Gross output of agriculture was 137.689 billion yuan,up by 4.7%;Gross output of forestry was 3.527 billion yuan,up by 6.4%;Gross output of animal husbandry was 37.579 billion yuan,up by 5.1%; Gross output of fishery was 1.267 billion yuan,up by 5.5%;Gross output of services of griculture,forestry, animal husbandry husbandry was 4.557 billion yuan,up by 6.1%.

The total sown areas of farm crops was 4.7586 million hectares，up by 1.0% over the previous year；of which ,The sown area of grain crops was 1.9916 million hectares,down by 0.1%；The sown area of cotton crops was 1.4606 million hectares,up by 3.6%;The sown area of oil bearing crops was 27.34 ten thousand hectares，up by 1.2%；The sown area of sugar crops was 7.53 ten thousand acres, up by 18.1% over the previous year. The area of vegetable crops was 30.36 ten thousand hectares, up by 15.8% over the previous year.

The total output of grain was 1150.20 ten thousand tons，down by 0.2% over the previous year；The output of cotton was247.90 ten thousand tons，down by 16.3% over the previous year；The output of oil-bearing crops was 666.2 thousand tons, an increase of 4.2%；The output of sugar was 486.97 ten thousand tons，up by 16.4%. The output of vege- table was 17.344 million tons，an increase of 25.4% over the previous year; The output of fruit was 1028.85 ten thousand tons, down by 2.6%, of which, the output of fruit was 593.85 ten thousand, an increase of 5.1%.

The year-end domesticated animals in stock numbered 37.2212 million heads，down by 3.2% over the previous year；the domesticated animal out of stock 34.9852 million heads，up by 25.9%；the total output of meat reached 1.2174 million tons，up by 5.6%；of which, the output of pork reached 46.95 ten thousand tons, up by 7.3%, the output of poultry reached 35.47 ten thousand tons，up by 4.7%；the output of mutton reached 23.05 ten thousand, up by 4.6%, the output of milk reached 128.60 ten thousand tons，up by 6.4%.the output of sheep wool was 8.40 ten thousand tons,up by 17.3%.the output of aquatic product reached 10.11 ten thousand tons，up by 11.4%.

Total agricultural machinery power was 16.4293 million kilowatt，up by 9.3% over the previous year. There were 25.38 ten thousand large and medium-size tractors，up by 16.5%；and 36.12 ten thousand small-size tractors，down by 2.7%. The consumption of chemical fertilizer was 167.57 ten thousand tons(100% equivalent)，up by 7.2%. Electricity consumed in rural areas was6.429 billion kwh, up by 9.0%.

III. Industry and Construction

The total value-added of the industrial sector was 216.139 billion yuan，up by 13.5% over the previous year.

The added value of industrial enterprises above designated size was up by 13.6%. Of which, The added value of light industry was up by 14.9%; the added value of heavy industry was up by 13.0% over the previous year. Among the ten  proportion of industrial enterprises above designated，Minging of coal was up by 11.1%;Extraction of petroleum was up by 6.7%; Minging and processing of non-ferrous metal ores was up by 10.4%;Manufacture of textilw was up by 6.5%;Manufacture of chemical products was up by 43.4%; production of electric power was up by 18.8%;Manufacture of cars was up by 38.3%;Processing of food from agriculture products was up by 16.2%

The proportion of products sold of above designated size was 97.9%,.an increase of 2.3 percentage points.Of which, the proportion of light industry of products sold was 94.3%, an increase of 1.4 percentage points. The proportion of heavy industry of products sold was 98.4%,an increase of 2.5 percentage points. The value of delivered exported goods creat by industrial enterprises above designated size was 5.149billion yuan, down by 37.2%. The profits achieved to 85.243 billion yuan, up  by 37.8%. 

The added value of the construction sector was 43.076 billion yuan, up by 7.9% over the previous year, General contracting and special contracting construction enterprises with qualification grade reaped profits of 96.947 billion yuan, up by 12.7%.

 IV. Investment in Fixed Asset

The completed investment in fixed assets was 353.969 billion yuan，up by 25.2% over the previous year. In terms of urban and rural areas，that in urban areas was 318.158 billion yuan，up by 25.5%；that in rural areas was 35.811 billion yuan，up by 22.9%.

 In terms of three industries,the investment in the primary industry was 21.143 billion yuan，up by 22.7%；the investment in the secondary industry was 166.706 billion yuan，up by 28.7%，The third industry investment was 166.120 billion yuan，up by22.2%. Among the investment in the secondary industry,the investment in industry was 162.579 billion yuan,up by 28.4%,of which ,the investment in manufature was 62.037 billion yuan ,up by 37.5%.

The investment in real estate development was 34.772 billion yuan，up by 47.7% over the previous year. The floor space of buildings under construction was 39.8080 million square meters, up by 29.9%. The floor space of building completed was 10.1290 million square meters, down by 1.9%. The total sales area of commercial buildings for the whole year reached 15.6490  million square meters，up by 11.3%. The total sales of commercial building was 48.304 billion yuan，up by 31.9%.

V. Domestic Trade

The total retail sales of consumer goods reached 132.448 billion yuan，up by 17.1% over the previous year. Really up by 12.0%.

In terms of urban and rural areas，the retail sales of consumer goods in urban areas reached118.126 billion yuan，up by17.4%；and the retail sales of consumer goods in rural areas reached 14.321 billion yuan，up by 14.9%. In terms of different sectors，the sales of the wholesale and retail trade reached 115.662 billion yuan，up by 16.7%；the sales of the accommoda-

tion and catering service was 16.785 billion yuan，up by 20.5%.

VI．Foreign Trade

The total value of import and export reached US$ 17.128billion，up by 23.9% over the previous year. Of which，the value of export was US$ 12.970 billion，up by 19.8%；and the value of import was US$ 4.159 billion，up by 38.4%.

The number of newly estabishied foeign directly investment enterprises was 51,up by 18.6% over the previous year. Foreign directly investment actually utilized this year stood at US$ 237 million，up  by10.1%.

VII．Transportation，Postal & Telecommunication and Tourism

The freight turnover by railways was68.53 million tons，up by6.9%；that by highways 504.48 million tons，up by 7.8%；that by civil aviation 3.70 ten thousands tons，down by 2.6%； Passenger traffic by railways was 15.23 million passengers,up by 11.1%；that by highways44.333 million passengers，up by 6.6%；that by civil aviation 4.90 million passengers，up by 12.6%.

At the end of the year,railway in operation reached 4393 kilometers,up by 14.5%;Total civil aviation routes reached 17.7ten thousand kilometers,up by 16.1%;Length of high- ways was 15.28 ten thousand kilometers,up by 1.4%.

At the end of the year, there were 135.90 ten thousand civilian automobiles, up by 22.8%, of which, there were 85.8 ten thousand private automobiles, up by31.6%.

The total volume of post and telecommunication was 58.205 billion yuan，up by 21.3% over the previous year. Of which，the volume of post stood at 1658 million yuan，up by 24.2%. the volume of telecommunication stood at 56.547 billion yuan，up by 21.3%； Number of fixed phone users 5.4750 million，down by 4.5%. Number of mobile phone users 13.5980 million，up by 21.5%. Year-end Internet cust- omer 1.6110 million，up by 20.5%. 

Tourists through customs to Xinjiang numbered 101.03ten thousand, up by 43.2%.Forien exchange income from tourism amounted to US$368 million, up by40.8%. In the year, Xin- jiang recevied 3038 ten thousand forien tourists, up by 44.8% over the previous year.Income from foreign tourists amounted 28.113 billion yuan,up by 59.1%.

VIII．Finance，Banking and Insurance

The Local government revenue was 69.327billion yuan，up by 40.6%. the general budgetary revenue was 50.058 billion yuan，up by 28.8%. Of which, total taxes were 41.623 billion yuan, up by 38.2% over the previous year.In categories of taxes, income of deed tax were 7.531 billion yuan,up by 30.7%; Income of business tax were 15.127 billion yuan, up by 34.6%.

Income of resource tax were 3.247 billion yuan ,up by 1.6times.

Local government expenditure reached 188.56 billion yuan，up by 27.9%, the general budgetary expenditure was 169.891 billion yuan，up by26.1%,of which,expenditure of education were 31.384 billion yuan,up by 30.8%; expenditure of medical and health care were 10.356 billion yuan,up by22.1%; expenditure of social safety and employment were 16.64 0 billion yuan ,up by19.7%.

By the end of 2009，savings deposits of all kinds in financial institutions reached 887.072 billion yuan，increase by 202.565 billion yuan over the beginning, up by 29.6% over the previous year. Of which，enterprise savings deposits were 279.172 billion yuan，up by 36.3%;Savings deposits were 371.347 billion yuan, up by 21.8%.

Loans of all kinds in financial institutions were 497.31 6billion yuan, increase by 119.024 billion yuan over the beginning, up by 31.5%; of which, Loans of short-term were 184.560 billion yuan,up by 20.9%; loan of medium-and long-term were 292.413 billion yuan,up by 43.5%.individual consumption loans were 45.776 billion yuan, up by 46.7%.

At the end of 2009,there were 37 listed companies, increased by 3 units;total volume issred were 20.540 billion shares,up by 20.9%;Total market capitalization were 370.307 billion yuan,up by 22.6%.The transaction volume of vareous securities on the securities market totaled 4.360 billion yuan ,of which, IPO raise money 12.352 billion yuan;l up by 3.9 times. Of which,A shares raise money were14.313 billion yuan,up by 2.3 times.

The total premium of insurance companies reached 19.092billion yuan，up by 21.9% over the previous year. Of the total，life insurance premium was 10.860billion yuan，up by 22.7%; property insurance premium 6.3 billion yuan,up by 21.6%. health and casualty insurance premium were 1.439 billion yuan，up by17.6%; that against health and accidental injury were 493 million yuan,up by 20.2%; Insurance com- panies paid an indemnity of 4.933 billion yuan as reparation for various property and life insurance programs,up by 2.5%,of which, and that against property was 2.921billion yuan,up by 9.8%.the indemnity against life insurance was 1.313 billion yuan, down by14.3%; that against health were 584million yuan, up by10.7%, and accidental injury were 116million yuan,up by 25.9%.

IX．Education

By the end of 2010,there were totally 32 general colleges and universities.The enrollment of postgraduate students were 4595 new entrants，up by9.7%; the enrollment of post- graduate students was12675，up by 8.9%,graduates students were 3360,up by 11.2%.The enrollment of regular under- graduates and college student were7.46 ten thousand ,up by 7.0%; the enrollment of students was 25.12 ten thousand，up by 3.9%, graduates students were 6.35 ten thousand,up by 11.3%.

The enrollment of vocational secondary education was 10.83 ten thousand,up by 4.7%; enrollment were 23.33 ten  thousand,up by 7.2%, graduates students were 6.64ten thousand,up by11.7%.

The enrollment of general senior high schools were 153.2 thousand,up by 2.9%; enrollment were 419.1 thousand,up by 0.5%; with135.7thousand graduates,down by 1.2%. Students enrolled in junior secondary schools totaled 336.1 ten thousand,down by 1.4%; enrollment were 100.33 ten thousand,down by 2.4%; with 337.5 thousand ,down by 4.9%.Regular primary schools had an enrollment of 31.19 ten thousand，down by 2.1%; enrollment were 1.9358 million, down by 1.9%,with 334.4 thousand graduates,down by 1.6%.There were 579.0 thousand pre-school children in kindergartens,up by 18.0%.

The enrollment rate of school-age children reached 99.8%, of which,rural were 99.7%. Enrollment rate of junior secondary school-age youth was 100.5%,of which,rural were 96.3%.Promotion rate from junior sendary school to senior secondary school was 45.4%.

X．Culture,Public Health and Sports

At the end of 2010，there were 15 mass art centers,112 cutural centers and art centers,103 public library,71 muse- ums.there were 6 radio broadcasting stations, Radio broad- casting coverage rate was 94.9%, 8 television stations. television coverage rate was 95.3%. Number of users of cable television was 192.00 ten thousand,up by 6.1%, of which, number of Users of digital TV was 131 ten thousand,up by 27.3%. The Autonomous Region shot 2 feature movie，translated and edited 161 feature movies of minority language, up by 37.6%.There were 10 million magazine publications and 112 million book publications.

There were 7650 institutions of public health in all,the total number of beds was 11.62 ten thousand,the medical technical personnel totaled 12.29 ten thousands.of which, there were 1712 hospitals and public health centers,the total number beds was 10.99 ten thousands; ,the medical technical personnel totaled 12.29 ten thousands. ,the medical technical personnel totaled 1.67 ten thousands.

The autonomous region hosted 2010 kickboxing world cup sucessly.Athletes from the Autonomous Region in inte- rnational matches won 21 gold medals,17 silver medals,15 bronze medals.in the 16th Asian Games, Athletes from the Autonomous Region won 1 gold medal,1 silver medal,1 bronze medal.

XI． People’s Life

By the end of 2010，the per capital disposable income of urban residents reached 13644 yuan，up by 11.3% over the previous year.Of which,income of salary and wage was 11328 yuan,up by 10.7%,per capital annual expenditure was  10197 yuan,up by 9.3%,of which,the per capital annual food expenditure was 3694yuan ,up by 9.1%. Engle coefficient of urban households was 36.2%,down by 0.1 percentage.

The per capital auunal net income of rural households was 4643 yuan, up by19.6%,of which,income of salaries and wages was 556 yuan ,up by 20.5%;income from household operations was 3650 yuan ,up by 18.9%;Income from trans- fers was 310yuan ,up by 34.3%,Income from properties was 127 yuan,up by 4.3%,Per capita consumption expenditure of rural households was 3458 yuan,up by 17.2%.Engle coe- fficient of rural households was 40.3,down by 1.3 points over the previous year.

XII.Employment and Social Security

Number of employed person was 8.8935 million at year-end, net increase of 21.99 ten thousand as compared with the previous year. up by 2.7%,of which, number of urban employed persons were 51.68 ten thousand,of which,the reemployment of lady-off workers was 9.70 ten thousand. Registered unemployment rate in urban areas was 3.2%,down by 0.6 percentage points.

A total of 1.8029 million people participated in unemployment insurance programs, Receive unemployment insurance compensation was 5.88 ten thousand. 2.5967 million people participated in the basic retirement security programs，or an increase of 27.59ten thousand people as compared with the previous year. Among them，1.9307 million were employees，an increase of 15.49ten thousand people; 66.60 ten thousand were retirees, an increase of 12.10 ten thousand people；The population covered by basic medical insurance programs was 64.38 ten thousand，an increase of 12.10 ten thousand people, Among them，2.9672 million were employees，an increase of 13.93 ten thousand people;71.94 ten thousand were retirees, an increase of 3.7 ten thousand people；184.13ten thousand people participated in the basic retirement security programs were retirees, an increase of 2.55 ten thousand people；6.34 ten thousand recevied unemployment insurance allowances,a increase of 16.43 ten thousand.There were 1.8823million people in participating in the industrial injury insruance program, an increase of 12.16 ten thousand.

85.13 ten thousand people recevied basic welfare for urban residents.increase of 20.58 ten thousand, Number of beds were 3.0 ten thousand in social welfare institutions at the end of year;Number of inmates were 2.50 ten thousand.Revenue from social welfare lottery tickets were 1.930 billion yuan ,up by 21.9%; Social welfare fund were 566 million yuan, up by 14.8%.Received 17.9470 million yuan of donatioas from the general public.

 There are 89 countries(cities) which participated in the new rural cooperative medical service,covered total rural population was 10.3370 million, increased by 12.06 ten thousand over previous year.;10.1903million people partici- pated acturally in the new rural cooperative medical service, incraese by 25.45 ten thousand.the rate of participation was 98.6%.

XIII．Resources Environment and 

Safe production

22mineral products were founded in non-oil mineral exploration of new mineral, of which, energy resouses mines were19, all were metal mine were3,of which,`non-metal mine were 1, vapor mine were1, zinc mine was 1.

Reduction of pollutant emissions of sulphur dioxide were 2.10ten thousand tons and pollutant emissions of waste water were 1.62ten thousand tons.

In the 19 monitored cities，12 cities had their air quality

reach national standard GradeⅡ,increase of 2 cities. In the Autonomous Region about 84.0% of the year the air quality was better than GradeⅡ. And 72.9% of the year in Urmqi the air quality was better than GradeⅡ，up by 1.1% over the previous year.

Monitoring of water quality on 160 sections of the 64rivers showed that good quality water of standard Grade Ⅰ~Ⅲ accounted for 91.2%,up by2.9 percentage points. Quality water of standard GradeⅠ~Ⅲ accounted for 5.0%, down by 1.5%, Quality water of standard GradeⅤ accounted for 3.8%,down by 1.4%.

There were34 national and regional of nature reserves. Area of nature reserves were 2257.60ten thousand sqkm, proportion of nature reserves in total area of territory was 13.6%, of which, there were 9 national nature reserves.

There were 10602 safety accidents occurred, up by 0.4%, with 2507 person died, decrease of 3.2%;The 100-million- GDP-based death rate in production safety accidents was0.5, down by 16.7% over the previous year; among every 100 000 employees in trade sectors, 7.58persons died, down by 2.9%; for every 10 000 vehicles, for every one million tons output of coal mines, 1.02 persons died, down by 19.7%.
