According to the Preliminary statistics, the gross domestic product (GDP) of Xinjiang was 427.705 billion yuan up by 8.1% over the previous year, of which,the added value of the primary industry was 75.974 billion yuan,up by 4.5%;that of the secondary industry was 192.959billion yuan,up by 8.5%;and that of the tertiary industry was 158.772 billion yuan,up by 9.2% over the previous year.The composition of three industries was 17.8:45.1:37.1.The permanent-population-based per-capita GDP reached 19 942 yuan, up by 6.5% over the previous year，equivalent to US$2 920 at current exchange rate.

The total consumer price index of the year was up by 0.7% over the previous year, of which，the price of food was up by 2.1%.The price for service up by 0.8%. The ex-Factory price index of industrial product was up by 14.5%. The purchasing price of raw material, fuel and power was down by 9.4%.The production price of agriculture products up by 6.4%. The price index of agriculture products was down by 0.5% .The price of fixed asset investment was down by 2.0%.

Gross output value of agriculture,forestry, animal husbandry and fishery was 129.761 billion yuan,up by 5.1% over the previous year, of which,Gross output of agriculture was 89.862 billion yuan,up by 7.8%;Gross output of forestry was 2.665 billion yuan,up by 6.5%;Gross output of animal husbandry was 31.837 billion yuan,down by 1.5%; Gross output of fishery was 1.114 billion yuan,up by 6.9%;Gross output of services of griculture,forestry, animal husbandry husbandry was 4.283 billion yuan,up by 3.4%.

The total sown areas of farm crops was 70.6539 million acres，up by 3.8% over the previous year；of which ,The sown area of grain crops was229. 025 million hectares,up by 20.8%；The sown area of cotton crops was 21.1397 million acres,down by 15.5%;The sown area of oil bearing crops was 4.0508 million acres，down by 5.8%；The sown area of sugar crops was 95.61 ten thousand acres, down by 10.4% over the previous year.

The sown area of vegetable crops was 3.9326 million acres, up by 1.6%.

The total output of grain was 1152 ten thousand tons，up by 23.8% over the previous year；The output of cotton was252.40 ten thousand tons，down by 16.3% over the previous year；The output of oil-bearing crops was 639.10 thousand tons, an increase of 12.4%；The output of sugar was 4.1841 million tons，a decrease of 4.7%. The output of vegetable was 13.8321 million tons，an increase of 42.5% over the previous year; The output of fruit was 565.15 ten thousand tons, an increase of 25.3%, of which, the output of red date was 29.00 ten thousand, an increase of 1.2 times.the output of walnut was 12.27 ten thousand, an increase of 52.1%.

The year-end domesticated animals in stock numbered 38.4475 million heads，up by 2.6% over the previous year；the domesticated animal out of stock 31.3572 million heads，down by 7.4%；the total output of meat reached 1.1531 million tons，up by 0.4%；of which, the output of pork reached 43.77 ten thousand tons, down by 4.9%, the output of poultry reached 22.03 ten thousand tons，down by 23.3%；the output of mutton reached 45.40 ten thousand, down by 1.2%, the output of milk reached 1.2088 million tons，down by 12.0%.the output of sheep wool was 7.16 ten thousand tons,down by 14.7%.the output of aquatic product reached 9.70 ten thousand tons，up by 4.8%.

The area of man-made forests was 399.45 ten thousand mous.

Total agricultural machinery power was 15.0327 million kilowatt，up by 9.4% over the previous year. There were 21.78 ten thousand large and medium-size tractors，up by 22.1%；and 37.14 ten thousand small-size tractors，down by 1.4%. The consumption of chemical fertilizer was 156.28 ten thousand tons(100% equivalent)，up by 5.0%. Electricity consumed in rural areas was 5.897 billion kwh, up by 9.4%.

The total value-added of the industrial sector was 155.584 billion yuan，up by 6.2% over the previous year. The added value of industrial enterprises above designated size was up by 7.2%. Of which, The added value of light industry was up by 10.2%; the added value of heavy industry was up by 6.9% over the previous year.

The proportion of heavy industry of products sold was 95.9%,a decrease of 1.9 percentage points. The value of delivered exported goods creat by industrial enterprises above designated size was 3.951 billion yuan, down by 44.6%. The profits achieved to 48.458 billion yuan, down by 37.8%.

The added value of the construction sector was 37.375 billion yuan, up by 20.9% over the previous year, General contracting and special contracting construction enterprises with qualification grade reaped profits of 76.057 billion yuan, up by 24.0%.

IV. Investment in Fixed Asset

The completed investment in fixed assets was 282.724 billion yuan，up by 25.1% over the previous year. In terms of urban and rural areas，that in urban areas was 253.586 billion yuan，up by 25.1%；that in rural areas was 29.138 billion yuan，up by 24.8%. In terms of three industries,the investment in the primary industry was 17.226 billion yuan，up by 14.2%；the investment in the secondary industry was 129.522 billion yuan，up by 12.8%，The third industry investment was 135.976 billion yuan，up by 41.3%.

The investment in real estate development was 23.588 billion yuan，up by 3.2% over the previous year.. of which, the investment of economically affordable housing was 1.709 billion yuan,up by 3.8%.The floor space of buildings under construction was 30.6441 million square meters, up by 16.1%. The floor space of building completed was 10.3272 million square meters, down by 1.6%. The total sales area of commercial buildings for the whole year reached 13.2764 million square meters，up by 39.1%. The total sales of commercial building was 35.101 billion yuan，up by 64.2%.

V. Domestic Trade

The total retail sales of consumer goods reached 117.753 billion yuan，up by 14.8% over the previous year.

In terms of urban and rural areas，the retail sales of consumer goods in urban areas reached 83.442 billion yuan，up by14.4%；and the retail sales of consumer goods in rural areas reached 34.311 billion yuan，up by 15.9%. In terms of different sectors，the sales of the wholesale and retail trade reached 95.664 billion yuan，up by 15.4%；the sales of the accommodation and catering service was 17.721 billion yuan，up by 15.0%；and the sales of others were 4.368 billion yuan，up by 2.3%.

VI．Foreign Trade

The total value of import and export reached US$ 13.828 billion，down by 37.8% over the previous year. Of which，the value of export was US$ 10.824 billion，down by 43.9%；and the value of import was US$ 3.004 billion，up by 3.0%.

Foreign directly investment actually utilized this year stood at US$ 470 million，down by 26.7%；the contracted value of overseas engineering projects was US$ 216 million，up by 13.6%.

The freight turnover by railways was64.13 million tons，up by 4.8%；that by highways 467.87 million tons，up by 1.0%；that by civil aviation 3.80 ten thousands tons，up by 4.9%；that by pipelines 69.5915 million tons，up by 14.5%. Passenger traffic by railways was 13.7140 million passengers,up by 4.6%；that by highways 41.604 million passengers，up by 3.0%；that by civil aviation 4.3513 million passengers，up by 6.2%.

At the end of the year,railway in operation reached 3837 kilometers,up by 31.2%;Total civil aviation routes reached 15.24 ten thousand kilometers,up by 3.1%;Length of highways was 15.07 ten thousand kilometers,up by 2.7%,of which,length of expressway was 1420 kilometers,up by 28.2%.

At the end of the year, there were 110.65 ten thousand civilian automobiles, up by 18.5%, of which, there were 65.19 ten thousand private automobiles, up by 25.9%.

The total volume of post and telecommunication was 47.965 billion yuan，up by 26.6% over the previous year. Of which，the volume of post stood at 1335 million yuan，up by 17.0%. the volume of telecommunication stood at 46.630 billion yuan，up by 26.9%； By the end of 2009，The capacity of office exchanges reached 9.30 million gates，down by 8.0%. Number of fixed phone users 5.7310 million，down by 9.7%. Number of mobile phone users 11.1960 million，up by 6.5%. Year-end Internet customer 1.3370 million，down by 6.3%. there were 79.5 telephone per 100 persons, up by 0.5%，of which,there were 26.9 fixed phones per 100 persons，down by 9.7%. there were 52.6 mobile phones per 100 persons，up by 6.7%.

Tourists through customs to Xinjiang numbered 35.49 thousand, down by 2.8%.Forien exchange income from tourism amounted to US$137 million, up by 0.7%. In the year, Xinjiang recevied 20.98 ten thousand forien tourists, down by 4.4% over the previous year.Income from foreign tourists amounted 17.675 billion yuan,down by 10.7%.

VIII．Finance，Banking and Insurance

The overall-caliber financial revenue stood at 88.371 billion yuan，up by 7.9% over the previous year. Local government revenue was 49.307 billion yuan，up by 2.8%. the general budgetary revenue was 38.878 billion yuan，up by 7.7%. Of which, total taxes were 30.113 billion yuan, up by 5.1% over the previous year.In categories of taxes, Income of business tax were 11.237 billion yuan, up by 22.9%.income of deed tax were 1.118 billion yuan,up by 28.6%; Local government expenditure reached 147.411 billion yuan，up by 25.3%, the general budgetary expenditure was 134.691 billion yuan，up by27.1%,of which,expenditure of education were 24.015 billion yuan,up by 20.6%;expenditure of agriculture,forestry and water conservancy were 19.678 billion yuan,up by 37.5%,expenditure of social safety and employment were 17.749 billion yuan ,up by 62.7%;expenditure of medical and health care were 8.494 billion yuan,up by 44.8%;expenditure of transportation were 6.591 billion yuan ,up by 94.8%.

By the end of 2009，savings deposits of all kinds in financial institutions reached 684.507 billion yuan，increase by 144.573 billion yuan over the beginning, up by 26.8% over the previous year. Of which，enterprise savings deposits were 204.354 billion yuan，up by 38.7%;Savings deposits were 304.991 billion yuan, up by 19.6%. Loans of all kinds in financial institutions were 378.292 billion yuan, increase by 95.639 billion yuan over the beginning, up by 33.8%; of which, Loans of short-term were 152.610 billion yuan,up by 26.8%; loan of medium-and long-term were 203.313 billion yuan,up by 42.0%.individual consumption loans were 31.201billion yuan, up by 43.8%. In loans of short-term, industry loans were 32.705 billion yuan, up by 21.2%; agriculture loans were 30.981 billion yuan,up by 40.3%;Loans to private enterprises and self-employed individuala were 6.613 billion yuan, up by 1.5 times.

At the end of 2009,there were 34 listed companies, increased by 2 units;total volume issred were 16.991 billion shares,up by 15.2%;Total market capitalization were 302.129 billion yuan,up by 1.1 times.The transaction volume of vareous securities on the securities market totaled 4.360 billion yuan ,of which, IPO were 2 units,raise money 933 million yuan;listed companies were 1unit,raise money were 0.10 million yuan.

The total premium of insurance companies reached 15.669 billion yuan，up by 2.7% over the previous year. Of the total，life insurance premium was 10.037 billion yuan，down by 3.7%; property insurance premium 5.633 billion yuan,up by 16.6%. health and casualty insurance premium were 1.224 billion yuan，up by 21.5%; that against health and accidental injury were 410 million yuan,up by 18.1%; Insurance companies paid an indemnity of 4.812 billion yuan as reparation for various property and life insurance programs,up by 8.4%,of which, and that against property was 2.660 billion yuan,up by 12.7%.the indemnity against life insurance was 1.532 billion yuan, up by 1.4%; that against health were 527million yuan, up by 12.3%, and accidental injury were 93 million yuan, down by 5.9%.

The enrollment of general senior high schools were 148.9 thousand,up by 0.6%; enrollment were 417.1 thousand,down by 0.4%; with137.3thousand graduates,up by 1.5%. Students enrolled in junior secondary schools totaled 34.10 ten thousand,down by 2.5%; enrollment were 102.77 ten thousand,down by 3.5%; with 355.0,down by 4.5%.Regular primary schools had an enrollment of 31.85 ten thousand，down by 3.1%; enrollment were 1.9739 million, down by 1.9%,with 339.8 thousand graduates,down by 2.7%.There were 490.6 thousand pre-school children in kindergartens,up by 24.1%.

The enrollment rate of school-age children reached 99.4%, of which,rural were 99.2%. Enrollment rate of junior secondary school-age youth was 95.6%.Promotion rate from junior sendary school to senior secondary school was 73.6%.

X．Culture,Public Health and Sports

At the end of 2008，there were 6 radio broadcasting stations, 108 culture centers，8 television stations. Radio broadcasting coverage rate was 94.4%, television coverage rate was 94.8%. Number of users of cable television was 180.99 ten thousand,up by 10.4%, number of Users of digital TV was 102.88 ten thousand,up by 2.2 times. The Autonomous Region shot 2 feature movie，translated and edited 117 feature movies of minority language.

Athletes from the Autonomous Region in international matches won 3 first，3 second. in national matches won 17 first, 13 second,22 third.

XI．Population and People’s Life

The year-end population of the Autonomous Region was 21.5863 million, an increase of 1.3% over the previous year. Of this total，urban population was 8.6021 million,up by 1.8%;rural population was 12.9842 million,up by 1.0%. urbanization rate was 39.9%; the male reached 10.9831 million，and the female numbered 10.6032 million，sex rate was 103.6. This year birth persons were 34.52 ten thousand, saw a birth rate of 15.99 per thousand， death persons were 11.72 ten thousand, death rate of 5.43 per thousand，and thus the natural growth rate 10.56 per thousand.

By the end of 2009，the per capital disposable income of urban residents reached 12258 yuan，up by 7.2% over the previous year；the per capital annual net income of rural households was 3883 yuan, up by 10.8%；Engle coefficient of urban households was 36.3%, Engle coefficient of rural households was 41.6.

XIII．Resources Environment and

Safe production

25 mineral products were founded in non-oil mineral exploration of new mineral, of which, energy resouses mines were13, metal mine were 9,non-metal mine were 1, vapor mine were 2.

Reduction of pollutant emissions of sulphur dioxide were 3.82 ten thousand tons and pollutant emissions of waste water were 1.99 ten thousand tons.

In the 19 monitored cities，10 cities had their air quality reach national standard GradeⅡ. In the Autonomous Region about 85.5% of the year the air quality was better than GradeⅡ，up by 0.7% over the previous year. And 71.8% of the year in Urmqi the air quality was better than GradeⅡ，up by 0.5% over the previous year.

Monitoring of water quality on 154 sections of the 62 rivers showed that good quality water of standard GradeⅠ~Ⅲ accounted for 88.3%,up by 6.4 percentage points. Quality water of standard GradeⅠ~Ⅲ accounted for 6.5%, Quality water of standard GradeⅤ accounted for 5.2%

There were 28 national and regional of nature reserves.Area of nature reserves were 21.49 ten thousand sq.km,proportion of nature reserves in total area of territory was 13.0%, of which, there were 9 national nature reserves.

There were 10 561 safety accidents occurred, down by 9.4%, with 2589 person died, decrease of 6.7%; injuried person were 5911, down by 8.5%. The direct economic loss hit 97.8833 million yuan，down by 74.8%.

The 100-million-GDP-based death rate in production safety accidents was 0.60, down by 10.4% over the previous year; among every 100 000 employees in trade sectors, 7.61 persons died, down by 1.7%; for every 10 000 vehicles, 7.81 persons died in road traffic accidents, down by 25.6%; for every one million tons output of coal mines, 1.27 persons died, down by 17.5%.
