Statistical Communique

In2007,under the correct leadership of the Autonomous Region Party Committee and the People’s Government, the people in different nationalities of the Autonomous Region followed the guidance of the 17th national people’s congress of CPC and the 7th Xinjiang congress of CPC sprit, fulfilled the scientific concept of development strategy in full swing, focus on promoting the state council document NO.32 of the strategies deployment, deepening reform, opening up, and march to the national economy and social undertakings in the harmonious development of the new achievements.

I．General Outlook

According to the Preliminary statistics, the gross domestic product (GDP) of Xinjiang was 352.316 billion yuan (passed through the co-census of the National Bureau of Statistics of China), up by 12.2 percent over the previous year. The permanent-population-based per-capita GDP reached 16950 yuan, up by 9.9 percent over the previous year，equivalent to US$2229 at current exchange rate.

In the three industries，The value-added of the primary industry was 62.872 billion yuan，up by 7.1 percent over the previous year. The value-added of the secondary industry was 164.755 billion yuan，up by 12.7percent over the previous year. The value-added of the tertiary industry was 124.689 billion yuan，up by 14.3 percent over the previous year. The composition of three industries was 17.8:46.8:35.4.

The total consumer price index of the year was up by 5.5 percent over the previous year, of which，the price of food was up by 12.6 percent, the price of the residence was up by 6.2 percent. Retail price indices was up by 5.1 percent. the price index of agriculture products was by 6.2 percent. Index of producers’ price for farm products was up by 14.7 percent。Index of purchasing price of raw material, fuels and power was up by 3.8 percent, The total Ex-Factory price index of industrial product of the year was up by 6.3 percent, Price index of investment in fixed asset was up by 4.4 percent. Selling price index of house was up by 9.0 percent.

II. Agriculture

The planting area of grain was 1.3790 million hectares（20.6850 million acres），down by 5.9 percent over the previous year；The planting area of cotton was 1.7826 million hectares（26.7390 million acres），up by 7.1 percent；The planting area of oil bearing was 176.4 thousand hectares（2.646 million acres），up by 16.3 percent；The planting area of sugar was 94.0 thousand hectares（1.41 million acres），and basically the same as the previous year.

The total output of grain in 2007 was 867.04 ten thousand tons，down by 3.1 percent over the previous year；The output of cotton was 290 ten thousand tons，up by 8.4 percent over the previous year；The output of oil-bearing crops was 403.0 thousand tons, an increase of 22.8 percentage points；The output of beetroot was 586.93 ten thousand tons，an increase of 5.7 percentage points over the previous year; The output of fruit was 750.65 ten thousand tons, an increase of 29.3 percentage points, of which, the output of garden fruit was 411.98 ten thousand, an increase of 20.1 percentage points.

The year-end domesticated animals in stock numbered 50.2337 million heads，down by 5.9 percent over the previous year；the domesticated animal out of stock 41.0828 million heads，up by 1.1 percent；the total output of meat reached 1.6058 million tons，up by 1.5 percent；of which, the output of pork 31.73 ten thousand tons, up by 10.3 percent, the output of poultry 42.25 ten thousand tons，up by 7.6 percent；the output of mutton 65.02 ten thousand, down by 2.9 percent, the output of milk 1.9623 million tons，up by 9.1 percent； the output of aquatic product reached 8.89 ten thousand tons，up by 5.1 percent.

Total agricultural machinery power was 12.7474 million kilowatt，up by 7.1 percent over the previous year. There were 15.30 ten thousand large and medium-size tractors，up by 18.4 percent；and 36.38 ten thousand small-size tractors，up by 1.5 percent. The consumption of chemical fertilizer was 131.53 ten thousand tons(100 percent equivalent)，up by 11.4 percent. Over 13.93 ten thousand hectares（2.0895 million acres equivalent）of land were converted into farmland with effective irrigation system，up by 14.3 percent.

III. Industry and Construction

The total value-added of the industrial sector was 140.511 billion yuan，up by 14.1 percentage points over the previous year. Of which，the added value of industrial enterprises above designated size was 139.668 billion yuan，up by 15.2 percent. The added value of light industry was 12.538 billion yuan, up by 15.5 percentage points; the added value of heavy industry was 127.130 billion yuan, up by 15.2 percentage points.

Among the industrial enterprises above designated size, the added value of the extraction of petroleum and natural gas was 89.763 billion yuan, up by 12.4 percent; the added value of the processing of petroleum, coking was 4.970 billion yuan, up by 19.2 percent; the added value of production and supply of electric power and heat power was 7.299 billion yuan, up by 15.8 percent; the added value of smelting and pressing of ferrous metals was 4.692 billion yuan, up by 18.6 percent; the added value of the manufacture of raw chemical materials and chemical products was 4.107 billion yuan, up by 11.2 percent; the added value of the manufacture of textile was 3.385 billion yuan, up by 20.2 percent.

The sales of industrial enterprises above designated size of the output value was 327.799 billion yuan,up by 23.7 percent .The proportion of industrial products sold was 99.4 percent，an increase of 0.6 percentage points. The value of delivered exported goods creat by industrial enterprises above designated size was 6.159 billion yuan, up by 74.1 percent. The profits were achieved reached to 69.157 billion yuan, up by 18.1 percent.

Total output value of all general construction contractors and professional contractors which possess qualification grades was 45.410 billion yuan, up by 10.0 percent; floor space under construction was 35.5236 million sq.m, up by 22.9 percent, of which, floor space under construction was 24.2117 million sq.m, up by 30.5 percent, floor space completed was 18.4964 million sq.m, up by 12.4 percent.

IV. Investment in Fixed Asset

The completed investment in fixed assets in 2007 was 185.084 billion yuan，up by 18.1 percent over the previous year. Of the total investment，that in urban areas was 165.919 billion yuan，up by 17.0 percent；and that in rural areas was 19.165 billion yuan，up by 28.6 percent.

The investment in the primary industry was 14.764 billion yuan，up by 11.5 percent；The investment in the secondary industry was 93.135 billion yuan，up by 36.6 percent，The third industry investment was 75.005 billion yuan，up by 2.2 percent. The composition of three industries was 8.0:51.5:40.5.

The investment in real estate development was 16.832 billion yuan，up by 39.2 percent over the previous year. The floor space of buildings under construction was 20.5376 million square meters, up by 31.0 percent. The floor space of building completed was 8.9055 million square meters, up by 31.1 percent. The total sales area of commercial buildings for the whole year reached 11.4434 million square meters，up by 28.2 percent. The total sales of commercial building was 23.815 billion yuan，up by 43.6percent. The vacancy area of commercial buildings was 2.8932 million square meters，down by 28.8 percent.

V. Wholesale and Retail Trades & Hotels and Catering Service

In 2007，the total retail sales of consumer goods reached 84.77 billion yuan，up by 16.5 percent over the previous year, or creat a new high since 1995.

In terms of different areas，the retail sales of consumer goods in urban areas reached 59.980 billion yuan，up by 17.8 percent；and the retail sales of consumer goods in rural areas reached 24.790 billion yuan，up by 13.5 percent. In terms of different sectors，the sales of the wholesale and retail trade reached 67.810 billion yuan，up by 17.4 percent；the sales of the accommodation and catering service was 12.902 billion yuan，up by 16.5 percent；and the sales of others were 4.058 billion yuan，up by 3.9 percent.

Of the retail sales created by wholesale and retail enterprises above designated size, the retail sales of food, beverage, tobacco and alcoholic drinks grew 20.5 percent, that of clothing grew 34.8 percent, that of automobiles grew 35.1 percent, that of petroleum and related products grew 18.7 percent, that of household appliance as well as audiovisual equipment grew 27.8 percent and that of jewelries grew 71.4 percent.

VI．Foreign Economic Cooperation

The total value of import and export in 2007 reached US$ 13.716 billion，up by 50.7 percent over the previous year. Of which，the value of export was US$ 11.503 billion，up by 61.1 percent；and the value of import was US$ 2.213 billion，up by 12.7 percent.

Foreign directly investment actually utilized this year stood at US$ 125 million，up by 20.4 percent；the contracted value of overseas engineering projects was US$ 366 million，up by 2.4 times.

VII．Transportation，Postal & Telecommunication and Tourism

The total freight turnover reached 126.431 billion ton-kilometers in 2007，up by 10.6 percent over the previous year. Of the total，the freight turnover by railways was 67.853 billion ton-kilometers，up by 4.9 percent；that by highways 46.880 billion ton-meters，up by 10.1 percent；that by civil aviation 91 million ton-kilometers，up by 1.8 percent；that by pipelines 11.607 billion ton-kilometers，up by 66.7 percent.

Total passenger traffic by various means reached 54.810 billion passenger-kilometers，up by 10.0 percent. Of which，passenger traffic by railways was 14.446 billion passenger-kilometers，up by 4.0 percent；that by highways 32.670 billion passenger-kilometers，up by 11.8 percent；that by civil aviation 7.694 billion passenger-kilometers，up by 14.3 percent.

At the end of the year, there were 81.77 ten thousand civilian automobiles, up by 14.0 percent over the end of the previous year, of which, there were 43.68 ten thousand private automobiles, up by 19.5 percent. 19.26 ten thousand were sedans.

The total volume of post and telecommunication was 30.365 billion yuan，up by 32.6 percent over the previous year. Of which，the volume of post stood at 1005 million yuan，up by 6.7 percent .the volume of telecommunication stood at 29.360 billion yuan，up by 33.7 percent； By the end of 2007，The capacity of office exchanges reached 5.175 million gates，down by 10.0 percent. the number of fixed telephone subscribers reached 6.781 million，down by 4.1 percent. Number of mobile phone users 8.083 million，up by 20.4 percent. Year-end Internet customer 1.578 million，up by 27.6 percent. Popularization rate of telephone was 72.0 sets per 100 persons，up by 7.1percent. Of which, there were fixed telephone 33.4 sets per 100 persons, down by 3.2 percent; and，there were 38.6 mobile phones per 100 persons，up by 18.0 percent..

In 2007，there were 432 star-rated hotel, of which, there were 8 five-stared-rated hotel. There were 426 travel agencies, of which, there were 51 international travel agencies, domestic travel agencies were 375.overseas visitor arrivals to Xinjiang numbered 438.4 thousand，up by 21.0 percent over the previous year；Foreign exchange earnings from international tourism stood at US$ 162 million, up by 26.5 percent. Domestic visitor arrivals to Xinjiang numbered 2126 ten thousand，up by 28.0 percent over the previous year；incomes from domestic tourists were 19.292 billion yuan，up by 29.4 percent.

VIII．Finance，Banking and Insurance

The overall-caliber financial revenue stood at 64.0 billion yuan，up by 32.2 percent over the previous year. Local government revenue was 36.90 billion yuan，up by 39.1 percent. the general budgetary revenue was 28.6 billion yuan，up by 30.1 percent. Of which, total taxes were 22.1 billion yuan, up by 26.4 percent over the previous year. Local government expenditure reached 87.5 billion yuan，up by 20.1 percent, the general budgetary expenditure was 79.5 billion yuan，up by 17.3 percent.

By the end of 2006，savings deposits of all kinds in financial institutions reached 461.462 billion yuan，up by 14.2 percent over the previous year. Of which，enterprise savings deposits were 145.225 billion yuan，up by 31.3percent；Urban and rural household savings deposits were 205.491 billion yuan,up by 0.9 percent. Loans of all kinds in financial institutions were 268.50 billion yuan, up by 11.3; of which, individual consumption loans were 19.460 billion yuan, up by 12.2 percent.

At the end of 2007,30 A-shares and 2 H-shares were issued.6 A-shares were newly issued, raising 6.650 billion yuan. H-shares were newly issued, raising 4.630 billion yuan. The number of listed companies ranked No.1 in northwest region and ranked No.16 in nation.

The total premium of insurance companies reached 10.562 billion yuan，up by 23.7 percent over the previous year. Of the total，life insurance premium was 5.884 billion yuan， health and casualty insurance premium 1.211 billion yuan，property insurance premium 3.467 billion yuan. The insurance companies paid an indemnity of 3.742 billion yuan，of which, the indemnity against life insurance was 1.381 billion yuan, that against health and accidental injury, 483 million yuan, and that against property was 1.878 billion yuan.

IX．Education and Scientific Technology

By the end of 2007，there were 65.5 thousand new entrants of undergraduate and associate graduate；The enrollment of undergraduates and associate graduates was 216.4 thousand, of which, number of ethnic minority graduates were 80.8 thousand, 46.1 thousand graduates. The enrollment of postgraduate students was 3.491thousand， the enrollment of postgraduate students was 9.623 thousand，of which, number of ethnic minority were 1.185 thousand, 2.244 thousand graduates.

The enrollment of vocational secondary education was97.1 thousand, enrollment were 193.1thousand, of which, number of ethnic minority graduates were 82.8 thousand, and 37.1thousand graduates.

The enrollment of regular senior secondary schools were 146.4 thousand, enrollment were 413.5 thousand, with 127.1 thousand graduates. Students enrolled in junior secondary schools totaled 36.36 ten thousand, enrollment were 111.56 ten thousand, with 388.4 thousand graduates. Regular primary schools had an enrollment of 34.01 ten thousand，enrollment were 2.0589 million, with 361.9 thousand graduates.

There were1.158 thousand students in special education schools，enrollment were 6.396 thousand, with 0.7 thousand graduates.

There were 258.9 thousand children in Kindergartens，enrollment were 362.1 thousand .

The enrollment rate of school-age children reached 99.8 percent, enrollment rate of junior secondary school-age youth was 99.3%，62.7 percent of junior secondary school graduates continued their study in senior secondary school.

X．Culture and Sports

At the end of 2007，there were 109 culture centers，94 public libraries，32 museums and 6 radio broadcasting stations，9 television stations，31 broadcasting television stations， and 47 radio transmission stations and relaying stations, 934 television transmission stations and relaying stations. Radio broadcasting coverage rate was 93.5 percent and television broadcasting coverage rate was 93.5 percent. Subscribers to cable television programs reached 1.6204 million. Number of Users of digital TV was 17.67 ten thousand. The Autonomous Region shot 1 feature movie，translated and edited 157 feature movies of minority language；A total of 82.39 million copies of newspapers and 25 copies of magazines of all kinds were issued. There were 114 archives, opening 51.61 ten thousand volumes of file of different types.

Athletes from the Autonomous Region won 44 first，49 second and 45 third prizes in international and intercontinental matches. Of which, and 3 first prizes in international matches.

XI．Safe production

According to Xinjiang Uygur Autonomous Region Administration of Work Safety statistic, there were 13114 accidents occurred, down 9.8 percent over the previous year.2632 persons were killed in these accident, down by 16.3 percent; 7628 persons were injured in these accident, down by 14.9 percent; the direct economic loss hit 60.0568 million yuan，down by 21.3 percent. of which, there were 63 accidents occurred, down by 6.0 percent;245 persons were killed, down by 1.6 percent.

The 100-million-GDP-based death rate in production safety accidents was 0.77, down by 23.8 percent over the previous year; among every 100000 employees in industrial sector, mines, business and trade sectors, 8.64 persons died, down by 14.4 percent; for every 10000 vehicles, 11.0 persons were killed in road traffic accidents, down by 22.5 percent; for every one million output of coal mines, 2.71 persons were killed, down by 5.6 percent.

XII．Population and People’s Living

The year-end population of the Autonomous Region was 20.9519 million, an increase of 2.2 percent over the previous year. Of this total，urban population was 8.2027 million， rural population was 12.7492 million, urbanization rate was 39.2 percent; the male reached 10.7253 million，and the female numbered10.2266 million，sex rate was 51.2:48.8. This year birth persons were 35.18 ten thousand, saw a birth rate of 16.79 per thousand， a death rate of 10.5 per thousand, death rate of 5.01 per thousand，and thus the natural growth rate 11.78 per thousand.

By the end of 2007，the per capital disposable income of urban residents reached 10313.44 yuan，up by 11.2 percent over the previous year；the per capital annual net income of rural households was 3182.97 yuan, up by10.1 percent；Engle coefficient of urban households was 35.1 percent, Engle coefficient of rural households was39.9.

XIII.Employment and Social Security

Number of employed person was 8.3042 million at year-end, an increase of 18.7 ten thousand as compared with the previous year. of which, number of urban employed persons were 3.7559 million, net increase of 5.49 ten thousand. Number of employed persons were 43.62 ten thousand. Registered unemployment rate in urban areas was 3.9 percent.

According to the statistics of department of labor and social securities，a total of 1.5155 million people participated in unemployment insurance programs, or an increase of 6.28 ten thousand as compared with the previous year. 2.05 million people participated in the basic pension programs，or an increase of 13.03 ten thousand people as compared with the previous year. Among them，1.569 million were employees，an increase of 10.8 ten thousand people;481.0 thousand were retirees, an increase of 2.23 ten thousand people；The population covered by basic health insurance programs was 2.448 thousand，an increase of 17.63 ten thousand people, 1270 thousand people participated in work injury insurance, an increase of 24.60 ten thousand people, 1500 thousand covered maternity insurance, an increase of 14.1 ten thousand people.

A total 61.50 ten thousand urban residents have been covered by a government system of guaranteeing their minimum standard of living. Social welfare institutions of various types has possessed 13.9 thousand beds and accommodating 11.4 thousand inmates. The Autonomous Region sold 1.345 billion yuan worth of social welfare lottery tickets，raising about 470 million yuan of social welfare funds.

There are 87 countries(cities) which participated in the new rural cooperative medical service,64.2 percent points higher than the previous year, covered total rural population was 9.7399 million, up by 53.3 percentage;8.4725 million people participated in the new rural cooperative medical service, up by 47.6 percent.

XIV．Resources and Environment

Newly construction land were6.126 thousand hectares (91.9 thousand acres). of this total，3.004 thousand hectares（45.1 thousand acres）of land for farming purpose were changed for the purpose of construction，of which 0.963 thousand hectares（14.4 million acres）were farmland. that of undeveloped land was 3122.49 hectares（0.468million acres）.

22 mineral products were founded in non-oil mineral exploration of new mineral, of which, coal mine were 9,iron mine were 2,golden mine were 3,copper mine were 3,lead and zinc mine were 2,prospecting of mineral products made an important progress.

Reduction of pollutant emissions of sulphur dioxide were 0.42 ten thousand tons and pollutant emissions of waste water were 2.42 ten thousand tons.

In the 20 monitored cities，8 cities had their air quality reach national standard GradeⅡ，6 cities attained GradeⅢand 6 cities exceeded GradeⅢ. In the Autonomous Region about 83.8 percent of the year the air quality was better than GradeⅡ，up by 0.6 percent over the previous year. And 69.0 percent of the year in Urmqi the air quality was better than GradeⅡ，up by 1.6 percent over the previous year.

Monitoring of water quality on 144 sections of the 57 rivers showed that good quality water of standard GradeⅠ~Ⅲaccounted for 72.2 percent；slightly and moderately polluted water meeting standard GradeⅣ～Ⅴaccounted for 24.3 percent；heavy polluted water below standard GradeⅤaccounted for 3.5 percent. The lake water quality standard rate was 38.9 percent, urban centralized source of drinking water quality standard rate was 85.3 percent.

The Autonomous Region has established 34 natural reserves，the area of natural reserves totaled 225.8 thousand square kilometers，accounting for 13.6 percent of the surface area of the Autonomous Region.
