I General Outlook
Preliminary adjust accounts,Statistics showed that the gross domestic product(GDP) of Xinjiang was
304.526 billion yuan(passed through the co-census of the National Bureau of
Statistics of China),up by 11.0 percent over the previous year. The value-added
of the primary industry was 52.78 billion yuan,up by 5.7 percent
over the previous year. The value-added of the secondary industry was 145.930
billion yuan,up by 11.2 percent
over the previous year. The value-added of the tertiary industry was 105.816
billion yuan,up by 13.6 percent
over the previous year. The per-capita GDP reached 15000 yuan,up by 8.7 percent over the previous year,equivalent to
US$1882 at current exchange rate.
Entrepreneur Confidence Index
reflecting macroeconomic operation quality in four quarters reached 132.0、133.1、133.9 and 133.8,
respectively up by 1.3、9.6、5.8 and 6.3 percent over the previous year;Business Climate Index reflecting macroeconomic operation quality in
the same period was 117.8、128.3、133.7 and 127.5, respectively up by 3.4、9.1、7.0 and 2.3 percent over the previous year.
The total consumer price
index of the year was up by 1.3 percent over the previous year,of which,the urban consumer price index was up by 1.0 percent,the rural consumer price index
was up by 2.0 percent;The service price
index was up by 1.2 percent。Price index of agriculture production was up by 2.5 percent。Index of producers’ price for farm
products was down by 1.6 percent。
The total Ex-Factory price
index of industrial product of the year was up by 14.4 percent,Index of
purchasing price of raw material,fuels and power was up by 11.1 percent,Price
index of investment in fixed asset was up by 2.2 percent.Selling price index of
house was up by 1.2 percent.

II. Agriculture
The total output value of Farming,forestry,animal husbandry and fishery was 88.354 billion yuan,an increase of 7.5 percentage points over the previous year. Of which,the output value of Farming was 63.860 billion yuan,up by 7.7 percent;the output value of forestry was 1.720 billion yuan,up by 6.5 percent;the output value of animal husbandry was 18.907billion yuan,up by 7.8 percent;the output value of fishery was 469 million yuan,up by 5.3 percent;the service value of farming,forestry,animal husbandry and fishery was 3.398 billion yuan,up by 4.9 percent.
Total sown area was 3.8284 million hectares(57.426 million acres)of which,The planting area of grain was 1.4658 million hectares(21.9863 million acres),down by 0.4 percent;The planting area of cotton was 1.2866 million hectares(19.2983 million acres),up by 11.1 percent;The planting area of oil bearing was 151.7 thousand hectares(2.276 million acres),down by 18.2 percent;The planting area of sugar was 94.4 thousand hectares(1.416 million acres),up by 35.1 percent;The planting area of vegetable was 186.8 thousand hectares (2.8023 million acres),up by 5.8 percent;The planting area of Melons and fruits was 74 thousand hectares(1110.3 million acres),up by 4.9 percent.
The total output of grain in 2006 was 895.22 ten thousand tons,up by 2.1 percent over the previous year;The output of cotton was 218.01 ten thousand tons,up by 11.4 percent over the previous year;The output of oil-bearing crops was 328.2 thousand tons,a decrease of 15.7 percentage points;The output of beetroot was 555.53 ten thousand tons,an increase of 32.6 percentage points over the previous year.

The
year-end domesticated animals in stock numbered 53.397 million heads,up by
0.1 percent over the previous year;the domesticated animal out of
stock 40.6352 million heads,up by 8.2 percent;the total output of meat
reached 1.5821 million tons,up by 11.8 percent;that of sheep wool totaled 8.96
ten thousand tons,a decrease of 0.2 percentage points;the output of milk 1.7981
million tons,up by 18.1 percent;the output of poultry and egg 25.80 ten thousand tons,up by
3.2 percent;the output of aquatic product reached 8.45 ten thousand tons,up by
6.6 percent.
Total
agricultural machinery power was 11.9004 million kilowatt,up by
6.6 percent over the previous year. There were 12.92 ten thousand large and
medium-size tractors,up by 13.8 percent;and 35.83 ten thousand
small-size tractors,up by 2.7 percent. The consumption of chemical fertilizer was 118.03 ten
thousand tons(100 percent equivalent),up by 9.5 percent. The amount
of electricity consumed in rural areas was 4116 million kilowatt-hours,up by
12.9 percent. Over 12.20 ten thousand hectares(1.83 million acres equivalent)of land
were converted into farmland with effective irrigation system,up by
34.8 percent.
III. Industry and Construction
In 2006,the
total value-added of the industrial sector was 124.133 billion yuan,up by
12.5 percentage points over the previous year. Of which,the added
value of industrial enterprises above designated size was 115.99 billion yuan,up by
15.0 percent.
The
output of crude oils increased by 2.8 percent of the industrial enterprises
above designated size over the previous year, and that of processed oil increased
by 7.5 percent,the output of coal increased by 15.9 percent;that of natural gas
increased by 54.0 percent,that of electricity increased by 16.4 percent,and the
output of steel increased by 25.8 percent.

The export delivery value of industrial enterprises above designated
size in 2006 was 3.537 billion yuan,up by 9.1 percent over the previous
year. The proportion of industrial products sold was 98.8 percent,a decrease of 0.4
percentage points. Of which,the sales rate of light industrial
products was 97.9 percent,up by 0.2 percentage points over the previous year;and that of heavy industrial
products was 98.9 percent,a decrease of 0.5 percentage points.
The profits were achieved by industrial enterprises above designated
sized reached to 58.563 billion
yuan,up by 49.0 percent over
the previous year. The overall economic benefit index of industrial enterprises
above designated size was 373.0,up by 65.2 percent. Of which,the ration of total assets
to industrial output value was 26.9 percent,up by 5.1 percent;the preservation and
increment ratio of the value of state-owned assets were 121.1 percent,down by 5.0 percent;assets liability ratiothe
ratio was 51.6 percent,down by 0.7 percent;Ratio of turnover working capital was
2. 8 times per year,accelerated 0.2 times;the ratio of profit to cost was 28.4
percent,up by 5.8 percent;and overall labor
productivity was 242.0 thousand yuan per person per year,increased 51.8 thousand
yuan per person per year.
Total output value of construction of general contractors with qualification was 38.562billion yuan,up by 6.7;floor space under construction was 28.8964 million sq.m,up by 4.4,total profit was 546 million yuan,up by 16.4 percent,total tax was 1.225 billion yuan,up by 3.6 percent.
IV. Investment in Fixed Asset
The completed investment in fixed assets in 2006 was 156.705 billion yuan,up by 15.9 percent over the previous year. Of the total investment,that in urban areas was 141.801 billion yuan,up by 15.9 percent;and that in rural areas was 14.904 billion yuan,up by 15.5 percent. Of the total investment in rural areas,investment made by rural households was 7.913 billion yuan,up by 10.4 percent;and that made by non-rural households was 6.991 billion yuan,up by 21.9 percent.
In terms of investment in different industry,the investment in the primary industry was 13.242 billion yuan,up by 1.8 percent;The investment in the secondary industry was 70.05 billion yuan,up by 30.1 percent,Of the total investment in the secondary industry,the investment in industry was 68.187 billion yuan,up by 30.2 percent. Of which,that in oil and natural gas exploitation was 30.847 billion yuan,up by 17.7 percent,that in processing of petroleum,coking was8.133 billion yuan,up by 1.2times; The third industry invest 73.413 billion yuan,up by 9.8 percent,among which the investment in transportation was 18.257 billion yuan,down by 13.7 percent.
In 2006,the investment in real estate development was 12.088 billion yuan,up by 18.9 percent over the previous year. The total sales area of commercial buildings for the whole year reached 8.9241 million square meters,up by 29.9 percent. Of which,that of residential building sales was 80.646 ten thouarsand square meters,up by 33.0 percent. The vacancy area of commercial buildings was 4.0625 million square meters,down by 11.9 percent. The sales of commercial building was 16.582 billion yuan,up by 34.2 percent.
V. Domestic Trade
In 2006,the total retail sales of consumer goods reached 72.759 billion yuan,up by 14.1 percent over the previous year. Of this total,the retail sales of consumer goods in urban areas reached 50.919
billion yuan,up by 15.1 percent;and the retail sales of consumer goods in rural areas reached 21.840
billion yuan,up by 11.7
percent. In terms of different sectors,the sales of the
wholesale and retail trade reached 57.782 billion yuan,up by 13.9 percent;the sales of the
accommodation and catering service was 11.07 billion yuan,up by 19.7 percent;and the sales of
others were 3.907 billion yuan,up by 2.8 percent.
VI. Foreign Economic Coorperation
The total value of import and export in 2006 reached US$ 9.103 billion,up by 14.6 percent over the previous year. Of which,the value of export was US$ 7.139 billion,up by 41.7 percent;and the value of import was US$ 1.964 billion,down by 32.3 percent.
Of the total value of export,the value of general trade was US$ 1.588 billion,up by 80.4 percent;that of processing trade was US$ 270 million,down by 3.8 percent;and that of small border trade was US$ 5.22 billion,up by 35.2 percent. The value of export of mechanical and electrical products was US$ 1.164 billion,up by 57.3 percent;and that of high and new-tech products was US$ 59 million,up by 37.6 percent.
Of the total value of import,the value of general trade was US$ 619 million,down by 43.1 percent;that of processing trade was US$ 47 million,up by 27.2 percent;and that of small border trade was US$ 1.264 billion,down by 24.6 percent. The value of import of mechanical and electrical products was US$ 243 million,down by 26.3 percent;and that of high and new-tech products was US$ 66 million,down by 59.9 percent.
In 2006,newly-signed foreign directly investment contracted projects were 99,up by 30.3 percent over the previous year;with a contracted value of US$ 364 million,up by 33.8 percent;Foreign directly investment actually utilized this year stood at US$ 104 million,up by 1.2 times;the contracted value of overseas engineering projects was US$ 422 million,up by 6.9 times,the accomplished business revenue totaled US$ 130 million,up by 20.3 percent.
VII. Transportaition, Post & Telecommunication and Tourism
The total freight turnover reached 114.331 billion
ton-kilometers in 2006,up by 10.7 percent over the previous year. Of the
total,the
freight turnover by railways was 64.71 billion ton-kilometers,up by 10.3 percent;that by highways
42.568 billion ton-meters,up by 5.1 percent;that by civil aviation 89 million
ton-kilometers,up
by 5.0 percent;that
by pipelines 6.964 billion ton-kilometers,up by 74.1 percent. Total passenger
traffic by various means reached 49.83 billion passenger-kilometers,up by 8.9 percent.
Of which,passenger
traffic by railways was 13.89 billion passenger-kilometers,up by 10.9 percent;that by highways
29.21billion passenger-kilometers,up by 7.7 percent;that by civil
aviation 6.73 billion passenger-kilometers,up by 10.3 percent.
The total volume of post and telecommunication was 22.892 billion yuan,up by 32.8 percent over the previous year. Of which,the volume of telecommunication stood at 21.95 billion yuan,up by 33.6 percent;the volume of post stood at 942 million yuan,up by 17.0 percent. By the end of 2006,the number of fixed telephone subscribers reached 7.069 million,up by 15.5 percent,and there were 34.5 fixed telephones per 100 persons,up by 13.1 percent. Number of mobile phone users 6.711 million,up by 26.3 percent,there were 32.7 mobile phones per 100 persons. The capacity of office exchanges reached 9.12 million gates,up by 10.4 percent. Year-end Internet customer 1.237 million,up by 16.9 percent.
In 2006,domestic tourists to Xinjiang numbered 16.61 million,up by 13.4 percent over the previous year;incomes from domestic tourists were 14.914 billion yuan,up by 14.2 percent. Overseas tourists to Xinjiang numbered 362.5 thousand,up by 9.5 percent;foreign exchange incomes from overseas tourists stood at US$ 128 million,up by 28.0 percent.
VIII. Finance, Banking and Insurance
The overall-caliber fiscal
revenue stood at 48.475 billion yuan,up by 22.1 percent
over the previous year. Local government revenue was 26.565 billion yuan,up by 20.2 percent,of which,the general budgetary revenue was 21.946 billion yuan,up by 21.7 percent. Local government expenditure reached 72.786,up by 30.9 percent,of which,the general budgetary expenditure was 67.847 billion yuan,up by 30.7 percent.
By the end of 2006,savings deposits of all kinds in financial institutions reached 404.078
billion yuan,up by 17.9 percent
over the previous year. Of which,enterprise savings
deposits were 110.642 billion yuan,up by 21.7 percent;Loans of all kinds were 241.269 billion yuan, up by 6.2;of which,the
short-term loans were 116.822 million yuan,up by 2.6 percent;the medium and
long-term loans were 106.699 million yuan,up by 7.3 percent. Of the short-term
loans, industrial loans was 27.29 million yuan,up by 9.8 percent; business
loans were 44.303 billion yuan,down by 10.1
percent;agriculture loans
were 17.586 billoion yuan,up by 3.6 percent.
The total premium of insurance companies
reached 8.541 billion yuan,up by 17.8 percent
over the previous year. Of the total,life insurance
premium was 4.963 billion yuan,up by 19.5 percent;health and casualty insurance premium 1.116 billion yuan,up by 11.5 percent;and property
insurance premium 2.461 billion yuan,up by 17.6
percent. The insurance companies paid an indemnity of 2.326 billion yuan,up by 14.9 percent.
IX. Education and Scientific Technology
By the end of 2006,there were totally 31 general colleges and universities in the
Autonomous Region,with 59.2 thousand
new entrants of undergraduate and associate graduate,up by 6.3 percent over the previous year;The enrollment of
undergraduates and associate graduates was 199.3 thousand,up by 10.0 percent;graduates were
44.2 thousand,up by 19.9
percent. The enrollment of postgraduate students was 3.1 thousand,up by 8.4 percent;the enrollment of
postgraduate students was 8.4 thousand,up by 21.4 percent;and 1.6 thousand graduates,up by 52.7
percent. The enrollment of vocational secondary education was65.8 thousand,up by 27.8 percent;enrollment were
146.4 thousand, up by 26.3 percent;and 31.3 thousand
graduates,up by 9.4 percent. The enrollment of regular senior secondary schools
were 142.9 thousand, down by 1.5 percent;enrollment were
402.3 thousand,up by 3.8 percent,with 115.4 thousand graduates, up by 11.1
percent. Students enrolled in junior secondary schools totaled 1.1702 million,down by 2.5 percent,with 386.3 thousand graduates. up by 4.2 percent.
Regular primary schools had an enrollment of 2.098 million,down by 2.1 percent,with 373.9 thousand graduates, down by 6.0 percent.
There were 4.8 thousand students in special education schools,down by 2.4 percent;and 350.9 thousand
children in Kindergartens,up by 19.6
percent.
The enrollment rate of
school-age children reached 99.2 percent,up by 0.5 percent
over the previous year,of them,rural was 98.9
percent. The graduates enjoyed the access to junior secondary school reached
100 percent,enrollment rate of
junior secondary school-age youth was 92.3%,54.0 percent of
junior secondary school graduates continued their study in senior secondary
school.
By the end of
2006,expenditure on R&D were 847.64million yuan,up by32.3 percent over the
previous year,to GDP 0.28 percent.There were 116 science research and
development institutions above city,of which,natural science research and
development institutions were 108,important laboratory were 11,centre on
research science and technology were 21,. There were 2256 patent applications
in the year,of which,381 patents were
invention examined,1187 patents were authorized,117 patent were
invention granted. A total of 1764 technology contracts were singed, involving a transaction value of 760.84 million.
X. Culture, Public Health and Sports
At the end of 2006,there were 118 art-performing groups,108 culture centers,98 public libraries,28 museums and 121 archives in the Autonomous Region,there were 441.0 thousand opening archives. There were 6 radio broadcasting stations,10 television stations,and 45 radio transmission stations and relaying stations, 910 television transmission stations and relaying stations. Radio broadcasting coverage rate was 93.4 percent and television broadcasting coverage rate was 93.1 percent. Subscribers to cable television programs reached 1.5406 million. The Autonomous Region shot 1 feature movie,translated and edited 65 feature movies of minority language;Produced 50 episodes of teleplay and translated and edited another 82 episodes. A total of 489 million copies of newspapers and 25 million copies of magazines of all kinds were issued,and 90.19 million copies of books were published.
By the end of 2006,there were 8,175 health care institutions in the Autonomous Region,up by 1.1 percent over the previous year,of which,including 1560 hospitals and health care stations,up by 2.9 percent;211 epidemic/disease prevention centers,up by 7.1 percent;and 50 health monitoring institutions,up by 61.3 percent. There were 99.8 thousand health workers,up by 3.7 percent,including 42.8 thousand practicing doctors and assistant doctors,up by 3.3 percent;and 32.1 thousand registered nurses,up by 4.8 percent. The total health care institutions possess 83.7 thousand beds,up by 4.9percent,of which,general hospitals and health care stations possess 80.1 million beds,up by 5.4 percent;There were 854 rural health care institutions,up by 3.5 percent,employing 14.0 thousand health workers,up by 4.2 percent.
Athletes from the Autonomous Region won 5 first,7 second and 9 third prizes in international and intercontinental matches;and 29 first,25 second and 26 third prizes in national matches.
XI. Resources and Environment
According to the statistics
of Department of Land and Resources,by the end of 2006,the total surface area of the Autonomous Region was 1.6649 million
square kilometers. Of the total,the area of land
for farming use was 63.0761 million hectares(946.1415 million
acres),of which the area of farmland
was 4.1071 million hectares(61.6065 million
acres);that of land for construction
purpose was 1.2266 million hectares(18.399 million
acres);and that of undeveloped land was
102.1871 million hectares(1532.8065 million
acres). Land utilization rate was
38.6 percent,up by 0.01 percentage points over the previous year.
With
approval of the people’s government of the Autonomous Region,newly construction
land were11.4 thousand hectares (170.7 thousand acres). of this total,4.3
thousand hectares(63.9 thousand acres)of land for farming purpose were changed for the purpose
of construction,of which 1.3 thousand hectares(19.6 million acres)were
farmland.
Total funds invested in land
and resources surveys and geological explorations were 10.095 billion yuan. Of
which,9.203 billion yuan were put
into oil and natural gas explorations,and 892 million
yuan were put into survey and geological exploitations for non-gas minerals.
Minerals involving in geological exploitation were more than 20.
According
to the statistics of environment protection,in 2006,total
amount of sulfur dioxide emitted into the air was restricted to 549 thousand
tons,up 30.1 thousand tons over the previous year;and total
amount of Chemical Oxygen Demand in sewage was controlled at 287 thousand tons,up 15.5
thousand tons.
In the 19 monitored cities,6 cities had their air quality reach national standard GradeⅡ,6 cities attained GradeⅢand 7 cities
exceeded GradeⅢ. In the Autonomous
Region about 83.2 percent of the year the air quality was better than GradeⅡ,down by 3.1 percent over the previous year. And 67.4 percent of the
year in Urmqi the air quality was better than GradeⅡ,down by 2.7 percent over the previous year.
Monitoring of water quality
on 144 sections of the 59 rivers showed that good quality water of standard
GradeⅠ~Ⅲaccounted for 71.5 percent;slightly and
moderately polluted water meeting standard GradeⅣ~Ⅴaccounted for 22.9
percent;heavy polluted
water below standard GradeⅤaccounted for 5.6
percent.
The Autonomous Region has
established 28 natural reserves,the area of
natural reserves totaled 216.2 thousand square kilometers,accounting for 13.0 percent of the surface area of the Autonomous
Region,of which,9 national natural reserved;the region has

In the
2006,there were 12635 accidents,of which,3122 people were death, 8953 were
injured,the direct economic loss hit 76.3218 million yuan, respectively down by
14.1 percent,16.9 percent,15.3percent and 2.9percent.Mortality rate of work
safety accident average 100 Billion Yuan GDP was 1.01 percent, down by 27.9
percent; Mortality rate of work safety accident of employment in industrial
mining and commercial & trade enterprises average 100000 persons was 9.68
percent, down by 12.1 percent; Mortality rate of highway traffic accident
average 10000 vehicles was 14.2 percent, down by 34.0 percent; Mortality rate of coal production
average 1 million tons was 3.15 percent, down by 49.0 percent.
XIII.Population
The data are estimated on the
basis of the annual national sample sruvey on population changes. The year-end
population of the Autonomous Region was 20.5 million,an increase of 396.5 thousand,or an increase of
2.0 percent over the previous year. Of this total,urban population
was 7.7777 million,up by 4.1 percent,rural population was 12.7223 million,up by 0.7 percent,urbanization rate was 37.9 percent; the male reached 10.5001 million,accounting for 51.2 percent,and the female
numbered 9.9999 million,accounting for
48.8%。This year saw a birth rate of
15.97 per thousand,and a death rate
of 5.03 per thousand,and thus the
natural growth rate 10.94 per thousand.

By the
end of 2006,the per capital disposable income of urban residents reached 8871 yuan,up by
7.9 percent over the previous year;the per capital consumption
expenditure was 6,730 yuan,up by 8.4 percent;the per capital usable floor
space of houses was 20.33 square meters,up by 0.9 percent. Engle cofficient
of urban households was 35.5 percent, down by 0.9 percent.
In the year,the per capital annual net income of rural households was 2,737 yuan,an increase of 255 yuan,or an increase of
10.4percent as compared with the previous year,of which,income of
wages and salaries were 254 yuan, up by 30.0 percent,Income from household operations were 2323 yuan, up by 8.5 percent. The
per capital consumption expenditure totaled 2,032 yuan,up by 5.6 percent,of which,expenditure of food were 811 yuan, up by 0.9 percent;The per capital usable floor space of living houses reached 21.96
square meters,up by 3.9 percent.
Engle cofficient of rural households was 39.9, down by 1.9 percent.
The saving deposits of urban
and rural households totaled 203.563 billion yuan,up by 12.1
percent. Of this total,the fixed saving
deposits were 127.016 billion yuan,up by 8.5 percent;and the current saving deposits were 76.547 billion yuan,up by 18.6 percent.
According to the statistics
of department of labor and social securities,a total of 1.45
million people participated in unemployment insurance programs,up by 3.2 percent over the previous year;1.9197 million
people participated in the basic pension programs,up by 5.5 percent,Among them,1.461 million were
employees,458.7 thousand
were retirees;The population

According to the statistics
of department of Civil Affairs, A total 629.4
thousand urban residents have been covered by a government system of
guaranteeing their minimum standard of living,and 22.6 thousand
people enjoyed government Commiseration and subsidies. There were 404 social
welfare institutions of various types,possessing 14
thousand beds and accommodating 10.6 thousand inmates. The Autonomous Region
sold 1.419 billion yuan worth of social welfare lottery tickets,raising about 494 million yuan of social welfare funds,another 37 million yuan were received from direct donations.
