I General Outlook

Preliminary adjust accountsStatistics showed that the gross domestic product(GDP) of Xinjiang was 304.526 billion yuan(passed through the co-census of the National Bureau of Statistics of China),up by 11.0 percent over the previous year. The value-added of the primary industry was 52.78 billion yuanup by 5.7 percent over the previous year. At the end of 2006,the employment population was 8.118 millionup by 2.5 percent over the previous year. Of whichurban employment population was 3.701 billionup by 3.2 percent. According to the statistics of department of Labor and Social Security, The newly employed and re-employed wokers were 429 thousand this year, Of which120 thousand were laid-off workers17.2 thousand were 4050personUrban registered unemployment rate was 3.9 percentage points.

The total output value of Farmingforestryanimal husbandry and fishery was 88.354 billion yuanan increase of 7.5 percentage points over the previous year. Of whichthe output value of Farming was 63.860 billion yuanup by 7.7 percentthe output value of forestry was 1.720 billion yuanup by 6.5 percentthe output value of animal husbandry was 18.907billion yuanup by 7.8 percentthe output value of fishery was 469 million yuanup by 5.3 percentthe service value of farmingforestryanimal husbandry and fishery was 3.398 billion yuanup by 4.9 percent.

Over 12.20 ten thousand hectares1.83 million acres equivalentof land were converted into farmland with effective irrigation systemup by 34.8 percent.

III. Industry and Construction

In 2006the total value-added of the industrial sector was 124.133 billion yuanup by 12.5 percentage points over the previous year. Of whichthe added value of industrial enterprises above designated size was 115.99 billion yuanup by 15.0 percent.

The output of crude oils increased by 2.8 percent of the industrial enterprises above designated size over the previous year, and that of processed oil increased by 7.5 percentthe output of coal increased by 15.9 percent;that of natural gas increased by 54.0 percent,that of electricity increased by 16.4 percentand the output of steel increased by 25.8 percent.

The export delivery value of industrial enterprises above designated size in 2006 was 3.537 billion yuanup by 9.1 percent over the previous year. The proportion of industrial products sold was 98.8 percenta decrease of 0.4 percentage points. Of whichthe sales rate of light industrial products was 97.9 percentup by 0.2 percentage points over the previous yearand that of heavy industrial products was 98.9 percenta decrease of 0.5 percentage points.

The profits were achieved by industrial enterprises above designated sized reached to  58.563 billion yuanup by 49.0 percent over the previous year. The overall economic benefit index of industrial enterprises above designated size was 373.0up by 65.2 percent. Of whichthe ration of total assets to industrial output value was 26.9 percentup by 5.1 percentthe preservation and increment ratio of the value of state-owned assets were 121.1 percentdown by 5.0 percentassets liability ratiothe ratio was 51.6 percentdown by 0.7 percentRatio of turnover working capital was 2. 8 times per yearaccelerated 0.2 timesthe ratio of profit to cost was 28.4 percentup by 5.8 percentand overall labor productivity was 242.0 thousand yuan per person per yearincreased 51.8 thousand yuan per person per year.

Total output value of construction of general contractors with qualification was 38.562billion yuan,up by 6.7;floor space under construction was 28.8964 million sq.m,up by 4.4,total profit was 546 million yuan,up by 16.4 percent,total tax was 1.225 billion yuan,up by 3.6 percent.

IV. Investment in Fixed Asset

The completed investment in fixed assets in 2006 was 156.705 billion yuanup by 15.9 percent over the previous year. Of the total investmentthat in urban areas was 141.801 billion yuanup by 15.9 percentand that in rural areas was 14.904 billion yuanup by 15.5 percent. Of the total investment in rural areasinvestment made by rural households was 7.913 billion yuanup by 10.4 percentand that made by non-rural households was 6.991 billion yuanup by 21.9 percent.

In terms of investment in different industrythe investment in the primary industry was 13.242 billion yuanup by 1.8 percentThe investment in the secondary industry was 70.05 billion yuanup by 30.1 percentOf the total investment in the secondary industrythe investment in industry was 68.187 billion yuanup by 30.2 percent. Of whichthat in oil and natural gas exploitation was 30.847 billion yuanup by 17.7 percentthat in processing of petroleum,coking was8.133 billion yuan,up by 1.2times; The third industry invest 73.413 billion yuanup by 9.8 percentamong which the investment in transportation was 18.257 billion yuandown by 13.7 percent.

In 2006the investment in real estate development was 12.088 billion yuanup by 18.9 percent over the previous year. The total sales area of commercial buildings for the whole year reached 8.9241 million square metersup by 29.9 percent. Of whichthat of residential building sales was 80.646 ten thouarsand square metersup by 33.0 percent. The vacancy area of commercial buildings was 4.0625 million square metersdown by 11.9 percent. The sales of commercial building was 16.582 billion yuanup by 34.2 percent.

V. Domestic Trade

In 2006the total retail sales of consumer goods reached 72.759 billion yuanup by 14.1 percent over the previous year. Of this totalthe retail sales of consumer goods in urban areas reached 50.919 billion yuanup by 15.1 percentand the retail sales of consumer goods in rural areas reached 21.840 billion yuanup by 11.7 percent. In terms of different sectorsthe sales of the wholesale and retail trade reached 57.782 billion yuanup by 13.9 percentthe sales of the accommodation and catering service was 11.07 billion yuanup by 19.7 percentand the sales of others were 3.907 billion yuanup by 2.8 percent.

VI. Foreign Economic Coorperation

The total value of import and export in 2006 reached US$ 9.103 billionup by 14.6 percent over the previous year. Of whichthe value of export was US$ 7.139 billionup by 41.7 percentand the value of import was US$ 1.964 billiondown by 32.3 percent.

Of the total value of exportthe value of general trade was US$ 1.588 billionup by 80.4 percentthat of processing trade was US$ 270 milliondown by 3.8 percentand that of small border trade was US$ 5.22 billionup by 35.2 percent. The value of export of mechanical and electrical products was US$ 1.164 billionup by 57.3 percentand that of high and new-tech products was US$ 59 millionup by 37.6 percent.

Of the total value of importthe value of general trade was US$ 619 milliondown by 43.1 percentthat of processing trade was US$ 47 millionup by 27.2 percentand that of small border trade was US$ 1.264 billiondown by 24.6 percent. The value of import of mechanical and electrical products was US$ 243 milliondown by 26.3 percentand that of high and new-tech products was US$ 66 milliondown by 59.9 percent.

In 2006newly-signed foreign directly investment contracted projects were 99up by 30.3 percent over the previous yearwith a contracted value of US$ 364 millionup by 33.8 percentForeign directly investment actually utilized this year stood at US$ 104 millionup by 1.2 timesthe contracted value of overseas engineering projects was US$ 422 millionup by 6.9 timesthe accomplished business revenue totaled US$ 130 millionup by 20.3 percent.

VII. Transportaition, Post & Telecommunication and Tourism

The total freight turnover reached 114.331 billion ton-kilometers in 2006up by 10.7 percent over the previous year. Of the totalthe freight turnover by railways was 64.71 billion ton-kilometersup by 10.3 percentthat by highways 42.568 billion ton-metersup by 5.1 percentthat by civil aviation 89 million ton-kilometersup by 5.0 percentthat by pipelines 6.964 billion ton-kilometersup by 74.1 percent. Total passenger traffic by various means reached 49.83 billion passenger-kilometersup by 8.9 percent. Of whichpassenger traffic by railways was 13.89 billion passenger-kilometersup by 10.9 percentthat by highways 29.21billion passenger-kilometersup by 7.7 percentthat by civil aviation 6.73 billion passenger-kilometersup by 10.3 percent.

The total volume of post and telecommunication was 22.892 billion yuanup by 32.8 percent over the previous year. Of whichthe volume of telecommunication stood at 21.95 billion yuanup by 33.6 percentthe volume of post stood at 942 million yuanup by 17.0 percent. By the end of 2006the number of fixed telephone subscribers reached 7.069 millionup by 15.5 percentand there were 34.5 fixed telephones per 100 personsup by 13.1 percent. Number of mobile phone users 6.711 millionup by 26.3 percentthere were 32.7 mobile phones per 100 persons. The capacity of office exchanges reached 9.12 million gatesup by 10.4 percent. Year-end Internet customer 1.237 millionup by 16.9 percent.

In 2006domestic tourists to Xinjiang numbered 16.61 millionup by 13.4 percent over the previous yearincomes from domestic tourists were 14.914 billion yuanup by 14.2 percent. Overseas tourists to Xinjiang numbered 362.5 thousandup by 9.5 percentforeign exchange incomes from overseas tourists stood at US$ 128 millionup by 28.0 percent.

VIII. Finance, Banking and Insurance

The overall-caliber fiscal revenue stood at 48.475 billion yuanup by 22.1 percent over the previous year. Local government revenue was 26.565 billion yuanup by 20.2 percentof whichthe general budgetary revenue was 21.946 billion yuanup by 21.7 percent. Local government expenditure reached 72.786up by 30.9 percentof whichthe general budgetary expenditure was 67.847 billion yuanup by 30.7 percent.

By the end of 2006savings deposits of all kinds in financial institutions reached 404.078 billion yuanup by 17.9 percent over the previous year. Of whichenterprise savings deposits were 110.642 billion yuanup by 21.7 percentLoans of all kinds were 241.269 billion yuan, up by 6.2;of which,the short-term loans were 116.822 million yuan,up by 2.6 percent;the medium and long-term loans were 106.699 million yuan,up by 7.3 percent. Of the short-term loans, industrial loans was 27.29 million yuan,up by 9.8 percent; business loans were 44.303 billion yuandown by 10.1 percentagriculture loans were 17.586 billoion yuanup by 3.6 percent.

 The total premium of insurance companies reached 8.541 billion yuanup by 17.8 percent over the previous year. Of the totallife insurance premium was 4.963 billion yuanup by 19.5 percenthealth and casualty insurance premium 1.116 billion yuanup by 11.5 percentand property insurance premium 2.461 billion yuanup by 17.6 percent. The insurance companies paid an indemnity of 2.326 billion yuanup by 14.9 percent.

IX. Education and Scientific Technology

By the end of 2006there were totally 31 general colleges and universities in the Autonomous Regionwith 59.2 thousand new entrants of undergraduate and associate graduateup by 6.3 percent over the previous yearThe enrollment of undergraduates and associate graduates was 199.3 thousandup by 10.0 percentgraduates were 44.2 thousandup by 19.9 percent. The enrollment of postgraduate students was 3.1 thousandup by 8.4 percentthe enrollment of postgraduate students was 8.4 thousandup by 21.4 percentand 1.6 thousand graduatesup by 52.7 percent. The enrollment of vocational secondary education was65.8 thousandup by 27.8 percentenrollment were 146.4 thousand, up by 26.3 percentand 31.3 thousand graduates,up by 9.4 percent. The enrollment of regular senior secondary schools were 142.9 thousand, down by 1.5 percentenrollment were 402.3 thousand,up by 3.8 percent,with 115.4 thousand graduates, up by 11.1 percent. Students enrolled in junior secondary schools totaled 1.1702 milliondown by 2.5 percent,with 386.3 thousand graduates. up by 4.2 percent. Regular primary schools had an enrollment of 2.098 milliondown by 2.1 percent,with 373.9 thousand graduates, down by 6.0 percent. There were 4.8 thousand students in special education schoolsdown by 2.4 percentand 350.9 thousand children in Kindergartensup by 19.6 percent.

The enrollment rate of school-age children reached 99.2 percentup by 0.5 percent over the previous yearof  themrural was 98.9 percent. The graduates enjoyed the access to junior secondary school reached 100 percentenrollment rate of junior secondary school-age youth was 92.3%54.0 percent of junior secondary school graduates continued their study in senior secondary school.

By the end of 2006,expenditure on R&D were 847.64million yuan,up by32.3 percent over the previous year,to GDP 0.28 percent.There were 116 science research and development institutions above city,of which,natural science research and development institutions were 108,important laboratory were 11,centre on research science and technology were 21,. There were 2256 patent applications in the year,of which381 patents were invention examined,1187 patents were authorized117 patent were invention granted. A total of 1764 technology contracts were singed involving a transaction value of 760.84 million.

X. Culture, Public Health and Sports

At the end of 2006there were 118 art-performing groups108 culture centers98 public libraries28 museums and 121 archives in the Autonomous Regionthere were 441.0 thousand opening archives. There were 6 radio broadcasting stations10 television stationsand 45 radio transmission stations and relaying stations, 910 television transmission stations and relaying stations. Radio broadcasting coverage rate was 93.4 percent and television broadcasting coverage rate was 93.1 percent. Subscribers to cable television programs reached 1.5406 million. The Autonomous Region shot 1 feature movietranslated and edited 65 feature movies of minority languageProduced 50 episodes of teleplay and translated and edited another 82 episodes. A total of 489 million copies of newspapers and 25 million copies of magazines of all kinds were issuedand 90.19 million copies of books were published.

By the end of 2006there were 8,175 health care institutions in the Autonomous Regionup by 1.1 percent over the previous yearof which,including 1560 hospitals and health care stationsup by 2.9 percent211 epidemic/disease prevention centersup by 7.1 percentand 50 health monitoring institutionsup by 61.3 percent. There were 99.8 thousand health workersup by 3.7 percentincluding 42.8 thousand practicing doctors and assistant doctorsup by 3.3 percentand 32.1 thousand registered nursesup by 4.8 percent. The total health care institutions possess 83.7 thousand bedsup by 4.9percentof whichgeneral hospitals and health care stations possess 80.1 million bedsup by 5.4 percentThere were 854 rural health care institutionsup by 3.5 percentemploying 14.0 thousand health workersup by 4.2 percent.

Athletes from the Autonomous Region won 5 first7 second and 9 third prizes in international and intercontinental matchesand 29 first25 second and 26 third prizes in national matches.

XI. Resources and Environment

According to the statistics of Department of Land and Resourcesby the end of 2006the total surface area of the Autonomous Region was 1.6649 million square kilometers. Of the totalthe area of land for farming use was 63.0761 million hectares946.1415 million acres),of which the area of farmland was 4.1071 million hectares61.6065 million acres);that of land for construction purpose was 1.2266 million hectares18.399 million acres);and that of undeveloped land was 102.1871 million hectares1532.8065 million acres. Land utilization rate was 38.6 percent,up by 0.01 percentage points over the previous year.

With approval of the peoples government of the Autonomous Region,newly construction land were11.4 thousand hectares (170.7 thousand acres). of this total4.3 thousand hectares63.9 thousand acresof land for farming purpose were changed for the purpose of constructionof which 1.3 thousand hectares19.6 million acreswere farmland.

Total funds invested in land and resources surveys and geological explorations were 10.095 billion yuan. Of which9.203 billion yuan were put into oil and natural gas explorationsand 892 million yuan were put into survey and geological exploitations for non-gas minerals. Minerals involving in geological exploitation were more than 20.

According to the statistics of environment protectionin 2006total amount of sulfur dioxide emitted into the air was restricted to 549 thousand tonsup 30.1 thousand tons over the previous yearand total amount of Chemical Oxygen Demand in sewage was controlled at 287 thousand tonsup 15.5 thousand tons.

In the 19 monitored cities6 cities had their air quality reach national standard GradeⅡ,6 cities attained Gradeand 7 cities exceeded Grade. In the Autonomous Region about 83.2 percent of the year the air quality was better than GradeⅡ,down by 3.1 percent over the previous year. And 67.4 percent of the year in Urmqi the air quality was better than GradeⅡ,down by 2.7 percent over the previous year.

Monitoring of water quality on 144 sections of the 59 rivers showed that good quality water of standard Grade~accounted for 71.5 percentslightly and moderately polluted water meeting standard GradeⅣ~Ⅴaccounted for 22.9 percentheavy polluted water below standard Gradeaccounted for 5.6 percent.

The Autonomous Region has established 28 natural reservesthe area of natural reserves totaled 216.2 thousand square kilometersaccounting for 13.0 percent of the surface area of the Autonomous Regionof which9 national natural reservedthe region has also approved 8 national ecological demonstration zoneswith an area of 127.6 thousand square kilometersaccounting for 6.7 percent of the surface area of the Autonomous Regionand 2 national ecological function reserveswith an area of 180.9 thousand square kilometers.

XIISafety Produce

In the 2006there were 12635 accidents,of which,3122 people were death, 8953 were injured,the direct economic loss hit 76.3218 million yuan, respectively down by 14.1 percent,16.9 percent,15.3percent and 2.9percent.Mortality rate of work safety accident average 100 Billion Yuan GDP was 1.01 percent, down by 27.9 percent; Mortality rate of work safety accident of employment in industrial mining and commercial & trade enterprises average 100000 persons was 9.68 percent, down by 12.1 percent; Mortality rate of highway traffic accident average 10000 vehicles was 14.2 percent, down by 34.0 percent;  Mortality rate of coal production average 1 million tons was 3.15 percent, down by 49.0 percent.

XIIIPopulation

The data are estimated on the basis of the annual national sample sruvey on population changes. The year-end population of the Autonomous Region was 20.5 millionan increase of 396.5 thousandor an increase of 2.0 percent over the previous year. Of this totalurban population was 7.7777 millionup by 4.1 percentrural population was 12.7223 millionup by 0.7 percenturbanization rate was 37.9 percent; the male reached 10.5001 millionaccounting for 51.2 percentand the female numbered 9.9999 millionaccounting for 48.8%This year saw a birth rate of 15.97 per thousandand a death rate of 5.03 per thousandand thus the natural growth rate 10.94 per thousand.
