In 2005 and the 10th Five-year plan Period

 

 

 

In 2005, under the correct leadership of the Autonomous Region Party Committee and the People’s Government, the people in different nationalities of the Autonomous Region followed the guidance of Deng Xiaoping Theory and the important principle of the “Three Represents”, fulfilled the scientific concept of development strategy in full swing ,carefully carried out various macroeconomic regulation measures set by the central government, energetically accelerated economic restructuring, arduously changed economic growth mode and promoted the construction of harmonious society in all efforts. National economy kept steady and rapid growth with a favorable trend that speed, structure, quality and benefit grew in the same direction. Every social undertakings witnessed accelerated development and the living standard of urban and rural population continued to improve. The main targets set in the 10th Five-year Plan have been achieved thoroughly, which laid a solid foundation for the implementation of the 11th Five-year Plan.  

I General Outlook

Passed through the co-census of the National Bureau of Statistics of China, statistics showed that the gross domestic product(GDP) of Xinjiang was 260.4 billion yuan, up by 10.9 percent over the previous year. The value-added of the primary industry was 49.40 billion yuan, up by 6.6 percent over the previous year. The value-added of the secondary industry was 116.5 billion yuan, up by 14.4 percent over the previous year. The value-added of the tertiary industry was 94.5 billion yuan, up by 9.3 percent over the previous year. The per-capita GDP of Xinjiang reached 13108 yuan, up by 8.8 percent over the previous yearequivalent to US$1600 at current exchange rate.

During the period of the 10th Five-year Plan, the GDP of Xinjiang grew 10.1 percent each year on an average basis, 1.1 percentage points higher than the goal of the 10th Five-year Plan , or 2.4 percentage points higher than the average annual growth rate during the 9th Five-year Plan. Of which, three industries grew 5.6%, 11.1% and 11.1% respectively on an average basis. The ratio of industries changed from 21.1:39.5:39.4 in 2000 to 19.0:44.7:36.3 in 2005.

Entrepreneur Confidence Index reflecting macroeconomic operation quality in four quarters reached 130.7, 123.5, 128.1and 127.5 respectively; Business Climate Index reflecting microeconomic operation quality in the same period was 114.4119.2126.7 and125.2 respectively.

The total Consumer Price Index of the year was 100.7, a decrease of 2.0 percentage points over the previous year( table 1). Of which, the Service Price Index was 104.6, up by 3.6 percent over the previous year. The ex-factory Price Index of manufactured goods was 116.6,up by 0.2 percent over the previous year, and the Purchasing Price Index of Raw Materials, Fuels and Power was 110.7, a decrease of 7.5 percentage points over the previous year. The Price Index of Investment in Fixed Assets was 102.8, a decrease of 1.7 percentage points over the previous year. The Price Index of Agriculture Means of Production was 105.3, a decrease of 2.0 percentage points over the previous year. The Producers’ Price Index of Farm Products was 108.3, up by 7.5 percentage points over the previous year.

At the end of 2005, the employment population was 7.916 million, up by 6.3% over the previous year. Of which, urban employment population was 3.588 million, or an increase by 2.7 percentage points. According to the statistics of department of Labor and Social Security, the newly employed and re-employed workers were 366.5 thousand this year, of which 119.3 thousand were laid-off workers.  The actual urban registered unemployed workers were 111.3 thousand and the urban registered unemployment rate was 3.9 percentage points.

II. Agriculture

The total output value of Farming, forestry, animal husbandry and fishery was 83.106 billion yuan, an increase of 7.4 percentage points over the previous year. Of which, the output value of Farming was 59.584 billion, up by 7.0 percent; the output value of animal husbandry was 18.352 billion, up by 9.0 percent; the output value of forestry was 1.529 billion yuan, up by 5.8 percent; the output value of fishery was 0.434 billion yuan, up by 5.3 percent; the service value of farming, forestry, animal husbandry and fishery was 3.207 billion, up by 5.4 percent. The planting area of grain was 147.18 ten thousand hectares(22.077 million acres),up by 6.8 percent over the previous year; the planting area of cotton was 115.80 ten thousand hectares(17.37 million acres),up by 2.7 percent; the planting area of oil-bearing crops was 18.55 ten thousand hectares(2.783 million acres),down by 13.9 percent. The planting area of beetroot was 6.99 ten thousand hectares(1.049million acres),up by 16.8 percent; and that for vegetables was 17.67 ten thousand hectares(2.651 million acres), down by 4.8 percent.

 The total output of grain in 2005 was 877.21 ten thousand tons, up by 5.9 percent over the previous year. The output of cotton was 195.70 ten thousand tons, up by 11.7 percent over the previous year; that of oil-bearing crops was 38.94 ten thousand tons, a decrease of 12.6 percentage points. The output of beetroot was 419.12 ten thousand tons, an increase of 21.8 percentage points over the previous year.(Table 2).

The year-end domesticated animals in stock numbered 53.336 million heads, up by 2.4 percent over the previous year; the domesticated animals out of stock 37.569 million heads, up by 9.3 percent. The total output of meat reached 1.415 million tons, up by 10.4 percent; that of sheep wool totaled 8.98 ten thousand tons, up by 5.8 percent; the output of milk 1.522 million tons, up by 14.2 percent; the output of poultry and egg 24.99 ten thousand tons, equivalent to the previous year. The output of aquatic product reached 7.93 ten thousand tons, up by 8.2 percent.

Total agricultural machinery power was 11.163 million kilowatt, up by 6.7 percent over the previous year. There were 11.35 ten thousand large and medium-size tractors, up by 24.9 percent; and 34.89 ten thousand small-size tractors, up by 2.4 percent. The consumption of chemical fertilizer was 107.77 ten thousand tons(100 percent equivalent), up by 8.7 percent, and the amount of electricity consumed in rural areas was 3647 million kilowatt-hours, up by11.8 percent. Over 9.05 ten thousand hectares(1.3575 million acres equivalent) of land were converted into farmland with effective irrigation system, another 11ten thousand hectares(1.65 million acres) of land were guaranteed by water-saving irrigation system.

During the period of the 10th Five-year Plan, the total output value of farming, forestry, animal husbandry and fishery grew by 6.0 percent annually on average basis. The total output of grain increased of 68.61ten thousand tons over 2000, and grew by 1.6% an annual on average basis; that of cotton increased of 45.70 ten thousand tons, grew by 5.5% an annual on average basis; that of fruit increase 209.01 ten thousand tons, with an average annual growth rate of 11.0 percent; that of meat grew by 51ten thousand tons, with an average annual growth rate of 9.5 percent.

III. Industry and Construction

In 2005, the total value-added of the industrial sector was 96.2 billion yuan, up by 15.6 percentage points over the previous year. Of which, the added value of industrial enterprises above designated size was 88.81 billion yuan, up by 17.8 percent .

The output of crude oils increased by 6.9 percent over the previous year, and that of processed oil increased by 23.2 percent. The output of coal increased by 4.0 percent; that of natural gas increased by 85.5 percent; that of electricity increased by 15.3 percent, and the output of steel increased by 37.1 percent.

The export delivery value of industrial enterprises above designated size in 2005 was 3.241billion yuan, up by 2.4percent over the previous year. The sales rate of industrial products was 99.2 percent, an increase of 1.4percent over the previous year. Of which, the sales rate of light industrial products was 97.7 percent, up by 6.6 percentage points over the previous year, and that of heavy industrial products was 99.4 percent, up by 0.5 percentage points over the previous year.

The overall economic benefit index of industral enterprises above designated size this year was 307.8, up by 58.7 percent over the previous year. Of which, the ration of total assets to industrial output value rose by 5.5percent, the preservation and increment rate of the value of state-owned assets declined by 3.3 percent, the ratio of debt to asset declined by 1.0 percent, the velocity of floating capital accelerated by 0.4, the ratio of profit to cost rose by 5.2 percent, and all-personnel labor productivity increased by 4.15 ten thousand yuan per person per year. The profits made by industrial enterprises above designated sized stood at 38.79 billion yuan, up by 86.0percent.

During the period of the 10th Five-year Plan, the total value-added of the industrial sector in the Autonomous Region grew by 11.4 percent annually on average, or 5.5 percent higher than that of period of the 9th Five-year Plan.

The total value-added of the construction sector this year was 20.3 billion yuan, up by 9.7 percent over the previous year. The total profits made by construction enterprises with qualification certificates through general contracts and specialized contracts reached 469million yuan, a decrease of 27.8 percent from the previous year, with their taxes paid reaching 1.183 billion yuan, up by 8.3 percent.

During the period of the 10th Five-year Plan, the value-added of construction sector rose by 9.9 percent annually on average, declined by 0.4 percent as compared with that of period of the 9th Five-year Plan.

IV. Investment in Fixed Asset

The completed investment in fixed assets in 2005 was 135.228 billion yuan, up by 16.4 percent over the previous year. Of the total investment, that in urban areas was 122.323 billion yuan, up by 15.3 percent, and that in rural areas was 12.905 billion yuan, up by 27.4 percent. Of the total investment in rural areas, investment made by rural households was 7.169 billion yuan, up by 31.3 percent, and that made by non- rural households was 5.736 billion yuan, up by 22.8 percent.

In terms of investment in different industry, the investment in the primary industry was 13.009 billion yuan, 2.4 percent lower than that of the previous year. The investment in the secondary industry was 53.860 billion yuan, up by 19.4 percent. Of the total investment in the secondary industry, the investment in industry was 52.354 billion yuan with an increase of 18.4 percent; of which, that in oil and natural gas exploitation was 26.206 billion yuan, with an increase of 20.9 percent; that in oil processing was 2.715 billion yuan, with an increase of 10.3 percent. The investment in the tertiary industry was 68.359 billion yuan, up by 17.1 percent, among which the investment in transportation was 20.901 billion yuan, up by 37.9percent.

In 2005, the investment in real estate development was 10.166 billion yuan, down by 9.7 percent from the previous year. The total sales area of commercial buildings for the whole year reached 6.872 million square meters, up by 8.1 percent; Of which, that of residential building was 6.065 million square meters, up by 12.7 percent. The vacancy area of commercial buildings was 4.09 square meters, up by 2.1 percent. The sales of commercial buildings was 12.354billion yuan, up by 11.7percent compared with that of the previous year.

During the period of the 10th Five-year Plan, the accumulated investment in fixed assets reached 503.495 billion yuan, twice as that of the period of the 9th Five-year Plan; the investment grew by 17.2 percent annually on average in the past five years, an increase of 4.3 percent as compared with that of the period of the 9th Five-year Plan.

V. Domestic Trade

In 2005, the total retail sales of consumer goods reached 63.778 billion yuan, up by 13.2 percent over the previous year. Of this total, the retail sales of consumer goods in urban areas reached 44.242 billion yuan, up by 14.6 percent, and the retail sales of consumer goods in rural areas reached 19.536 billion yuan, up by 10.1 percent. In terms of different sectors, the sales of the wholesale and retail trade reached 50.982 billion yuan, up by 13.1 yuan, the sales of the accommodation and catering service was 9.055 billion yuan, up by 18.8 percent, and the sales of others were 3.741 billion yuan, up by 2.4 percent.

During the period of the 10th Five-year Plan, the accumulated retail sales of consumer goods reached 247.158 billion yuan, equivalent to 1.5 times of that of the period of the 9th Five-year Plan; the total retail sales of consumer goods grew by 11.2 percent annually on average in the past five years, a 3.1-percent increase as compared with that of the period of the 9th Five-year Plan.

VI. Foreign Economic Coorperation

The Total value of import and export in 2005 reached US$ 7.942 billion, up by 40.9 percent over the previous year. Of this total, the value of export was US$ 5.04 billion, up by 65.5 percent, and the value of import was US$ 2.902 billion, up by 12.1 percent. Of the total value of export, the value of general trade was US$ 880 million, up by 75.5 percent; that of processing trade was US$ 281 million, up by 5.5 percent; and that of small border trade was US$3.862 billion, up by 72.6 percent. Of the value of import, the value of general trade was US$1.089 billion, up by 7.3 percent; that of processing trade was US$37 million, down by 28.4 percent; and that of small border trade was US$1.676 billion, up by 14.0 percent. The value of export of mechanical and electrical products was US$739 million, up by 96.4 percent; and that of high and new-tech products was US$43 million, up by 12.1 percent.

In 2005, newly-signed foreign directly investment contracted projects were 76, up by 2.7 percent over the previous year, with a contractedl value of US$ 272 million, up by 5.6 percent. Foreign directly investment actually utilized this year stood at US$ 47 million, up by 3.6 percent. The contracted value of overseas engineering projects was US$ 54 million, down by 47.4 percent; the accomplished business revenue totaled US$108 million, up by 26.5 percent.

During the period of the 10th Five-year Plan, total value of export and import grew by 28.5 percent annually on average, an increase of 18.8 percent as compared with that of period of the 9th Five-year Plan; of which the value of export grew by 33.2 percent and that of import grew by 22.3 percent annually on average, up by 23.8 percent and 12.3 percent over the period of the 9th Five-year Plan respectively.

VII. Transportaition, Post & Telecommunication and Tourism

The total freight turnover reached 103.30 billion ton-kilometers in 2005, up by 9.1 percent over the previous year. Of the total, the freight turnover by railways was 58.70billion ton-kilometers, up by 7.0 percent; that by highways 40.5 billion ton-kilometers, up 12.2 percent; that by civil aviation 85 million ton-kilometers, up 14.9 percent; that by pipelines 4 billion ton-kilometers, up 8.1 percent.

Total passenger traffic by various means reached 45.71 billion passenger-kilometers, up by 7.8 percent over the previous year, of which, passenger traffic by railways was 12.50 billion passenger-kilometers, up 2.5 percent; that by highways 27.10 billion passenger-kilometers, up 8.9 percent; that by civil aviation 6.1 billion passenger-kilometers, up 15.3 percent.

During the period of the 10th Five-year Plan, the freight trafficr grew by 9.3 percent annually on average, and the same with passenger traffic, up by 2.5 percent and 1.9 percent over the period of the 9th Five-year Plan respectively.

The total volume of post and telecommunication was 17.238 billion yuan, up by 12.5 percent. Of which, the volume of telecommunication stood at 16.43billion yuan, up 12.8 percent; the volume of post stood at 805 million yuan, up by 7.3 percent. By the end of 2005, the number of fixed telephone subscribers reached 6.122million, up by 18.5 percent; and there were 30.5 fixed telephones per 100 persons. Number of mobile phone users 5.313 million, up by 8.4 percent; there were 27.1 mobile phones per 100 persons. The capacity of office exchanges reached 8.259 million gates, up by 84.8 percent.

In 2005, domestic tourists to Xinjiang numbered 14.65 million, up by 18.0 percent; incomes from domestic tourists were 13.055 billion yuan, up by 19.8 percent. Overseas tourists to Xinjiang numbered 331.1 thousand, up by 4.5 percent; foreign exchange incomes from overseas tourists stood at US$100 million, up by 9.9 percent.

During the period of the 10th Five-year Plan, total overseas tourists to the Autonomous Region numbered 1.367million, and accumulated foreign exchange incomes from overseas tourists amounted to US$438 million, up by 32.0 percent and 8.7 percent over the period of the 9th Five-year Plan respectively. The number of domestic tourists to the Autonomous Region reached 55.407 million, and the accumulated incomes from domestic tourists were 48.395 billion yuan, up by 73.1 percent and 1.5 times over the period of the 9th Five-year Plan respectively.

VIII. Finance, Banking and Insurance

The estimated overall-caliber fiscal revenue stood at 39.7 billion yuan, up by 22.8 percent over the previous year. Local government revenue was 22 billion yuan, up by 15.5 percent; of which, the general budgetary revenue was 18 billion yuan, up by 15.8 percent. Local government expenditure reached 55.6billion yuan, up by 21.1 percent; of which, the general budgetary expenditure was 51.9 billion yuan, up by 23.3percent.

During the period of the 10th Five-year Plan, the general budgetary revenue of local government accumulated to 67.581 billion yuan, and the general budgetary expenditure of local government accumulated to 193.303 billion yuan, 2.1 times and 2.6 times as that of the period of the 9th Five-year Plan respectively, with an average annual growth rate of 17.9 percent and 22.0 percent respectively.

By the end of 2005, savings deposits of all kinds in financial institutions reached 342.748 billion yuan, an increase of 45.235 billion yuan as compared with that of the beginning of the year. Of which, enterprise savings deposits were 90.945 billion yuan, an increase of 7.754 billion yuan. Loans of all kinds were 227.208 billion yuan, an increase of 13.526 billion yuan; of which, the short-term loans were up by 4.694 billion yuan and the medium and long-term loans were up by 1.772 billion yuan.

The total premium of insurance companies reached 7.25 billion yuan, up by 5.8 percent over the previous year. Of the total, life insurance premium was 4.155 billion yuan, up by 6.4 percent; health and casualty insurance premium 1.002 billion yuan, up 10.6 percent; and property insurance premium 2.093 billion yuan, up 2.5 percent.  The insurance companies paid an indemnity of 2.025 billion yuan, up by 10.2 percent. Of this total, life insurance indemnity was 360 million yuan, down by 10.9 percent; health and casualty indemnity 405 million, up 10.4 percent, and property indemnity 1.26 billion yuan, up 18.2 percent.

IX. Education and Scientific Technology

By the end of 2005, there were totally 31 general colleges and universities in the Autonomous Region, with 55,800 new entrants of undergraduate and associate graduate, up by 9.6 percent over the previous year. The enrollment of undergraduates and associate graduates was 181,800, including 75000 minority students and 36900 graduates. The enrollment of postgraduate students was 6938, including 717 minority students and 1066 graduates; Vocational secondary schools had an enrollment of 162,500 students, with 42900 students graduated. Regular senior secondary schools had 387,800 enrolled students, including 145,000 new entrants, up by 4.9 percent, and 103,900 graduates. Students enrolled in junior secondary schools totaled 1,153,500, with 356,400 graduates. Regular primary schools had an enrollment of 2,143,800, including 397,600 graduates. There were 4,961 students in special education schools and 293,400 children in Kindergartens.

The entrance rate of school-age children reached 98.7 percent, and 98.2 percent of the graduates enjoyed the access to junior secondary school. 40.7 percent of junior secondary school graduates continued their study in senior secondary school. 

At the end of 2005, 1113 projects for technical plan were implemented, of which, there were 897 projects achieved at the Autonomous Regional level, 216 projects achieved at National level. A total of 101 significant scientific research results were actualized in 2005,of which, 72 projects reached at Autonomous regional level and 29 national level and above; 84 projects under the Hi-tech Research and Development Program (863 Program) were implemented, of which, 60 projects reached at  Autonomous regional level and 24 national level and above. There were 1851 patent applications in the year, up by 24.1 percent, of which, 921 patents were authorized, up by 16.3 percent. A total of 2001 technology contracts were singed, up by 23.6 percent, involving a transaction value of 800 million yuan, a decline of 40 percent.

X. Culture, Public Health and Sports

At the end of 2004, there were 89 art-performing groups, 94 culture centers, 94 public libraries, 28 museums and 121 archives in the Autonomous Region. There were 6 radio broadcasting stations, 10 television stations and 42 radio broadcasting transmission stations and relaying stations, 64 television transmission stations and relaying stations with power above 1 kilowatt. Radio broadcasting coverage rate was 93.1 percent and television broadcasting coverage rate was 92.8 percent. Subscribers to cable television programs reached 1.4413 million. The Autonomous Region shot 3 feature movies, translated and edited 70 feature movies of minority language, produced 32 episodes of teleplay and translated and edited another199 episodes. A total of 489 million copies of newspapers and 25 million copies of magazines of all kinds were issued, and 88.61 million copies of books were published.

By the end of 2005, there were 8,087 health care institutions in the Autonomous Region, including 1516 hospitals and health care stations, 197 epidemic/disease prevention centers, and 30 health monitoring institutions. There were 9.6 ten thousand health workers, including 4.14 ten thousand practicing doctors and assistant doctors and 3.07 ten thousand registered nurses. The total health care institutions possess 79,800 beds, of which, general hospitals and health care stations possess 76,000 beds. There were 825 rural health care institutions, employing 13,500 health workers and possessing 12,900 beds.

Athletes from the Autonomous Region won 1 second and 3 third prizes in international and intercontinental matches, and 31 first, 29 second and 28 third prizes in national matches. One athlete was titled international master of sports and 15 athletes were titled national master of sports.

XI. Resources and Environment

According to the statistics of department of land and resources, by the end of 2005, the total surface area of the Autonomous Region was 1.6649 million square kilometers. Of the total, the area of land for farming use was 63.0607 million hectares, of which the area of farmland was 4.0634 hectares; that of land for construction purpose was 1.2207 hectares, and that of undeveloped land was 120.2082 hectares.

The area of land for construction purpose in the year was 868.31 hectares Of this total, 375.12 hectares of land for farming purpose were changed for the purpose of construction, of which 261.98 hectares were farmland.

Total funds invested in land and resources surveys and geological explorations were 10.06 billion yuan, of which, 10.246 billion yuan were put into oil and natural gas explorations, and 414 million yuan were put into land and resources surveys and geological exploitations for non-gas minerals. Minerals involving in geological exploitation were more than 30, including gold, iron, bronze, lead, zinc, manganese, tungsten, tin, molybdenum, nickel, silver, coal, Limestone, Sylvite, oil shale, granite, and alusite, bentonite, groundwater.

7 oil and gas fields(wells) were newly found in the year, another 11 non-oil mineral deposits were found, and minerals involved in exploitation are: Coal, Zinc and Lead, Bronze, Iron, Silver, Magnesite. Breakthrough was made in 29 minings, including 24 oil and gas fields(wells) and 5 non-oil mineral deposits.

According to the statistics of department of environment protection, in 2005, total amount of sulfur dioxide emitted into the air was restricted to 51.92 ten thousand tons, up by 8.1 percent over the previous year; that of smog and soot emitted was 27.05 ten thousand tons, up by 4.6percent; that of industrial powder was 17.32 ten thousand tons, up by 3.0 percent. Altogether 109.40 ten thousand tons of industrial solid rubbish were sent into the environment, up by 6.4 percent. And total amount of Chemical Oxygen Demand in sewage was controlled at 27.12 ten thousand tons, up by 3.4 percent.

In the 19 monitored cities, 6 cities had their air quality reach national standard Grade, 6 cities attained Grade and 7 cities exceeded Grade . In the Autonomous Region about 73.9 percent of the year the air quality was better than Grade, up by 13.2 percent; and 70.1 percent of the year in Urmqi the air quality was better than Grade, the same as the previous year. The Autonomous Region has established 60 smog control territories, with an area of 377.20 square kilometers, or an increase of 7.2 percent over the previous year, and 42 territories that noise pollution meets standard, with an area of 346 square kilometers, up by 9.8 percent.

Monitoring of water quality on 117 sections of the 47 rivers showed that good quality water of standard Grade accounted for 80.3 percent, slightly and moderately polluted water meeting standard Grade accounted for 13.7 percent, heavy polluted water below standard Grade accounted for 6.0 percent, and totally 80.3percent of sections met standard. Water quality of rivers monitored was a little inferior to that of the previous year.

The Autonomous Region has established 28 natural reserves, of which, 8 national natural reserves. The area of natural reserves totaled 218,300 square kilometers, accounting for 13.1 percent of the surface area of the Autonomous Region. The region has also approved 8 national ecological demonstration zones, with an area of 127600 square kilometers, and 2 national ecological function reserves, with an area of 180900 square kilometers. The number of reserves and demonstration zones saw a slight increase from that of the previous year.

XII. Population

According to the 1%-sample material of national population census, the year-end population of the Autonomous Region was 20.104million, an increase of 47.24 ten thousand, or an increase of 2.4 percent over the previous year. Of this total, urban population was 746.85 ten thousand, up by 8.2 percent, rural population was 12.635 million down by 0.8 percent, the male reached 10.297 million accounting for 51.2 percent, and the female numbered 980.65 ten thousand, accounting for 48.8 percent. This year saw a birth rate of 16.4 per thousand, and a death rate of 5.0 per thousand, and thus the natural growth rate 11.4 per thousand.

XIII. People’s Living and Social Security

By the end of 2005, the per capital disposable income of urban residents reached 7990 yuan, up by 6.5 percent over the previous year. The per capital consumption expenditure was 6,208 yuan, up by 7.5 percent. The per capital usable floor space of houses was 20.15 square meters, up by 7.1 percent.

In the year, the per capital annual net income of rural households was 2482 yuan, an increment of 237 yuan, or an increase of 10.6 percent as compared with the previous year.  The per capital consumption expenditure totaled 1924 yuan, up by 13.9 percent. The per capital usable floor space of living houses reached 21.13 square meters, up by 10.7 percent.

During the period of the 10th Five-year Plan, per capital disposable income in urban households increased by 7.2 percent annually on average, per capital net income increase by 8.9 percent annually on average, up by 0.9 percent and 1.6 percent over that period of the 9th Five-year Plan respectively.

The saving deposits of urban and rural households totaled 181.638 billion yuan, an increment of 28.171 billion. Of this total, the fixed saving deposits were 117.089 billion yuan, increased by 17.927 billion yuan, and the current saving deposits were 64.549 billion yuan, increased by 10.244 billion yuan.

According to the statistics of department of labor and social securities, a total of 140.8 ten thousand people participated in unemployment insurance programs, up by 1.6 percent over the previous year; 181.88 ten thousand people participated in the basic pension programs, a year-on-year increase of 4.9 percent. Among them, 44.32 ten thousand were retirees, up by 3.7 percent. The population covered by basic health insurance programs was 211.85 ten thousand, an increase of 8.2 percent. Among them, retirees totaled 54.22 ten thousand, up by 6.8 percent.

According to the statistics of department of Civil Affairs, there were 161 urban integrated community service centers of various types in the Autonomous Region. A total of 62.87 ten thousand urban residents have been covered by a government system of guaranteeing their minimum standard of living, and 2.17 ten thousand people enjoyed government Commiseration and subsidies. There were 486 social welfare institutions of various types, possessing 1.53 ten thousand beds and accommodating 12000 inmates. The Autonomous Region sold 1.281 billion yuan worth of social welfare lottery tickets, raising about 448 million yuan of social welfare funds. Another 27 million yuan were received from direct donations.
