In 2004, under the wise
leadership of C.P.C Xinjiang Party Committee and the people’s government, the
people in different nationalities carefully implemented the important thought “Three
Represents” and the spirit of the Sixteenth National Party Congress and the
third, the fourth plenary sessions of the Sixteenth National Party Congress, as
well as scientific development view and a series of policies and measures on
macro-control issued by the central Party committee. In addition, they, blazing
their own way and doing solid work, maintain quicker growth in national
economy, realize all-round progress in all sectors of social life and steady
improvement in the people’s living standard.
I General Survey
According to the initial
estimate, GDP in Xinjiang amounted to 2200.15
hundred million RMBY, 11. 1% of increase compared with that in the
previous year. Judging by three industries, the added value for the first
industry came to 444.70 hundred million RMBY, a rise of 5.1%; the added value
for the second industry amounted to 1010.07 hundred million RMBY, a rise of
14.3%, of which that for industry was 745 hundred million RMBY, a rise of 14.5%;
that for building sector was 265.07 hundred million RMBY, a rise of 13.9%. The
added value of the tertiary industry was 745.38 hundred million RMBY, a rise of
10.4%. The Per-capital GDP in Xinjiang was 11,199 RMBY, a rise of 9.5%. The
percentages taken up by three industrial sectors have been readjusted to 20.2,
45.9 and 33.9 from 22.0, 42,4 and
In 2004, the index of
confidence held by entrepreneurs came up to 125.6 during the first quarter,
creating a new record high. The indices in the subsequent three quarters came
up to 124.5, 125.2 and 123.4. The prospect index of enterprises came up to a
new height following the year 2003. The indices for the fourth quarter came up
to 115.7, 121.1, 126.9 and 120.0.
The overall level of consumption price for residents a year was 2.7% higher (shown in Table 1), Of which 1.0 % up for service sector and 0.7% up for the overall level of commodity retail price. The ex-works price for industrial products grew by 16.4%. The purchase price for raw material, fuel and power rose by 18.2%. The price of investment in fixed asset grew by 4.5%, the price of farming materials by 7.3% and the price index of farm produces by 0.8%.

At
the end of the year, on-the—job staff workers numbered 7,444,900, a rise of
3.2% against that of the previous year,
including the employed urban population of 3,494,300, rise of 3.1%. In
light of the statistics of labor and social security department, the employed
and reemployed figures numbered 369,600, including 25,500 employed by the
state-owned units, 29,000 employed by the collective-owned in urban and town
areas, 162,300 employed by private, individual and joint-venture in three forms
and 152,800 employed by units in other forms. 132,700 laid-offs were
reemployed. At the end of the year, SOEs laid-offs numbered 1.88 million and
the urban registered unemployment numbered 109,700, with the rate of
unemployment being 3.8%.
II. Agriculture
The gross output value of
agriculture, forestry, animal husbandry and fishery for a whole year came to
750.68 hundred million RMB, a rise of 6.4% as opposed to that in the previous
year. The output value of agriculture was 515 hundred million RMB, a rise of
4.5%; that of forestry was 13.82 hundred million RMB, a rise of 0.7%; that of
animal husbandry was 187.47 hundred million RMB, a rise of 12%; that of fishery
was 4.3 hundred million RMB, a rise of 8.2 %; the sown area of grain was 1,378,600
hectares, an increase of 5.5%; the sown area of cotton 1,127,600 hectares, a
rise of 8.7%; the sown area for oil-bearing material 215500 hectares, a drop of
4.8%; the sown area of beet 59,900 hectares, a drop of 11.0%; the sown area of
vegetable 185,600 hectares, a rise of 13.3%; the sown area of fruit and melon
458,200 hectares, a rise of 12.5%.
The grain output for a whole
year reached 8,285,300 tons, a rise of 3.4 %; the cotton output 1,752,500 tons,
a rise of 9.5%; oil-bearing output 445,400 tons, a drop of 11.2%; the beet
output 3,442,100 tons, a fall of 9.8%; the vegetable, fruit and melons enjoy
steady increase on the basis of greater variety of superior strains. (Shown in
table 2).

The
year-end domesticated animals in stock numbered 52,063,700 head, a rise of 3.6%
as against that in the previous year. The domesticated animals out of stock
1,281,300 head, a rise of 11.4%; the output of cotton yarn 84,900 tons, a rise
of 8.3%; milk output was 1,333,200 tons, a rise of 18.0%; poultry and egg
output was 249,900 tons, a rise of 5.8%; the fishery output 73,300 tons, a rise
of 8.9%.
The total power of the
year-end farming machinery was 10,464,700 kilowatts, a rise of 7.6% as against
that in the previous year. The large and medium tractors numbered 92,900 sets,
a rise of 21. 8%; small tractors numbered 340,660 sets, a rise of 9.7%;
chemical fertilizer consumed (net) came to 991,700 tons, a rise of 9.3%; rural
electric consumption 32.63 hundred million
kilowatts, a rise of 8.9%; the year-end efficient irrigated area 100,800
hectares, with the added water-conservation irrigated area comin up to 137,100
hectares.
III. Industry and Architecture
The industrial added value
reached 745 hundred million RMB, a rise of 14.5% as against that in the
previous year. Of which, the added value for industry at considerable scale was
669 hundred million RMB, a rise of 14.4% and the added value for heavy industry
607.08 hundred million RMB, a rise of 90.7% of the added value for industry at
considerable scale; light industry 61.92 hundred million, 9.3%; the added value
for state-owned or state holding industrial enterprises came up to 585.08
hundred million RMB Yuan, 87.5%.
Major energy, raw material
products gained rapid growth in output. The processing volume of crude oil grew
by 7.6%; raw coal by 7.7%; natural gas by 14.3%; electric generation by 13.5%,
coarse iron by 22.1% and rolled steel by 17.4%. (Main industrial product output
shown in table 3)
The exports of industrial enterprises at considerable scale valued at 31.65 hundred million RMB Yuan, an increase of 1.6% as against that in the previous year. The sales rate of industrial products was 97.8%, a drop of 0.4 percent point. The sales rate of light industrial products was 91.1%, a drop of 4.6 percent point; the sales rate of heavy industrial products was 99.0%, up by 0.2%.
The general index for the economic efficiency of industrial enterprises at a considerable scale was 249.1, a rise of 76.4% as opposed to that in the previous year. Of which, the contribution rate of the total asset rose by 3.8%, the added value rate of asset at guaranteed value dropped by 0.9%, asset-liability rate dropped by 0.3%, the turnover rate of circulating asset quickened by 0.4%, the profit rate for cost expense rose by 2.5%, the productivity for the whole labor force rose to 93,000 RMB/person a year. The profit for industrial enterprise came to 208.49 hundred million RMB, a rise of 49.2%.

The added value of building enterprises with certain qualification for a year was 69.31 hundred million, a rise of 3.1%; the completed profit came up to 17.43 hundred million RMB Yuan, an increase of 2.7%. The floor space of house building under construction was 28,123,000 square meters, an increase of 3.4%; the completed floor space of house building was 14,833,500 square meters, an increase of 2.2%.
IV. Investment in Fixed Asset
The investment in fixed asset
in the whole community grew rapidly, a rise of 15.9%, which included capital
construction investment 759.24 hundred million RMB Yuan, a rise of 17.2%; the
investment in renewal and reconstruction amounted to 138.65 hundred million
RMB, a rise of 8.8%; the investment in real estate development was 112.56
hundred million RMB Yuan, a rise of 9.8%; other investment 151.05 hundred
million RMB, a rise of 21.3%. Classified by subordination, the investment in
the local project was 746.69 hundred million RMB, a rise of 18.7% and the
investment in the central project 414.83 hundred million RMB, a rise of 11.2%.
Classified by urban and rural areas, the urban investment was 1060.80 hundred
million RMB Yuan, a rise of 15.3%; rural investment was 100.72 hundred million
RMB Yuan, a rise of 24.7%. Of which, rural household investment was 54.38
hundred million RMB Yuan, a rise of 13.1%; non-rural household investment was
46.34 hundred million RMB Yuan. Classified by sources of funds, self-investment
capability has been constantly enhanced. Of the total investment, self-raised
funds was 667.11 hundred million RMB Yuan, a rise of 31%.

Classified by industry category, the
investment in the first industry was 127.01 hundred million RMB Yuan, a rise of
19.9%; the investment in the second industry was 442.15 hundred million RMB, a
rise of 28.2%. Of which the oil and natural gas industry went up by 23.0%; oil
processing and coke-making industry grew by 99.5%; the textile industry grew by
48.7%, ferrous metal smeltering and rolling processing grew 2.2 folds, ferrous
metal smeltering and rolling sector grew by 20.2%; the investment in tertiary
industry was 592.36 hundred million RMB Yuan, a rise of 7.4%, of which traffic
and transportation as well as postal service grew by 30.4%.
The
construction on the key projects has been intensified. The completed investment
in large and medium-size construction came up to 264.57 hundred million RMB
Yuan, a rise of 52.0%. Quicker growth has been registered in newly-built,
reformed highway, oil processing and raw coal extraction..
V. Domestic Trade
The total retails sum of consumers’ goods
in society for a year numbered 563.65 hundred million RMB, a rise of 14.5%
compared with that of the previous year. Classified by urban and rural areas,
the retails sum of urban consumers’ goods came up to 382.67 hundred million
RMB, a rise of 16.5% and the retails sum of rural consumers’ goods to 180.98
hundred million RMB, a rise of 8.6% Classified by trades, the retails for
catering service amounted to 78.82 hundred million RMB, a rise of 29.6%; the
retail sum of wholesale and retail trade to 448.29 hundred million RMB, a rise
of 12.4%; the sum of other retails to 36.54 hundred million RMB, a rise of 2.5%.
VI. Foreign Trade
The export and import volume through customhouse for a year amounted to 56.36 hundred million USD, a rise of 18.2% compared with that of the previous year. Of which the total sum of export was 30.47 hundred million USD, a rise of 19.9% and the total sum of import was 25.89 hundred million USD, a rise of 16.1%. Of the total export volume, the general trade jumped to 5.02 hundred million USD, a rise of 29.3%; the processing trade to 2.66 hundred million USD, a rise of 36.8%; small sum of frontier trade amounted to 22.38 hundred million USD, rising by 39.6%. Of total import sum, the general trade reached 10.15 hundred million USD, growing by 40.1%; processing trade came up to 0.52 hundred million USD, a rise of 67.3%; small sum of frontier trade came up to 14.71 hundred million USD, a rise of 2.5%. The export of electromechanical products amounted to 3.77 hundred million USD, a rise of 1.6% times and the export of new and high-tech products amounted to 0.38 hundred million USD, a rise of 35.5%.
The contract items for direct
investment newly signed with foreign businessmen amounted to 74 USD for a year,
a rise of 13.8%; the actual direct investment made by foreign business came up
to 0.46 hundred million USD, a rise of 14.5%; the contract volume for external
undertaken projects to 1.02 hundred million USD and completed business volume
to 0.86 hundred million USD.
VII. Communication, Post &Telecommunication and Tourism
By the end of 2004, the
business mileage for railway was 2999 kilometers. The mileage for available for
road traffic was 86,800 kilometers, a rise of 0.6% as against that in the
previous year; the mileage of available for navigation of civil aviation was
111,800 kilometers, a rise of 6.8%. The turnover volume of cargo completed by
various transportation means for a year was 947.24 hundred million
ton/kilometers, a rise of 13.2%. Of which railway 548.50 hundred million, a
rise of 15.5%; highway 361 hundred million tons/kilometers, a rise of 11.1%;
civil aviation 0.74 hundred million tons/kilometers, a rise of 15.6%; pipe 37
hundred million tons/kilometers, a rise of 1.6%. The completed turnover of
passengers was 423.80 hundred million persons/kilometers, a rise of 23.9%. Of
which the railway was 121.90 hundred million persons/kilometers, a rise of
27.7%; the highway 249 hundred million persons/kilometers, a rise of 14.9% and
civil aviation 52.90 hundred million persons/ kilometers, a rise of 29.3%.
The total completed volume of
post and telecommunication for a year amounted to 153.18 hundred million RMB, a
rise of 33.8% as against that of the previous year. Of which the total
telecommunication business volume was 145.70 hundred million RMB, a rise of
35.8%; the total postal-service business volume was 7.48 hundred million RMB, a
rise of 3.9%. The year-end popularization rate for stationary telephones was
516.70 hundred million, popularization rate of 26.3%. mobile telephopne
subscribers numbered 489.70 hundred million, a rate of popularization 24.9% and
inter-net subscribers 780,500, a rise of 28.4%. The total volume of the
year-end local telephone exchange switchboard was 447.0 lines, a rise of 2.5%.
The home tourists received for a year numbered 12,415,800 men/times, a rise of 22.7%; the income of domestic tourism numbered 108.96 hundred million RMB, a rise of 22.9%. International tourists received came up to 31.69, a drop of 85.9%. Of which compatriots from Hong Kong, Macao and Taiwan came up to 45,900 men/times, a rise of 122.7%; foreign exchange income of international tourism came up to 0.91 hundred million USD, a rise of 87.5%.
VIII. Finance, Banking and Insurance
The general budgetary income
of the local finance for a year was 191.28 hundred million RMB, a rise of
21.3%; general budgetary income of the local finance was 155.70 hundred million

The year-end deposit balance
in various items in financial institutions was 2959.69 hundred million RMB, an
increase of 293.69 hundred million RMB as against that early in the year. Of
which the deposit balance of the enterprises was 832.50 hundred million RMB, a
rise of 50.25 hundred million RMB; the deposit balance of the urban and rural
residents amounted to 1534.67 hundred million RMB, a rise of 162.85 hundred
million RMB as against that in the early year. The balance of various loan
amounted to 2214.66 hundred million RMB, an increase of 134.66 hundred million
RMB compared with that early in the year, of which short-term loan went up to
95.08 hundred million RMB and mid or long-term loan went up to 88.77 hundred
million RMB.
Xinjiang has 27 companies
listed in stock market, with the total value of 403.21 hundred million RMB, the
total stock capital of 83.62 hundred million shares and accumulative raised
funds of 107.43 hundred million RMB.
The income from insurance
premium in the region was 68.13 hundred million RMB, 9.6% higher than that in
the previous year; the income from life incurance was 48.09 hundred million RMB
Yuan, rise of 11.7%; the income from insurance premium of property was 20.04
hundred million RMB, a rise of 4.8%. The payment for various indemnities came
to 18.34 hundred million RMB, including the reparation for life insurance
amounted to 7.70 hundred million RMB, a rise of 8.4%; the reparation for
property insurance to 10.64 hundred million RMB, a rise of 2.8%.
IX. Scientific Technology and Education
Xinjiang owned 26 ordinary
institutions of higher education and enrollment for both junior and senior
college students numbered 53,200, 18.9% higher than that in the previous year.
The registered students totaled up to 168,200, an increase of 11.2%, including
70,300 students with ethnic minority background, an increase of 7.6%. There are
eleven postgraduates-cultivating institutions, with enrollment of 2336, an
increase of 40.4%; the enrolled postgraduates numbered 5120, an increase of
41.1%, including 498 with ethnic minority background, a rise of 50.0%. The
ordinary secondary technical schools numbered 78, with the enrollment of
71,300, a drop of 0.3%; the total enrollment in vocational secondary schools
was 17,900, a rise of 17.2%. The vocationary secondary schools and its attached
class numbered 43,600, a rise of 45.1%. The ordinary high schools numbered 498,
with the enrollment of 138,300, a rise of 9.6%; the registered students
numbered 359,100, an increase of 13.9%; the total enrollment for ordinary
secondary schools numbered 1,158,800, a rise of 2.2% and the total enrollment
for elementary schools numbered 2,218,100, a drop of 3.1%.
The admission rate for
school-age children hit 97.8% in elementary schools, the total enrollment for
elementary school graduates came up to 95.3%, the enrollment rate of secondary
school for school-age was 86.3%, the rate of the secondary school drop-outs
came to 3.2%.The enrollment of high schools for junior middle school students
was 41.1%.
The total enrollment for
three-year and four-year programs was 84,600, a drop of 3.6% as against that of
the previous year; the total enrollment for adult technical secondary schools
was 7,100, a drop of 12.3%. The anti- illiteracy among the young and prime for
a year was 47,900.
In 2004, Xinjiang assigned 50
brainstorming projects, a rise of 19.0% as against that in the previous year.
The handled patents numbered 1492 and authorized patents 792. The technical
contract signed numbered 1619, a rise of 6.8% and the sum of transaction
amounted to 13.24 hundred million RMB, a rise of 10.8%.
X. Culture, Health and Sports
The region had 109 art
troupes, 108 cultural palaces and art palaces, 92 public libraries, 25 museums,
135 archives and 423,300 volumes of various files open to the public. 6 radio
stations, 10 TV stations, 40 medium and short-wave radio transmission and relay
stations, 64 launching and transmitting stations with over one KW or higher.
The radio coverage rate among population was 92.9%, TV coverage rate among
population was 92.5% and cable TV subscribers numbered 1,302,700 households.
The produced 1 film, dubbed 75 feature films in ethnic minority languages,
produced 5 TV plays and dubbed 18 TV plays; published 3.39 hundred million
various newspapers, of which 38% in ethnic- minority languages; various
journals 14.50 million copies, of which 35.0% was the ones in ethnic-minority
languages; books numbered 8250 copies, of which 40.0% in ethnic minority
languages.
The region had 9087 medical
institutions altogether, including 1525 hospitals and public health centers, 85
health centers for women and children. The regions had sick beds 78,100,
including 74,000 beds in hospitals and public health centers. The region had
99,,800 medical technical staff, 836 township public health centers, with
14,500 medical technical staff and 12,800 sick beds.
The athletes won five
championships, three runner-ups and five who have come to the third place in
international or inter-continental matches. In the national matches, 15 have
won championships, 15 runner-ups and 19 who have come to the third place. Three
are up to international-level sportsmen, four up to national-level sportsmen
and one equals to national record.
XI. Environment and Resources
In line with the statistics
of the Bureau of State Land Resources, the funds put into the state
land-reources census and geological survey a year was 83.76 hundred million RMB,
including 79.89 hundred million RMB Yuan for oil and natural gas survey and
3.87 hundred million RMB Yuan for state land-resources survey and non-oil and
natural gas ore geological survey. There are more than 30 kinds of ore for
geological survey, mainly including: coal, oil, natural gas, uranium, steel,
copper, nickel, lead, zinc, gold, silver, andalusite, lithium, baudisserite,
bentonite and underground water etc.
There are three
new-discovered natural gas sections, one natural gas section; ten new-discovered
sections of mineral resources worth further prospecting, including 2 copper
mines, 1 zinc and lead mine, 2 tungstern mines, 3 gold mines, 1 benotonite mine
and 1underground water resource. The Baigan Lake Tunstern and Tin Ore Mine
discovered in Ruoqiang County is a tungstern producer with with the largest
reserve of tunstern ore in Xinjiang at present.
The new-added proven mineral
resources has the following ores including: 4.37 hundred million tons of oil
reserve, 563.98 hundred million cubic meters of natural gas reserve, 49.80
hundred million tons of coal resources, 8.94 million tons of iron ore, 248,500
tons of vitriol ore, 559,500 tons of copper, 472,500 tons of lead resources,
970,900 tons of zinc, 22.34 tons of gold and 312.36 tons of silver.
According to the institution
of environment protection, the total discharge volume of sulphur dioxide was
kept within 480,300 tons, 45.6% higher than that in the previous year; the
discharge volume of smog was within 259,100 tons, a rise of 27.1%, the discharge
volume of industrial dust was within 167,700 tons, 53.4% higher than that in
the previous year. The discharge of solid wastes was within was within 1,028,00
tons, a rise of 16.6%; the discharge rate of chemical-needed oxygen in waste-
water was within 261,700 tons, a rise of 14.4%.
Of 16 urban built areas under monitor, there were 4 cities whose air quality reached Class II, there were five cities whose air quality reached Class III. There were 40 noise-control sections, with the area of 351.20 square kilometers.
Twenty-six various kinds of
nature reserves were set up in Xinjiang, of which 7 were nature reserves at
state-level, with the total area of 204,200 square kilometers, taking up 12.3%
of the total land area. There were 8 authorized eco-exemplary areas at
state-level, covering 110,600 square kilometers; there was 1 pilot eco-reserve
at state level.
XII. Population
Based on the calculation of
sampled survey in the population variation dated 2004, the population had
reached 19,631,100 persons, 291,600 more than that of the previous year, a rise
of 1.5%. The urban population was 6,901,100 persons, a rise of 3.8%; the rate
of urbanization was 35.15%, rural population was 12,730,000 persons, a rise of
0.3%.The male population numbered 10,080,200, accounting for 51.3%; the female
population numbered 9,550,900, taking up 48.7%. The birth rate was 16.0% and
the mortality rate was 5.1% as well as
the natural growth rate of population was 10.9%.
XIII. People’s Life and Social Security
In 2004, the per-capital
disposal income of residents in the urban areas was 7503 RMB Yuan, 4.9% higher
than that of the previous year after the price factor has been deducted; the
per-capital net income of rural dwellers was 2245 RMB, a rise of 3.1%. The
year-end per-capita floor space for the urban residents was 18.82 square
meters, a rise of 5.1%; the per-capita floor space for rural residents was 19.1
square meters, an increase of 2.6%. The average currency salary for on-the-job
staff was 14,484 RMB Yuan, an actual increase of 7.1%. The Engle coefficient
for urban residents was 36.1%, a drop of 0.1 percent as against that in the
previous year; the Engle coefficient for rural residents was 45.2%, a drop of
0.3 percent.
According to the statistics
of labor and social security department, there were 1,385,800 staff and workers
who joined in the insurance of unemployment, 2.6% higher than that in the
previous year, 1,737,600 staff who joined in the social overall arrangement for
basic endowment insurance, a rise of 9.9%; 427,600 retired people who joined in
the social overall arrangement for the basic endowment insurance, a rise of
12.5%. There were 1,959,700 staff and workers who joined in the basic medical

to the civil affairs depertment, there were 150 community service
establishments. The urban dwellers relieved by social security as minimum
secured allowance numbered 588,400 persons. The persons subsidized and
pensioned by the state numbered 35,800 persons. There were 496 various social
welfare institutes, with 13, 438 beds and 10,356 adopted persons. The sale for
welfare lottery in society amounted to 6.44 hundred million RMB, raised social
welfare funds to 2.25 hundred million RMB and money donated from community to
