Autonomous Region
in the Year 2003
In 2003, the people in different
nationalities carefully implemented “Three Represents” important thought and
the spirit of the Sixteenth National Party Congress and the third plenary
session of the Sixteenth National Party Congress, coped positively with the new
changes of domestic and international situation and tried to overcome
difficulties so that the national economy maintained the strong momentum of
growth, social causes in all fields progressed and took on a good situation of
coordinated development in speed, efficiency, production, demand, economy and
society.
I General Survey
The national economy was sped up
and major quotas over-fulfilled. According to initial estimate, GDP in Xinjiang
amounted to 1875 hundred million RMBY, a 10.8% higher than that in the previous
year, with a rise margin of 2.7 percent. Judging by three industries, the added
value for the first industry came to 413 hundred million RMBY, a rise of 8.2%.
The added value for the second industry amounted to 796 hundred million RMBY, a
rise of 12.3%, of which that for industry was 571 hundred million RMBY, a rise
of 11.2%; that for building sector was 225 hundred million RMBY, a rise of
15.0%. The added value of the tertiary industry was 666 hundred million RMBY, a
rise of 10.3%. The Per-capital GDP in Xinjiang was 9,686 RMBY, a rise of 9.1%.
The total output value on the northern economic belt of the Tianshan Mountains
was 902 hundred million RMBY, an increase of 12.02%, 51.2% of GDP in Xinjiang.
The overall level of consumption
price for residents a year was 0.4% higher. Of which 0.5% up for urban areas
and 0.2% up for rural areas. Judging by the price indices in classified
consumers’ goods, the price increase in food is a major factor responsible for
the rise of overall consumption price. The prices for major industrial
consumers’ goods drop while in stability. The rise of 2.5% is for food and 4.2%
for housing while tobacco, wine and other goods dropped by 0.2%, clothing by
0.8%, household appliances and service by 1.1%, stationary goods by 0.9%,
medical-health care and individual items by 5.2%, traffic and telecommunication
by 0.9%. Of the prices for food, the price for edible oil and fat rose by
14.8%, fresh vegetable by 31.2%, fresh and dried fruit and melon by 4.8%, grain
by 3.3%, meat and poultry as well as their products by 1.9%, egg by 2.2% and
aquatic products by 7.0%. The overall level of retail prices for commodities
went down by 0.8% and ex-factory prices for industrial products went up by
15.1%. The purchase prices for raw material, fuel and power rose by 14.8%, the
price for fixed –asset investment by 3.4% and the price for agricultural
production means by 1.1%.
At the end of the year,
on-the—job staff workers numbered 2,379,400, a drop of 1.8% against that of the
previous year; the persons employed by state-owned enterprises numbered
1,840,200, a drop of 2.8%; the persons employed by collective-owned units
75,500, a drop of 18.9%; persons employed by other-ownership 463,700, a rise of
6.1%. According to the statistics of labor department, the year-end laid-off
workers from the state-owned enterprises numbered 415,000 and the reemployed
laid-offs 12,500. The year-end jobless persons registered at 127,500, with the
unemployment rate being 3.8% for urban and town areas. The employed and
reemployed figures numbered 370,900, including 30,400 employed by the
state-owned units, 376,000 employed by the collective-owned in urban and town
areas, 189,000 employed by private, individual and joint-venture in three forms
and 117,000 employed by units in other forms.
The major problems in the
economic growth are weak agricultural foundation, more unfavorable factors in
industrial production and operation, more obvious contradiction in investment
structure, stagnant rural market.
II. Agriculture
The agricultural production enjoyed
a steady growth and a new progress was made in the readjustment of industrial
structure. The gross output value of agriculture, forestry, animal husbandry
and fishery for a whole year came to 688.32 hundred million RMB, a rise of 6.3%
as opposed to that in the previous year. The output value of agriculture was
482.76 hundred million RMB, a rise of 5.2%; that of animal husbandry was 161.98
hundred million RMB, a rise of 8.7%; that of forestry was 13.69RMB, a rise of
20.7%; that of fishery was 3.21 hundred million RMB, a rise of 1.7%. The sown
area for grain for a year came up to 1,370,000 hectares, a decrease of 12.5%;
the sown area for cotton 1,037,100 hectares, a rise of 9.9%; the sown area for
oil-bearing material 226,400 hectares, a rise of 5.3%; the sown area for beet
67,300 hectares, a drop of 21.1%; the sown area for vegetable 133,800 hectares,
a drop of 0.2%; the sown area for fruit and melon 344,200 hectares, a rise of
17.8%; the sown area for alfalfa came to 294,100 hectares, an increase of 25.1%.
The grain output for a whole year reached 8,016,400 tons, a fall of 8.5%; the
cotton output 1,600,000 tons, a rise of 6.7%; oil-bearing output 501,300, a
rise of 13.0%; the beet output 3,816,500 tons, a fall of 18.2%; the vegetable
7.610,000 tons, a rise of 12.8% and fruit and melon 2,183,400 tons, a rise of
10.2%.
The year-end domesticated
animals in stock numbered 50,265,400 head, a rise of 5.1% as against that in
the previous year. The domesticated animals out of stock 32,0109,900 head, a
rise of 11.2%; the gross output of meat 1,150,000 tons, a rise of 9.1%; the
wool output was 78,400 tons, a rise of 5.4%; the output of cow milk 1,130,000
tons, a rise of 19.1%; the output of poultry and egg 236,200 tons, a rise of
4.3%; the fishery output 67,300 tons, a rise of 5.3% and afforested area
286,400 hectares, a rise of 33.1%.
The total power of the year-end
farming machinery was 9,727,200 kilowatts, a rise of 5.8% as against that in
the previous year. The large and medium tractors numbered 76,300 sets, a rise
of 8.0%; small tractors numbered 310,500 sets, a rise of 6.8%; chemical
fertilizer consumed (net) came to 907,400 tons, a rise of 7.6%; rural electric
consumption 29.95 hundred million kilowatts, a rise of 6.0%; the year-end
efficient irrigated area 3,051,000 hectares, the same level as that of the
previous year.
III. Industry and Architecture
The industrial production gains
it speed and economic efficiency constantly turns for the better. The
industrial added value reached 571 hundred million RMB, a rise of 11.2% as
against that in the previous year. Of which, the added value for light industry
was 88 hundred million RMB, a rise of 7.1% and that for heavy industry 483
hundred million RMB, a rise of 12.0%.
The volume of the processed
crude oil for a year was 11,339,100 tons, a rise of 7.1%; the raw coal
34,286,000 tons, as rise of 12.4%; the crude oil 21,413,900 tons, a rise of
5.2%; natural gas 50.29 hundred million cubic meters, a rise of 3.6%; the
electricity generation 234.62 hundred million kilowatts, a rise of 10.5%; crude
steel 2,041,500 tons, a rise of 16.3%; steel material 2,031,000 tons, a rise of
17.4%; cement 11,282,900 tons, a rise of 9.6%; ethylene 235,900 tons, a rise of
49.9%; chemical fertilizer (net) 854,500 tons, a rise of 11.5%; voltage
transformer 11,738,700 KV, a fall of 1.9%; tinned food 474,800 tons, a rise of
14.4%; machine-made paper 133,000 tons, a rise of 8.2%; cotton -yarn output
292,700 tons, a drop of 7.4%; sugar 454,300 tons, a drop of 12.4%.
The general
index for the economic efficiency of industrial enterprises at a considerable
scale was 172.72, a rise of 35.6% as opposed to that in the previous year. Of
which, the contribution rate of the total asset rose by 3.2%, the added value
rate of asset at guaranteed value rose by 9.4%, asset-liability rate dropped by
4.7%, the turnover rate of circulating asset quickened by 0.3%, the profit rate
for cost expense rose by 5.5%, the productivity for the whole labor force rose
to 8203.43 RMB/person a year. The profit for industrial enterprise came to
139.71 hundred million RMB, a rise of 81.2%, a new record high.
The house construction area of
building enterprise for a year was 27,286,000 square meters, a rise of 6.1%;
the completed area of house was 12,154,400 square meter, a drop of 17.3%.
IV. Investment in Fixed Asset
The investment in fixed asset
grew rapidly. The investment in fixed asset in the whole society amounted to
1002.13 hundred million RMB, a rise of 23.3% compared with that of the previous
year. Classified by subordination, the investment in the local project was
629.13 hundred million RMB, a rise of 26.5% and the investment in the central
project 373.00 hundred million RMB, a rise of 18.1%. Classified by registered
economic ownership, the investment in the state-owned economy came up to 671.26
hundred million RMB, a rise of 19.4%; the investment in collective-owned
economy to 9.36 hundred million RMB, a rise of 19.1%; the investment in the
stock-system economy to 173.42 hundred million RMB, a rise of 42.3% and the
investment in the private or individual economy to 128.45 hundred million RMB,
a rise of 32.8%; the investment in other economic sector to 19.63 hundred
million RMB, a drop of 19.1%. Classified by administrative channel, the
investment in capital construction amounted to 647.64 hundred million RMB, a
rise of 28.6%; the investment in the reform and reconstruction to 127.43
hundred million RMB, a rise of 10.5%; the investment in real estate development
to 102. 49 hundred million RMB, a rise of 16.9% and the investment in other
sectors amounted to 124.57 hundred million RMB, a rise of 17.2%. Classified by
industry category, the investment in the first industry was 105.94 hundred
million RMB, a rise of 67.7% and the investment in the second industry was
358.87 hundred million RMB, a rise of 15.1%. Of which the oil industry went up
by 27.9%, the textile industry dropped by 6.3%, electrical power industry
dropped by 40.0%; the investment in the third industry 537.32 hundred million
RMB, a rise of 22.7%, of which the traffic and transport industry grew by
29.2%, the water conservancy rose by 22.9% and the real estate industry
increased by 13.7%.
The projects of completed
capital construction and reformed and reconstructed projects numbered 5482, a
rise of 947 compared with that of the previous year, of which the new-opened
projects for the current year numbered 4464, an increase of 880.
V. Domestic Trade
The year 2003 saw brisk demand
in market and obvious hot spot in consumption. The total retails sum of
consumers’ goods in society for a year numbered 421.16 hundred million RMB, a
rise of 11.1% compared with that of the previous year. Classified by urban and
rural areas, the retails sum of urban consumers’ goods came up to 311.33
hundred million RMB, a rise of 12.9% and the retails sum of rural consumers’
goods to 109.83 hundred million RMB, a rise of 6.5%, thus the urban area is
6.4% quicker than rural area. Classified by trades, the retails for catering
service amounted to 60.64 hundred million RMB, a rise of 14.3%; the retail sum
of wholesale and retail trade to 341.90 hundred million RMB, a rise of 11.3%;
the sum of other retails to 18.62 hundred million RMB, a rise of 0.1%. The sale
was brisk for automobile, household electric appliance and telecommunication
apparatus and the markets are active for the consumption of houses, decoration,
leisure, entertainment and education.
VI. Foreign Trade
The
foreign trade showed a strong momentum for growth. The export and import volume
through customhouse for a year amounted to 47.72 hundred million USD, a rise of
77.3% compared with that of the previous year. Of which the total sum of export
was 25.42 hundred million USD, a rise of 94.3% and the total sum of import was
22.30 hundred million USD, a rise of 61.2%. Of the total export volume, the
general trade jumped to 7.11 hundred million USD, a rise of 30.7%; the
processing trade to 2.02 hundred million USD, a rise of 30.3%; small sum of
frontier trade amounted to 16.04 hundred million USD, rising by 2.4 times as
against that of the previous year. Of total import sum, the general trade
reached 7.25 hundred million USD, growing by 1.8 times; processing trade came
up to 0.31 hundred million USD, a rise of 8.1%; small sum of frontier trade came
up to 14.35 hundred million USD, a rise of 33.9%. The export of
electromechanical products amounted to 3.44 hundred million USD, a rise of 1.1
times and the export of new and high-tech products amounted to 0.28 hundred
million USD, a rise of 70.3%.
The contract volume for direct
investment newly sighed with foreign businessmen amounted to 1,614,700,000 USD
for a year, a rise of 4.6%; the contract volume for external undertaken
projects and service cooperation to 1,891,000,000 USD, a rise of 9.2% and completed
business volume to 6, 742,000,000 USD, a rise of 70.3%.
VII. Communication, Post
&Telecommunication and Tourism
By the end of 2003, the business
mileage for railway was 3009 kilometers, the same as that of the previous year.
The mileage for available for traffic was 59,900 kilometers, a rise of 0.7%;
the mileage of available for navigation of civil aviation was 141,500
kilometers, a rise of 6.8%. The turnover volume of cargo completed by various
transportation means for a year was 837.04 hundred million ton/kilometers, a
rise of 10.2%. Of which railway 475 hundred million, a rise of 11.7%; highway
325 hundred million tons/kilometers, a rise of 9.1%; civil aviation 0.64
hundred million tons/kilometers, a drop of 22.0%; pipe 36.4 hundred million
tons/kilometers, a rise of 2.5%. The completed turnover of passengers was 342
hundred million persons/kilometers, a rise of 3.4%. Of which the railway was
106.10 hundred million persons/kilometers, maintaining the same as before; the
highway 195 hundred million persons/kilometers, a rise of 5.0% and civil
aviation 40.90 hundred million persons/ kilometers, a rise of 4.3%.
The total completed volume of
post and telecommunication for a year amounted to 114.48 hundred million RMB, a
rise of 20.9% as against that of the previous year. Of which the total
telecommunication business volume was 107.28 hundred million RMB, a rise of
22.0%; the total postal-service business volume was 7.20 hundred million RMB, a
rise of 5.9%. The year-end popularization rate for fixed telephones was 21.3%,
mobile telephones 21.8% and inter-net subscribers 607,900.
The home tourists received for a
year numbered 10,115,000, a rise of 4.5%; the income of domestic tourism
numbered 88.69 hundred million RMB, a rise of 5.7%. International tourists
received came up to 170,500, a drop of 38.1%. Of which compatriots from Hong
Kong, Macao and Taiwan came up to 20,600 men/times, a drop of 50.4%; foreign
exchange income of international tourism came up to 48,576,300 USD, a drop of
51.1%.
VIII. Finance, Banking and Insurance
The general budgetary income of
the local finance for a year was 127.40 hundred million RMB, a rise of 15.0%;
general budgetary expenditure of the local finance was 368.47 hundred million
RMB, a rise of 2.0%.
The year-end
deposit balance in various items in financial institutions was 26,616,500
hundred million RMB, an increase of 415.79 hundred million RMB as against that
in the early year. Of which the deposit balance of the enterprises was 763.49
hundred million RMB, a rise of 57.66 hundred million RMB; the deposit balance
of the urban and rural residents amounted to 1371.59 hundred million RMB, a
rise of 233.81 hundred million RMB as against that in the early year. The
balance of various loan amounted to 2099.09 hundred million RMB, an increase of
296.48 hundred million RMB compared with that in the early year, of which
short-term loan went up to 76.49 hundred million RMB and mid or long-term loan
went up to 167.98 hundred million RMB.
Xinjiang has 26
companies listed in stock market, with the total value of 584.49 hundred
million RMB, the total stock capital of 72.62 hundred million shares and
accumulative raised funds of 104.39 hundred million RMB.
The income from insurance
premium in the region was 62.18 hundred million RMB, 20.2% higher than that in
the previous year; the income from insurance premium of property was 19.12
hundred million RMB, a rise of 16.0%; the income from insurance premium of life
43.06 hundred million RMB, a rise of 22.2. The payment for various indemnities
came to 17.46 hundred million RMB, including the reparation for property
insurance of 10.36 hundred million RMB. The reparation for life insurance
amounted to 7.10 hundred million RMB.
IX. Scientific Technology and
Education
Xinjiang owned 26 ordinary
institutions of higher education and enrollment for both junior and senior
college students numbered 43,100, 3.3% higher than that in the previous year.
The registered students totaled up to 147,600, an increase of 11.6%, including
65,100 students with ethnic minority background, an increase of 6.0%. there are
nine postgraduates-cultivating institutions, with enrollment of 1664, an
increase of 50.7%; the enrolled postgraduates numbered 3629, an increase of
45.5%, including 322 with ethnic minority background, a rise of 42.5%. The
ordinary secondary technical schools numbered 78, with the enrollment of
71,500, a drop of 14.8%; the total enrollment in vocational secondary schools
was 45,300, a drop of 10.7%. The ordinary high schools numbered 500, with the enrollment
of 126,200, a rise of 11.3%; the registered students numbered 315,200, an
increase of 15.7%; the total enrollment for ordinary secondary schools numbered
1,133,400, a rise of 6.3% and the total enrollment for elementary schools
numbered 2,289,100, a drop of 2.9%.
The admission rate for
school-age children hit 83.8% in elementary schools, the total enrollment for
elementary school graduates came up to 96.5%, the enrollment rate of secondary
school for school-age was 83.8%, the rate of the secondary school drop-outs
came to 2.9%The enrollment quota of high schools for junior middle school
students was 40.9%.
The total enrollment for
three-year and four-year programs was 87,800, a drop of 53.2% as against that of the previous year;
the total enrollment for adult technical secondary schools was 8,200, a drop of
53.2%. The anti- illiteracy among the young and prime for a year was 33,000.
The whole region owned 385,700
specialized technical personnel in various categories, a decrease of 0.5% as
against that in the previous year. The major scientific and technological
results registered were 232, including 9 for basic theory, 214 for applied
technical result and 9 for soft scientific result. The handled patents numbered
1472 and authorized patents 751. The technical contract signed numbered 1516, a
rise of 12.3% and the sum of transaction amounted to 12.04 hundred million RMB,
a rise of 19.6%.
X. Culture, Health and Sports
The region had 88 art troupes,
91 cultural palaces, 84 public libraries, 23 museums, 135 archives and 423,300
volumes of various files open to the public. 6 radio stations, 16 TV stations,
40 medium and short-wave radio transmission and relay stations, 64 launching
and transmitting stations with over one KW or higher. The radio coverage rate
among population was 92.8%, TV coverage rate among population was 92.5% and
cable TV subscribers numbered 1,302,700 households. The region dubbed 70
feature films in ethnic minority languages and published 3.38 hundred million
various newspapers, of which 38% was the ones in ethnic- minority languages;
various journals 14.18 million copies, of which 35.0% was the ones in
ethnic-minority languages; books numbered 7838 copies, of which 40.0% was the
ones in ethnic minority languages.
The region had 9434 medical
institutions altogether, including 1471 hospitals and public health centers, 88
health centers for women and children. The regions had sick beds 72,800,
including 69,800 beds in hospitals and public health centers. The region had
95,800 medical technical staff, 832 township public health centers, with 14,388
medical technical staff and villages had 12,055 medical technical workers.
The three
athletes won championships in international or inter-continental matches
(champions for 64 kilograms, 69 kilograms and 91 kilograms in Xinjiang
International Boxing Open Match); the four came to the second place and four
came to the third place. In the national matches, 12 won championships and 12
won runner-ups.
XI. Environment Protection
According to the institution of
environment protection, the total discharge volume of sulphur dioxide was kept
within 223,300 tons, 15.7% higher than that in the previous year; the discharge
volume of smog was within 109,500 tons, a rise of 11.7%, the discharge volume
of industrial dust was within 158,000 tons, 68.6% higher than that in the
previous year. The discharge of solid wastes was within was within 881,900
tons, a rise of 28%; the discharge rate of chemical-needed oxygen in waste-
water was within 230,300 tons, a rise of 12.3%. Of main pollutants, the rate of
life pollutant basically remains the same as that in the previous year.
The days whose air quality
reached Class I and Class II took up 63.4% of the total days, a rise of 5.3%; the
days at Class III took up 17.8%, a drop of 3.9%; the days at Class IV and V
took up 18.8%, a drop of 1.4%.
Twenty-six various kinds of
nature reserves were set up in Xinjiang, of which 7 were nature reserves at
state-level, namely: the Altun Mountains Nature Reserve, the Bayanburak Swan
Nature Reserve, the Kanas Nature Reserve, The West Tianshan Nature Reserve, the
Ganjiahu Sacsaoul Woods Nature Reserve, the Tomur Peak Nature Reserve and the
Lopnur Wild Camel Nature Reserve, with the total area of 204,200 square
kilometers. There were 8 authorized eco-exemplary areas at state-level, in
which there were 8 pilot regions or units built and 58 smog-control zones,
covering 351.9 square kilometers, a rise of 0.2%; the noise target-hitting
zones in environment numbered 39, covering 315.2 square kilometers, a rise of
5.0%.
XII. Population
Based on the calculation of
sampled survey in the population variation, the population had reached
19,339,500 persons, 287,600 more than that of the previous year, a rise of 1.5%.
Judging by urban and rural areas, the urban population was 6,651,100 persons, a
rise of 3.2%, the rate of urbanization was 34.4%, 0.6 percent higher ; rural
population was 12,688,400 persons, a rise of 0.7%. Judging by gender, the male
population numbered 9,942,400 persons, accounting for 51.4%; the female
population numbered 9,397,100 persons, taking up 48.6%. The mortality rate was
5.2% and the natural growth rate of population was 10.8%.
XII. People’s Life and Social Security
According to the estimate of
sampled survey, the per-capital disposal income of residents in the urban areas
was 7220.61 RMB, 6.9% higher than that of the previous year after incomparable
price has been deducted; the per-capital net income of rural dwellers was
2106.19 RMB, a rise of 0.3%. The on-the-job staff’s average salary totaled up
13,255 RMB, a rise of 14.2%, actual rise of 13.6% after the factor in commodity
price was deducted.
There were 1,351,200 staff and
workers who joined in the insurance of unemployment, 2.9% higher than that in
the previous year, 1,580,000 staff who joined in the social overall arrangement
for basic endowment insurance, a rise of 3.6%; 380,000 retired people who
joined in the social overall arrangement for the basic endowment insurance, a
rise of 2.7%. There were 1,760,000 staff and workers who joined in the basic
medical insurance, a rise of 18.6% and 150 community service establishments.
The urban dwellers relieved by social security numbered 578,000 persons, the
persons subsidized and pensioned by the state numbered 35,800 persons. There
were 508 various social welfare institutes, with 12,950 beds and 9799 adopted
persons. The sale for welfare lottery in society amounted to 6.15 hundred
million RMB, raised social welfare funds to 2.15 hundred million RMB and
donated money received from society to 1.60 hundred million RMB.

The XJGPV (Xinjiang gross production value), added values in different
industrial sectors and the total output value of agriculture, forest, animal
husbandry and fishery are calculated on current price in terms of the absolute
number for quota, whose speed is calculated on comparable price. The
statistical scope of industrial economic efficiency covers both state-owned
industry with independent accounting and non non-state-owned industry with
annual sale income of exceeding 5 million RMB.
