The victim is named Seydulla Tohti [Saidula Tuoheti]. According to the UN WGEID report, he was born in Kashgar and resided at No. 50-55, 14th Kukang Village, Beshkirem (Korghan) Township, Kashgar. He is a Chinese citizen. At the time of the information being provided to UN WGEID (23 April 2020), he was 28 years old. His UN WGEID case number is 10010752.

Seydulla Tohti is apparently related to Nejmidin Raman (testifier for Raman Idris [371] et al.), but the precise relation is unclear. The victim is named Seydulla Tohti [Saidula Tuoheti]. According to Sections II.1 (Date of arrest) and III.1 (Place of arrest) in the UN WGEID report, Seydulla Tohti was arrested at an unknown location in China at some point in 2017. According to Section VII (Summary) of the same report, he "allegedly disappeared in 2017 or 2018."
