Imam Rozi was a tannery owner and philanthropist from Ghulja, his family doing business with Central Asia. In 2018, at 75 years of age, he was arrested and sent to camp, with relatives saying that he was put on trial the year after.

He and his sons did business with Central Asia and he was also a religious figure and philanthropist, having covered the costs of building a big mosque in their neighborhood. He was a member of the CPPCC in Ghulja.
