about the victim

Subhi Mevlan is a young vocalist (singer) from the Su Derwazisi neighborhood of Ghulja City. He reportedly used to do moonlight singing at weddings.

His mother is named "Arzugul" [surname unknown] and he has one known sister [name unspecified]. His father passed away when he was a child.

According to communications between RFA and multiple police officers in Ghulja City [including but not restricted to T2 and T3], Subhi Mevlan was running a cosmetics shop at Bailan Mall on Yashlar Road in Ghulja City with his mother and sister.

current location

[Presumably in Ili.]

chronology of detention(s)

According to an anonymous source in Central Asia [T1], Subhi Mevlan was detained in early March 2020 for viewing a Turkish historical fiction television series entitled "Magnificent Century". The anonymous source [T1] specifies that Subhi Mevlan watched the series with friends at his home in Su Derwazisi, Ghulja City "several days before his arrest."

One of the friends with whom Subhi Mevlan watched the series was caught and interrogated in relation to another matter. During their interrogation, that friend confessed to Chinese authorities that they watched the series at Subhi Mevlan's house. Chinese police subsequently raided Subhi Mevlan's house in the middle of the night, found a copy of the series, and proceeded to arrest Subhi Mevlan and his mother, Arzugul [surname unspecified]. Subhi Mevlan's sister [name unspecified] was also detained after having been brought back to Ghulja from Urumqi, where she had been doing business.

Subhi Mevlan's mother (Arzugul) and sister were released 15 days after their arrests, but Subhi Mevlan remained in custody.

Approximately six months after Subhi Mevlan was arrested, police reportedly showed up at the family home and gathered some of Subhi Mevlan's clothing. This led the relatives of Subhi Mevlan to believe that Subhi Mevlan had been sentenced and transferred to prison.

As of 11 November 2020, Subhi Mevlan's family had still not received any information about Subhi Mevlan's status or whereabouts.

An anonymous police officer from the police station at Bailin Mall [T2] confirmed to RFA that Subhi Mevlan had been detained, but did not provide any further information.

A different anonymous police officer from the Ghulja City Police Station [T3] confirmed that the reason for Subhi Mevlan's detention was that he had watched "Magnificent Century." This police officer [T3] added that approximately 50 or 60 other residents of Ghulja City had been detained at around the same time for the same reason.
