about the victim

Mamutjan Raman was a wealthy businessman from Kashgar and was previously an owner of the Beshkirem Agricultural Cooperative. He was very successful in the chemical fertilizer business, which he continued until 2008, and was well known in both the Kashgar prefecture and much of southern Xinjiang. It is possible that his assets were later confiscated by the government.

He was around 50 years old at the time of his alleged death.

Address: House No. 50-55, Kokang (No. 14) Village, Qoghan Township, Kashgar City.

current location

[Unclear where he was at the time of his death.]

chronology of detention(s)

In 2015, he was sent from Kashgar to Aksu City to serve a year in prison. Nejmidin's contact with his relatives was lost thereafter, and he had no way of knowing if his father was actually released. In March 2019, he heard news that his father had died in detention.

suspected and/or official reason(s) for detention

Possibly for contacting his son abroad (Nejmidin) over WeChat.

last reported status

He died in detention.

how testifier(s) learned of victim's situation

The initial sentence Nejmidin learned about from his mother, during a phone conversation in late 2015. He learned about the more recent events from someone living abroad who had some (limited) contact with people back home.

Nejmidin also called the Chinese consulate in the Hague to ask for clarification, as well as for help in contacting the local government. The consulate refused to assist him, however. He also tried calling the local police stations, but they would just hang up on him.
