Luo Guifang (alias: Xiao Lin) was born on September 20, 1968. She is ethnically Han, has a junior high school education, and had no steady employment at the time of her arrest.
Luo Guifang was allegedly a member of the Church of Almighty God, having joined in or after 2005.

The victim was initially held at the Yining Detention Center, and formally arrested on September 2, 2014.

She was additionally alleged to have made "prison uniforms" for filming videos that [sic] "fabricated and distorted the facts".
