A subsequent investigation, however, found that the tag had been assigned incorrectly by the place of origin [presumably Kucha] authorities, and that Qahar had no passport and no foreign contacts.

Despite the removal of the initial tag, the police report still mentions that Qahar "did not follow the community's rules and regulations, and did not improve his behavior", thereby prompting the authorities to remove Qahar from his job (police patrol post) and to put him under strict surveillance with daily visits from the local authorities.
