Testimony 1|2: Urumqi police records, as reported by Yael Grauer.

about the victim

Enwer Igemberdi.

Residential address: Harmony Garden Neighborhood, Shuimogou District, Urumqi.

current location

The Dabancheng Vocational Education Center (达坂城职教中心).

chronology of detention(s)

Taken into custody on April 27, 2017. Later transferred to camp.

He was being held at the No. 2 Skills Education Training Center (第二技能教育培训中心) of the Dabancheng Transformation-Through-Education Unit (达坂城教育转化点) when his wife visited him there on August 21, 2018. She would visit again with her son on November 22, 2018. (In December 2018, visits and video calls were temporarily stopped.)

On January 10, 2019, his relative(s) attended his provisional re-sentencing (再次预判) at the Dabancheng camp, where he was still given 3 years as before (though it mentions that his charge was lowered from "harboring criminals" to "being aware but failing to report").

suspected and/or official reason(s) for detention

Taken into custody for being a "focus person" and a "national security three kinds" (因是重点人员国保三类被收押).

He was later provisionally sentenced at the Dabancheng camp for "harboring criminals" (包庇罪). At a later re-sentencing, this was downgraded to "being aware but not reporting" (知情不报).

last reported status

In re-education camp, and provisionally sentenced to 3 years.

During a telephone call on January 16, 2019, he told his family that he would be allowed to return home soon (for a visit), and that he had already picked a vocational skill class. Authorities were advised to report his case if he ended up being let out to visit.
