Qalqanbai Abishuly (哈尔哈拜*艾比希), born on March 8, 1942, is a Chinese citizen. He had worked at a Bureau of Finance until his retirement. He was living in Kazakhstan when he was called by his old work unit on the pretext of signing some documents on July 16, 2017. However, he had his passport and other relevant documents confiscated by the local authorities on his arrival.
