chronology of detention(s)
As of 2017-2018, he was listed, together with approximately 8000 other people, as belonging to the WASFRY group (危安释放人员, or "endangering (state) security released persons"). [It is assumed that he was initially detained at some point before 2017, as the seriousness of the charge makes it very unlikely that he was both detained and released in 2017 or later.]
On April 20, 2017, he was taken into custody by the Weihuliang Police Station, then transferred to a camp [presumably the Shuimogou No. 1 center]. The police report states that he signed up for the "transformation through education" class voluntarily. He was released from study on May 20, 2017, however, because his illness took a turn for the worse (seven people in his family are all said to have HIV).
On August 14, 2017, he was examined by plainclothes police at the Grand Bazar in Urumqi and identified as a "person illegally expounding scripture" (非法讲经人员), after which he was transferred to the TS086 police service station (TS086警务服务站). [However, it is unlikely that he was held for long, given his condition.]
Around early July 2018, the Shuimogou No. 1 Transformation-Through-Education Center (水区第一教转中心) filed an inquiry about his current situation (to see if he should be sent back to camp). He was reported to suffer from acquired immunodeficiency syndrome (with a CD count of under 200), and was at home unemployed, surviving on the government subsistence allowance, with his family of eight in the process of moving to their old apartment(s). The authorities' decision was to wait until his HIV results came in, and then send him or not send him back to camp based on those. As of 2017-2018, the victim was listed, together with approximately 8000 other people, as belonging to the WASFRY group (危安释放人员, or "endangering (state) security released persons"). All of these people were specified as being entered into the iTap surveillance system on July 27, 2017. [It is assumed that the victim was initially detained at some point before 2017, as the seriousness of the charge makes it very unlikely that they were both detained and released in 2017 or later. It is not known if the victim was detained again after their release, though this is likely if they were in the region in 2017-2018, as many of the people in the list have sensitive (red/orange-level) police tags, and as WASFRY is itself an orange-level tag.]

suspected and/or official reason(s) for detention
[The earlier detention was presumably for "endangering state security", given the victim's membership in the WASFRY list.]
The later detention appears to stem from a number of sensitive tags, including "person forbidden from going abroad" (不准出境人员), "person illegally expounding scripture" (非法讲经人员), "relative of person in pre-trial detention" (看守所人员家属), and "having been once criminally detained" (一次刑拘).[Presumably for "endangering state security", given the victim's membership in the WASFRY list.]
Testimony 3: He also has a number of sensitive tags, including "person forbidden from going abroad" (不准出境人员), "relative of person in pre-trial detention" (看守所人员家属), and "having been once criminally detained" (一次刑拘).
last reported status
At home.
He suffers from acquired immunodeficiency syndrome and the human immunodeficiency virus. Not specified. [There is a very high likelihood of the victim being in detention - given the sensitivity of the WASFRY tag, given many people on the WASFRY list having other sensitive tags, and given the majority of the better documented victims in the list being reported as detained in the post-2017 period also. However, it is also possible that the victim left the region/country prior to the mass incarcerations of 2017-2018, and thereby escaped detention.]
