testifying party

Testimony 1: Anonymous, as reported by Radio Free Asia Uyghur. (from same town/region)

Testimony 2: Local government employee, as reported by Radio Free Asia Uyghur. (from same town/region)

about the victim

Seyitahun Abdukerim is a Uyghur businessman whose family regularly traded Chinese fabrics in Kyrgyzstan. He is from Böger Village, Azaq Township, Atush, Kizilsu Kyrgyz Autonomous Prefecture, and has four siblings in total.

[As Qurbanjan Abdukerim (older brother of victim) passed away at the age of 54 years old on 27 February 2021, we can infer that Seyitahun Abdukerim (the victim) was younger than 54 years old as of 27 February 2021.]

current location

The victim is currently being held at Aghu Prison in Atush. [Officially known as Kizilsu Prison.]

chronology of detention(s)

In 2013, Seyitahun Abdukerim sent Ibrahim Seyitahun and Ezimet Seyitahun (his two sons) to study in Egypt after consulting with his older brother, Qurbanjan Abdukerim.

At some point in 2017, Seyitahun Abdukerim returned to Atush from Kyrgyzstan after he was called home by Chinese police. Upon returning to China, the authorities reportedly made him "force his sons to return to the XUAR from Egypt."

Subsequently, Seyitahun Abdukerim and his two sons were all taken into custody by Chinese authorities.

According to Zibibulla (the testifier), Seyitahun Abdukerim (the victim) was sentenced to 18 years of imprisonment for sending his two sons to study in Egypt. His two sons were also detained after returning to China and sentenced at the same time as Seyitahun Abdukerim [presumably in the same trial]. Both of his sons are also currently in prison.

Testimony 2: An anonymous government employee in Böger Village, Azaq Township, Atush, Kizilsu Kyrgyz Autonomous Prefecture reportedly confirmed to RFA that Seyitahun Abdukerim was ordered to return to Atush from Bishkek, Kyrgyzstan, and that the reason for his subsequent detention was that he sent his two sons to study in Egypt. According to that government employee, he is currently in Aghu Prison, Atush, after having been sentenced to 12 years of imprisonment (not 18 years).

suspected and/or official reason(s) for detention

The reason for the victim's arrest and imprisonment was that he sent his two sons to study in Egypt.

last reported status

The victim was sentenced to either 18 or 12 years of imprisonment at some point after 2017 and is currently being held at Aghu Prison, Atush, Kizilsu Kyrgyz Autonomous Prefecture.

[There is a good likelihood of the victim being subjected to forced labor while at the prison, as this practice has been documented here.]

how testifier(s) learned of victim's situation

Testimony 1: It is unclear how Zibibulla (the testifier) learnt about the victim's situation.

Testimony 2: Although it is unclear which government department they work for, the anonymous government employee in Böger Village presumably had access to official information relating to the victim.
