Jelil Osman had served as the deputy head of the Hami City Government, the head of the Sheher'ichi Township government, the head of the Hami Prefectural Husbandry Department, and the head of the Hami Prefectural Artistic Troupe (the latter being his position at the time of arrest). He was a well-known intellectual and official among the people in Hami. Jelil Osman was born in 1962 and had served as the deputy head of the Hami City Government, the head of the Sheher'ichi Township government, the head of the Hami Prefectural Husbandry Department, and the head of the Hami Prefectural Artistic Troupe (the latter being his position at the time of arrest).
