Ehmet Sulayman was a government worker and a graduate of the Xinjiang Education Institute. He would serve as the deputy head of the Xishan Township government and, later, as the deputy head of the Tianshan Township government as well. how testifier(s) learned of victim's situation

It's not clear how Ehmet's relatives abroad learned of his arrest.

The police staffer who confirmed the detention would presumably have relatively direct knowledge of the event, however. Testimony 3: RFA spoke with an anonymous staffer at the Tengritagh Police Station, who confirmed that Ehmet Sulayman was "gone" and had been "replaced by a woman named 'Sharapat.'" [i.e. the new head of Tengritagh Township is named "Sharapat".] The staffer did not know the length of Ehmet Sulayman's sentence, but did say that his case was a "matter of 'national security.'" The staffer essentially explained to RFA that local police did not know much, and that the details of Ehmet Sulayman's case were known only to "the regional level" and "national security".
