testifying party (* direct submission)

Testimony 1*: Qediriye Enwer, an Uyghur now living abroad. (daughter)

Testimony 2: Merhaba Abdukerim, as reported by Radio Free Asia Uyghur. (sister)

Testimony 3: Urumqi police records, as reported by Yael Grauer.

about the victim

Enwer Abdukerim is a businessman who moved to the Netherlands with his oldest daughter in 2011. Despite repeated invitation letters sent to get his wife and younger daughter to come join them, he was unsuccessful, and ultimately returned to China in September 2015 because of his wife's poor health.

Address: Korgas County, Ili.

current location

Wusu Prison.

chronology of detention(s)

His passport was confiscated soon after his return to China in 2015, making it impossible for him to leave the country.

In September 2017, he was taken to camp. At some point, he was sentenced to 5/10 years in prison (exact term unclear), and transferred to the prison in Wusu.

suspected and/or official reason(s) for detention

Unknown, but possibly because of having lived abroad and taking his daughter there.

last reported status

Serving a prison sentence.

[There is a high likelihood of the victim being subjected to forced labor, as this practice is documented at Wusu Prison, where the Zhongxin Agriculture, Industry, and Trade LLC operates.]

how testifier(s) learned of victim's situation

"Through others", according to Qediriye.

Merhaba says that she heard about the sentence from an anonymous acquaintance in June 2020. In 2016, she had also gone to Xinjiang to see the victim herself, who told her at the time that the police had taken his passport and that he could not leave the country as a result. At that point, he was already being regularly called in for questioning.
